3. Statistical presentation Top
3.1. Data description

This metadata file refers to the indicator Number of employees and self-employed persons (BCS_EMPES). Main purpose of these indicators is to measure changes in the level of employment. All data under this heading are index data.

The source of data are the administrative data from the Central Register of Compulsory Social Insurance (CRCSI).

 

3.2. Classification system

Classification of Activities from 2010 (CA 2010) which corresponds to NACE Rev. 2.

3.3. Coverage - sector

Activity coverage: Sections A to S CA 2010 (which corresponds to NACE Rev. 2), i.e. all sections required under the provisions of (EBS) Regulation (EU) 2019/2152: industry, construction, retail trade and other services are covered.

Size coverage: All size classes.

3.4. Statistical concepts and definitions

The term employee comprises persons who have formal legal employment contract, i.e. who entered into employment with an employer for definite or indefinite period of time and persons who work on the basis of contract on performing temporary or occasional jobs, persons performing occupations/activities independently or who are founders of enterprises or unincorporated enterprises, but are in the records of Central Register of Compulsory Social Insurance.

Working proprietors are covered,  self-employed  are covered  in cases where they are the only labour force of their company and if they are in the records of Central Register of Compulsory Social Insurance.

3.5. Statistical unit

Reporting units - Enterprises and organisations are required to register all changes regarding employees in the CRCSI. Self-employed persons are responsible to register all changes for themselves.

Observation units - Persons in paid employment and self-employed persons who have compulsory social insurance based on the employment contract.

For all STS labour variables statistical unit corresponds to local-kind-of-activity units (LKAU).

3.6. Statistical population

Persons in paid employment and self-employed persons who have compulsory social insurance based on the employment contract.

3.7. Reference area

Republic of Serbia. Since 1999, the Statistical Office of the Republic of Serbia has no available data for AP Kosovo and Metohia; therefore, they are not included in the data for the Republic of Serbia (total).

Activities outside the geographical coverage are not included in the data. 

3.8. Coverage - Time

Estimates for STS indicators on employment classified by CA2010 corresponding the NACE Rev. 2 are available from 2000.

2021=100


4. Unit of measure Top

Data are transmitted to Eurostat as a base indices (2021 = 100)

The main results on employment are published nationaly, in absolute values and as indices, in different breakdowns than STS indicators. The STS time series as a base indices are not published nationally.

All SORS releases are launched at 12.00. Any divergence from the defined time schedule are announced in advance and explained in the Calendar.

The results of official statistics are available at the same time to all users on impartial basis; any privileged access by external users before their release is not allowed.

11. Quality management Top
11.1. Quality assurance

The SORS quality management system is relied on the Serbian official statistics mission and vision, as well as on the European Statistics Code of Practice – CoP and the Total Quality Management – TQM principles, which together make the common quality framework of the European Statistical System (ESS).

11.2. Quality management - assessment

Statistical Office of the Republic of Serbia is currently working on criteria for quality management in statistical surveys. There is no overall assessment of data quality, based on standard quality criteria. Nationally published data are produced in compliance with national methodological requirements and needs. Indices are based on reliable data. The level of accuracy is high. Before results are presented to users, additional quality control of statistical data is performed and data are compared with previous and corresponding period and checks with different source are made. Comparability with other statistical domains is satisfactory. Comparability over time is good.


12. Relevance Top
12.1. Relevance - User Needs

The national users are Ministry of Finance, Ministry of Labor, Ministry of Economy, National Bank, scientific and academic institutions, the media, the courts and individual persons, etc. The international users are Eurostat, UN, IMF and ILO.

12.2. Relevance - User Satisfaction

On biennial basis (once in two years), by the means of web interview, implemented is the User Satisfaction Survey. The survey results are available at SORS website: http://www.stat.gov.rs/en-US/o-nama/sistem-upravljanja-kvalitetom.

12.3. Completeness

All levels of detail that are required by the Regulations concerning STS are produced.


13. Accuracy Top
13.1. Accuracy - overall

These statistics are computed using register data hence there are no sampling errors.

13.2. Sampling error

Not applicable.

13.3. Non-sampling error

Administrative data are used. Non-sampling errors are not measured due to assumption that there are no significant non-sampling errors.


14. Timeliness and punctuality Top
14.1. Timeliness

Data are sent to Eurostat according to the EBS-Regulation.

At the national level data have been published at the time announced in the release calendar.

14.2. Punctuality

STS indices on employment are transmitted to Eurostat according to the deadline.

Also, there are no deviations from the planned deadlines at any stage of survey implementation.


15. Coherence and comparability Top
15.1. Comparability - geographical

There is no deviation from European concepts.

15.2. Comparability - over time

Data are comparable over time. When significant changes are introduced (e.g. change of classification), historical time series are recalculated as far back as it is reasonably possible.

Data on registered employment for 2015 are obtained according to the new methodology, i.e. new source (CRCSI) and new definition, adjusted to the EU standards. In order to provide comparison of the data for series 2000-2014 with 2015 data, revision of the data on employment were carried out.

Time series according to CA 2010 corresponding NACE Rev. 2 are available from 2000 onwards.

15.3. Coherence - cross domain

Data are comparable with data from other surveys, e.g. national accounts, SBS, LFS and LCS. Level of coherence is good. Differences can be attributed to the different methodologies used, different levels of coverage, concepts and definitions.

Data are coherent.

Standardized information on cost and burden is not systematically collected and not available.


17. Data revision Top
17.1. Data revision - policy

The SORS general revision policy constitutes the global frame ensuring that each statistical domain shall define its own revision policy in compliance with its specific nature.

The general SORS revision policy determines:

- general rules of revisions of the published data,

- forms of informing users as regards the possible causes of revisions,

- categories of revisions, and

- documents covering all aspects of revisions.

Тhe same revision policy is applied nationally and to the STS data transmitted to Eurostat.

17.2. Data revision - practice

Routine revisions:
A possible revision is carried out no later than 120 days after the reference period. Upon expiry of that period, previous results for which no revision has been carried out, as well as data revised in the meantime are considered as a final data.
Routine (current) data revisions are made due to the availability of new, more complete or revised data from CRCSI and SBR, and from the Local Unit Survey.

Major revision:
Starting from 2015, the SORS uses new data sources for monitoring registered employment - the Central Registry of Compulsory Social Insurance (CRCSI) and the Statistical Business Register (SBR). To allow comparison of data for the 2000-2014 series with data starting from 2015, a revision of already published data on registered/formal employment for the period 2000-2014 was carried out.

18. Statistical processing Top
18.1. Source data

Administrative sources - Central Register of Compulsory Social Insurance (CRCSI) in combination with the data from the Statistical Business Register (SBR).

18.2. Frequency of data collection

Data from the CRCSI are taken over monthly.

18.3. Data collection

Downloading data from CRCSI is done electronically, using a standard Web services or FTP service (File Transfer Protocol), via a secured network of the Administration of General Affairs of government bodies of the Republic of Serbia.

18.4. Data validation

To ensure statistical data quality the primary database checking is performed. Plausibility checks and consistency checks are carried out. Checks are carried out via both automated procedures and experts’ analyses on data. The data are compared with data from previous period and corresponding period of previous year.

18.5. Data compilation

Estimates for non-response: Not applicable. 

Estimates for grossing-up to population levels: Not applicable. 

Type of index: Data are compiled in the form of absolute figures. 

Method of weighting and chaining: Not relevant.
