3. Statistical presentation Top
3.1. Data description

The aim is to prepare and provide for users statistical information about the number of registered economic entities and bankruptcies on a quarterly basis.

Quarterly Business Demography (QBD) includes two indices:

Registrations - total number of registrations at any time during a given quarter q, according to the respective administrative or legal procedure, which leads to the entry of a legal unit in the registration authority register.

Bankruptcies - total number of legal units that have started the procedure of being declared bankrupt, by issuing a legal declaration of a court, at any time during a given quarter q (which is often provisional and does not always mean the cessation of an activity).

Number of registrations - the number of entered legal units in the registration register at any time during the reference quarter q, according to the respective administrative or legal procedure.

Numbers of bankruptcies -the number of legal units that have started the procedure of being declared bankrupt, by issuing a court declaration, at any time during the reference quarter q (which is often provisional and does not always mean cessation of an activity).

In the process of statistical data collection, processing and analysis and dissemination of statistical information, Statistics Lithuania fully guarantees confidentiality of the data submitted by respondents (households, enterprises, institutions, organisations and other statistical units), as defined in the Confidentiality Policy Guidelines of Statistics Lithuania.

8.3. Release policy - user access

Statistical information is prepared and disseminated under the principle of impartiality and objectivity, i.e. in a systematic, reliable and unbiased manner, following professional and ethical standards (the European Statistics Code of Practice), and the policies and practices followed are transparent to users and survey respondents.

All users have equal access to statistical information. All statistical information is published at the same time – at 9 a.m. on the day of publication of statistical information as indicated in the calendar on the Official Statistics Portal. Relevant statistical information is sent automatically to news subscribers.

The President and Prime Minister of the Republic of Lithuania, their advisers, the Ministers of Finance, Economy and Innovation, as well as Social Security and Labour or their authorized persons, as well as, in exceptional cases, external experts and researchers have the right to receive early statistical information. The specified persons are entitled to receive statistical reports on GDP, inflation, employment and unemployment and other particularly relevant statistical reports one day prior to the publication of this statistical information on the Official Statistics Portal. Before exercising the right of early receipt of statistical information, a person shall sign an undertaking not to disseminate the statistical information received before it has been officially published.

Statistical information is published following the Official Statistics Dissemination Policy Guidelines and Statistical Information Dissemination and Communication Rules of Statistics Lithuania approved by Order No DĮ-176 of 2 July 2021 of the Director General of Statistics Lithuania.

10.4. Dissemination format - microdata access

Microdata are available and provided for scientific purposes according to the provisions set in the Description of Procedures for the Provision of Confidential Statistical Data for Scientific Purposes. Statistics Lithuania, in response to the needs of users of statistical information, provides them with access to open data sets with data on statistical observation units. More information is available on the Official Statistics Portal, at Open data.

10.5. Dissemination format - other

QBD data (absolute values) are transmitted to Eurostat within 40 days after the reference period. The transmission is done by eDAMIS using the SDMX format.

Statistical information can also be provided upon individual requests (more information on the website of Statistics Lithuania at (https://osp.stat.gov.lt/e.-paslaugos (only in Lithuanian)).

11. Quality management Top
11.1. Quality assurance

Quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice and ESS Quality Assurance Framework.

In 2007, a quality management system, conforming to the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania. The main trends in activity of Statistics Lithuania aimed at quality management and continuous development in the institution are established in the Quality Policy.

Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify areas which need improvement and to promptly eliminate shortcomings.

Data quality is in line with the principles of accuracy and reliability, timeliness and punctuality, coherence and compatibility.

Quality of the information obtained is analysed. Outliers are identified and analysed.


12. Relevance Top
12.1. Relevance - User Needs

The main users of statistical information are State and municipal authorities and agencies, international organisations, the media, research and business communities, students, whose needs are satisfied without a breach of the confidentiality principle.

The quarterly data on registrations and bankruptcies reflects the intention of a business to start economic activities or to close down activities and can be used as early indicator for the changes hapening in the country's economic environment.

12.2. Relevance - User Satisfaction

Since 2005, user opinion surveys have been conducted on a regular basis. Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted.

In 2007, the compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular.

All the indicators established by the legislation and their components are produced and published.


13. Accuracy Top
13.1. Accuracy - overall

The survey is prepared on the basis of the Register of Legal Entities (JAR). The quality of statistical data is ensured by searching for outliers, missing, duplicate values, analysing the results obtained.

13.2. Sampling error

As quarterly business demography indicators are "event based" statistics based on complete enumeration, sampling error is not applicable.

13.3. Non-sampling error

As the newly registered legal units are not obliged to specify their economic activity at the moment of registration. There is a portion of newly registered legal units without a NACE code in statistical register at the moment of the data calculation. As there is no opportunity to send the number of legal units without a NACE code to Eurostat, these legal units are distributed proportionally to other NACE sectors.

Statistical information should be fully comparable between EU countries as data is produced according to EBS Regulation.

The number of registered economic entities and the bankruptcies are not published by other statistical domains.

Statistical information is fully internally coherent.

Administrative data sources are used. In this case, there is no statistical reporting burden on respondents.

17.1. Data revision - policy

The same revision policy is applied nationally and in transmission to Eurostat.

The revision policy applied by Statistics Lithuania is described in the Description of Procedure for Performance, Analysis and Publication of Revisions of Statistical Information.

The results published are final and not revised later.

Data from administrative source are received on a dailly basis.

Data are collected from the direct access to an administrative data source.

Statistical data are compared with the data of the previous periods, differences are analysed. Outstanding values of indicators are identified and analyzed. In case of significant deviations, data sources are checked and reasons for their deviation are explained.

The data  are calculated and published as absolute value direct from administrative source.

Data are aggregated by economic activities according to EBS Regulation (B to N, and P to R and divisions S95 and S96).

18.6. Adjustment

Influence of the season and the number of working days on the statistical indicator is not assessed.
