3.1. Data description

The objective of the index of hours worked is to show the development in the volume of work done. The total number of hours worked represents the aggregate number of hours actually worked during the reference period.

The indicator in this sector covers economic activities listed in sections:

H, I, division I55, J, sections M (except divisions 72 and 75) and N (except division 77) of EVRK Rev. 2 (H – Transportation and Storage, I – Accommodation and Food Service Activities, J – Information and Communication, M_STS – Professional, Scientific and Technical Activities required by STS regulation, N_STS – Administrative and Support Service Activities required by STS regulation).

3.4. Statistical concepts and definitions

Hours worked is the total number of hours worked by employees during the reference quarter. This includes all hours worked including overtime, night work, working on weekends and public holidays; time spent on preparation for work, short rest periods; time spent at the place of work during which no work is done (due to technical obstacles) but for which payment is made in accordance with legislation or collective agreement. Hours paid but not worked (such as sickness, strike, annual leave) are excluded.

Index of hours worked is a relative indicator showing the change in the time worked during the reference quarter.

Reporting unit - enterprise, observation unit - KAU.

3.6. Statistical population

The survey frame is based on Business Register. The frame population covers all active enterprises without any threshold, whose principal activity is classified into transportation and storage, accommodation and food service activities, information and communication, professional, scientific and technical and administrative and support service activities . Business register for each enterprise provides  information: EVRK Rev. 2 code (4 digit level), turnover, number of persons employed, address and others. In 2020 the quartely population covers 39 816 active enterprises, of which the frame population comprises 5 969 observation units.

Council Regulation No 1165/98 of 19 May 1998 concerning short-term statistics, as last amended by Commission  Regulation (EU) No 461/2012 of 31 May 2012.

Commission Regulation (EC) No 329/2009 of 22 April 2009 amending Council Regulation (EC) No 1165/98 concerning short-term statistics as regards the updating of the list of variables, the frequency of compilation of the statistics and the levels of breakdown and aggregation to be applied to the variables.

11. Quality management Top
11.1. Quality assurance

The quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice. In 2007, a quality management system, conforming with the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania.

11.2. Quality management - assessment

The index of hours worked is produced in compliance with Eurostat methodological requirements and standards. The quality of statistics is assessed according to five quality criteria: relevance, accuracy, timeliness and punctuality, accessibility and clarity, comparability.

Received data are checked and edited. Before publishing the results, additional macro statistical data quality control is performed. Statistical indicator is compared with the values of the previous period and the corresponding period of the previous year.


12. Relevance Top
12.1. Relevance - User Needs

The main users of statistical information are State and municipal authorities and agencies, Eurostat, international organisations, the media, research and business communities, students, whose needs are satisfied without a breach of the confidentiality principle.

12.2. Relevance - User Satisfaction

From 2005, user opinion surveys have been conducted on a regular basis. Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted. The compilation of a user satisfaction index was launched in 2007. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular.

13. Accuracy Top
13.1. Accuracy - overall

•     The population frame is based on Business Register

•     Sampling design - stratified random sampling, turnover estimates are derived using combined estimators (Regression and Horvitz-Thompson). Auxiliary information – Value Added Tax data from State Tax Inspectorate is used.

•     Over- and under-coverage, incorrect classified units in the sample frame

•     Unit- and item-non-response

 

The sampling error is small and the response rate is over 98%. Statistical data are analysed by assessing outliers and the data are edited. Reference quarter data is recalculated  in  the end  of the  next quarter. After recalculation the difference between preliminary and final data is very slight. As a measure of quality the coefficient of variation is calculated.

