Quarterly Business Demography (QBD) data contains registrations and bankruptcies, which are derived from different administrative sources. |

Non-financial and financial companies, sole proprietorships and self-employed persons classified under Nace Rev.2 sections B, C, D, E , F, G, H, I, J, K (except groups 64.2 and 64.3), L, M, N, P, Q, R and S (except division 94). |

3.4. Statistical concepts and definitions | |||
The number of bankruptcies corresponds to the declarations of bankruptcy (openings and re-openings), net of annulments (cancellations) by courts. This may lead to small revisions for back data. The number of registrations corresponds to the creations of new units (changes of legal form of already existing units are excluded), being "active" from a VAT (value added tax) point of view (except for division 66 and sections P, Q and R). For recent periods, the number of registrations is grossed up, as not all legal units start their business right away. Sole proprietorships are included, except private photovoltaic installations. Also excluded are lawyers, board members and other professionals registered under already existing companies. |

The statistical population is the national statistical business register, excluding some legal forms : temporary associations, holding companies, investment funds, public and communal administrations, agricultural associations and exploitations, nonprofit organisations, trade union associations, hunting and fishing syndicates, religious congregations, mutual benefit societies, pension savings associations, syndicates of co-owners and of course international organisations. |

For bankruptcies : excellent (no errors, small revisions). For registrations : excellent after T+18 months, when most of the data used for selecting legal units which meet the QBD criteria are available and checked for their consistency, when most of the classification errors have been corrected. This implies that for recent quarters, estimations are made, and revisions may occur frequently. |

Legal units falling under the scope of QBD are classified according to the national 5-digit NACE Rev.2, corresponding to the activity - at the time of birth for registrations ; - at the time of death for bankruptcies. |

Based on existing administrative sources, there is no extra burden to businesses. Extra costs for national compilers : - estimating NACE Rev. 2 for registrations not yet classified at the date of disseminiation ; - grossing up of the number of registrations (completeness). |

Data under observation status "provisional" and "estimated" are revised once the data is deemed complete. The same revision policy is applied nationally and for transmissions to Eurostat. |

Revisions may occur in order to improve and/or harmonise data. For quarterly business registrations, best efforts are made to be as close to annual demography, taking into account that differences are normal between both data sets. |
