The variables are defined as fixed in the Regulation EC 2020/1197

Number of employees and self-employed persons

It is the objective of the index of number of persons employed to show the development of employment in industry, construction and services.

The number of persons employed is defined as the total number of persons who work in the observation unit (inclusive of working proprietors, partners working regularly in the unit and unpaid family workers), as well as persons who work outside the unit who belong to it and are paid by it (e.g. sales representatives, delivery personnel, repair and maintenance teams). It includes persons absent for a short period (e.g. sick leave, paid leave or special leave), and also those on strike, but not those absent for an indefinite period. It also includes part-time workers who are regarded as such under the laws of the country concerned and who are on the payroll, as well as seasonal workers, apprentices and home workers on the payroll.

The number of persons employed excludes manpower supplied to the unit by other enterprises, persons carrying out repair and maintenance work in the observation unit on behalf of other enterprises, as well as those on compulsory military service.

Unpaid family workers refers to persons who live with the proprietor of the unit and work regularly for the unit, but do not have a contract of service and do not receive a fixed sum for the work they perform. This is limited to those persons who are not included on the payroll of another unit as their principal occupation.

According to this definition, the groups included are:

— all paid employees, including the following categories as long as they are included on the payroll:

— home workers,

— apprentices/trainees,

— paid working proprietors and paid family workers,

— persons on temporary leave (maternity, sickness leave, strike, lock-out, etc.) for a definite period,

— part time workers,

— temporary workers,

— seasonal workers,

— unpaid persons employed:

— unpaid working proprietors (owners),

— unpaid family workers.

The groups excluded are:

— agency workers (except for the activity in which such employment agencies are classified),

— persons on indefinite leave (e.g. long term sickness, military service or social service),

— persons carrying out repair or maintenance work on behalf of other observation units and other staff borrowed from other observation units,

— family workers included on the payroll of another unit as their principal occupation.

The number of persons employed should be determined as a representative figure for the reference period.

 

The variable Hours worked by employees is defined as :

Total hours worked by employees represents the number of hours actually worked by employees, for the output of the statistical unit during the reference period.
Time spent on adjacent work, indirectly contributing to the output (e.g. planning, preparation, administrative and alike), as well as time spent without actual work, but deemed and remunerated as such by the statistical unit (e.g. short breaks, short disruptions due to slack in production, trainings and alike) is included.

Time spent on work, be it adjacent work, without actual remuneration (e.g. unpaid overtime) is also included.
Remunerated time spent without actual work and not deemed as such by the statistical unit (e.g. annual leave, sick leave, maternity leave, official holidays, longer breaks, meal breaks, strikes, commuting and alike) is excluded.
Infra-annual statistics may not be able to take into account all these items such as unpaid overtime.

 

The variable ‘Wages and salaries’ contains all expenses incurred during the reference period on the total gross remuneration, in cash or in kind, of all employees of the statistical unit. Wages and salaries is part of the variable 220301 Employee benefits expense.
The total gross remuneration, in cash or in kind, contains as examples, but is not limited to the following items: direct remuneration, bonuses, allowances, gratuities, tips, commissions, payments to employees’ saving schemes, payments for days not worked, wages and salaries in kind, company products, staff housing, company cars, stock options and purchase schemes, amounts to be withheld by the employer (social security contributions of the employee, personal income tax, etc.). Infra-annual statistics may not be able to take into account all these items.
Expenses regarding services provided through agency workers, as well as the expenses of social security contributions and other similar fiscal obligations (tied directly or indirectly to wages and salaries), if incurred by the employer, are excluded.

National context :

Statec is the National Institute of statistics and economic studies of the Grand Duchy of Luxembourg. Statec's administration is placed under the authority of the Ministry of the Economy and Foreign Trade. It is professionally and scientifically independent, i.e. it sets its own work programme in accordance with national and European statistical legislation, produces and disseminates data in complete neutrality.

The Law of July 10, 2011 on the organisation of the National Institute for Statistics and Economic Studies sets out the missions of Statec and its internal organisation. These missions are to provide a public information service of high quality to public and private decision-makers as well as to citizens. Statec is committed to produce statistics, analyses and studies giving a detailed, reliable and objective image of the society of Luxembourg.

Statec coordinates the statistical system of Luxembourg, organised according to the principle of statistical centralisation. For this purpose it widely relies on collaboration with other producers of data as well as with public and private research centres. Statec so centralises data available from public authorities to carry out its studies, but also to make them available to its users on a single platform. With the new law of July 10, 2011, applied scientific research is added to Statec’s missions.

There is no general national STS revision policy. Figures are revised each time errors are detected or new raw data available.

17.2. Data revision - practice

Revisions are made each time when newer, completed or corrected figures for the different variables are available. There is no official revision calendar or regular process. The data and level of revisions depend on the data availability. It is impossible to quantify the expected average size of revisions, for the same reason, users cannot be informed in advance of major revisions.

For several reasons, data can be updated after the first release of results: availability of corrected or completed data, correction of methodological or technical errors, confrontation with QNA data, etc.

For the three indicators in industry and construction, the data source is the monthly activity survey.

Retail trade and other services: the indicators are calculated with raw data transmitted in administrative files by the social security general inspection.