13.2. Sampling error

Population is divided into 4 strata: Enterprises with Value Added Tax payers, Enterprises with no Value Added Tax payers, Enterprises with high turnover of the reference year, Estimation domain which have less than 3 enterprises. For the first two strata probability sample is used. Two another strata – completely enumerated. The coefficient of variation is calculated on value of hours worked each quarter:

13.3. Non-sampling error
  • Non-sampling errors  may occur from under coverage: newly started firms or  incorrect classified units in the sample frame. Only significant new enterprises are included into the sample. Non sampling errors may also arise from over coverage: bankruptcy or incorrect classified units in the sample frame.
  • Item non-response rate does not have impact to the data accuracy. Electronic survey questionnaires have data controls which do not allow having non responded items. Item non-response may occur only using paper questionnaires. In the case of unit non-response, the surveyed enterprise is contacted by phone, or a reminder is sent by fax or e-mail. In 2020, unit non-response rate was:
  • Imputation is not used for non-responded data, because non-response rate is not significant. Reweighting methods are used instead.
  • Data are compared with: the previous period, last year appropriate period. In case of errors respondents are contacted.
  • Outliers are detected using quartile and regression method.


14. Timeliness and punctuality Top
14.1. Timeliness

Statistical information is published on the 90th day after the end of the reference quarter.

14.2. Punctuality

Statistical information is published in accordance with the approved release calendar and sent to Eurostat in accordance with deadlines.

Statistical information released on time - 100 per cent.


15. Coherence and comparability Top
15.1. Comparability - geographical

Statistical information is comparable across the EU.

15.2. Comparability - over time

Statistical information is fully comparable from 2010.

15.3. Coherence - cross domain

Values of indicators are comparable with Labour Statistics.

15.4. Coherence - internal

Full coherence is ensured. Higher level aggregations are derived from detailed values according to well-defined procedures.


16. Cost and Burden Top

It is not possible to determine cost and burden separately for each variable.

In 2020 total cost (NSI) 9 882 hours for all variables of STS on services - turnover, persons employed, hours worked, wages and salaries.

Total burden (respondents) 12 181 hours per year.

The administrative data is used and there is no administrative burden for respondents.


17. Data revision Top
17.1. Data revision - policy

Revisions of statistical indicators are performed in accordance with the General Principles behind the Performance, Analysis and Announcement of Revisions of Statistical Indicators, approved by Order No DĮ-262 of 30 December 2013 of the Director General of Statistics Lithuania. Users are informed about scheduled revisions in advance through the Calendar of Scheduled Revisions of Statistical Indicators.

17.2. Data revision - practice

The results published are final and not revised later. The time series are revised when applying a new model for working-day adjustment.

 


18. Statistical processing Top
18.1. Source data

Statistical data are collected through quarterly statistical questionnaires to be filled in by Business (PS-20 quarterly) and Information and communication (R-05 quarterly) service enterprises.

For some economic activities, data from other statistical surveys are used.

18.2. Frequency of data collection

Quarterly.

18.3. Data collection

The data are collected via the electronic statistical data preparation and transmission system e-Statistics, by mail, fax and email. Survey questionnaires (only in Lithuanian).

18.4. Data validation

To ensure statistical data quality the primary data base checking is performed using special software, searching for errors. The logical connection between values, arithmetic errors are checked; it is checked whether all the values have been indicated. The data is compared with the values of the previous period. In case of errors or missing values, respondents are contacted.

Before sending to Eurostat data file is validated and converted into SDMX_ML format using SDMX Converter Tool. Data transmission format is based on the STS Key Family Structure. The data file is transmitted to Eurostat in STSSERV domain by eDAMIS.

18.5. Data compilation

The process of the preparation of statistical information is described in The statistical survey on service enterprises methodology (only in Lithuanian).

The estimates for hours worked are computed using stratified random sampling formulas, including regression estimates and Horwitz-Thompson estimate sum.

18.6. Adjustment

Hours worked index (in value) in an unadjusted form for a current quarter is calculated in relation with the average of a base year, then in relation to the same quarter of a previous year and finally in relation to a previous quarter.

The index is presented in non-adjusted form and working-day adjusted form.

The time series are working-day adjusted using the TRAMO/SEATS method in JDemetra+.

Calendar adjusted data: data in which the influence of varying number of working days has been eliminated.
