3.1. Data description

Indices of average gross wages are obtained from the regular monthly survey monthly report on employees and wages (Form RAD-1). The survey covered enterprises, institutions, cooperatives and organizations of all types, of property as part of their units, the organizational and geographic basis, starting from the level of municipalities.

The survey covered enterprises institutions, cooperatives and organizations of all types of proprerty as part of their units, the organizaional and geographic basis, starting from the level of municipalities, with 10 and more employees. 

These metadata file refer to wages and salaries for all the annexes (industry, construction, retail trade and services).

3.4. Statistical concepts and definitions

Earnings received by an employee for work performed and time spent on work, wages and other benefits established by the collective agreement and labor contract, the gross earnings.

Indices of gross wages and salaries are the ratio of the average nominal salary and wages in last quarter divided with base year 2010.

The observation unit is the enterprise

3.6. Statistical population

The current financial and accounting documentation, as well as documentation of human resources service managed by reporting units, and in accordance with the Law on the Records in the Field of Labour and Employment (Official Gazette of the Republic of Montenegro 69 /03). Observation units and reporting units of statistical survey Monthly report on employees and earnings of employees (the questionnaire RAD-1) are enterprises, institutions, cooperatives and other organizations, as well as units within their composition regardless of the type of ownership (private, cooperative, joint or state), activity and legal status (if they are or not in the liquidation, insolvency or foundation process) and these according to the organizational and territorial principle, starting at the municipality level. If an enterprise or other organization possesses units ( parts ) in its composition engaged in the activity different from the activity of main organization (regardless of the municipality where they are located in) or which are placed out of the municipality of main organization (regardless of the activity they are engaged in), then these units are also observation units, because, they send the final report according to the activity they are engaged in, i. e. according to the municipality they are located in.

It is 3000 reporting units.

The whole territory of Montenegro. The activities outside the geographical coverage are not included.

Date are collected in period since 1965.

The base year is 2021.


4. Unit of measure Top

Data of gross wages and salaries are transmitted to Eurostat as indicies.

On national level, data of gross wages and salaries are published as absolute values.

6.1. Institutional Mandate - legal acts and other agreements

The legal basis for the implementation of this survey is the Law on Official Statistics and Official Statistical System of Montenegro ("Official Gazette of Montenegro“, No. 18/12 and 47/19) and Annual plan of statistical surveys.

Implementation of the survey in Montenegro also relies on the REGULATION (EU) 2019/2152.

7. Confidentiality Top
7.1. Confidentiality - policy

According to the Law on Statistics and Statistical System of Montenegro, Article 54 the data collected, processed and stored for the purpose of official statistics shall be confidential, if it is on the basis of these data, either directly or indirectly identify reporting units which disclosing individual information.

7.2. Confidentiality - data treatment

Confidential data are treated according to policy rules (see point 7.1). Data are published in the level of activity at the NACE Rev. 2. Individual data represent an official secret.

Data are published on 30th day of the month for the previous month. Date of publication statements is defined in the Calendar of statistics of MONSTAT.

12.1. Relevance - User Needs

Main users of data are classified into two groups:

1. International data users: Eurostat, IMF, UN

2. National data users: Ministry of Finance, Ministry of Economy, Chamber of Commerce, research institutions, companies engaged in trade, statistics of National accounts, STS and other sectors inside MONSTAT, as well as general public.

12.2. Relevance - User Satisfaction

Customer satisfaction survey is not yet available at the level of research. All users request was fulfilled and based on that, we have concluded that users are satisfied with our survey. The satisfaction survey is not available for 2023.

13.1. Accuracy - overall

MONSTAT conduct census survey on wages, on monthly basis, covering companies and organizations with 10 and more employees according to our Statistical Business Register. The survey covered enterprises, institutions, cooperatives and organizations of all types of property as part of their Units, the organizational and geographic basis, starting from the level of municipalities.

13.2. Sampling error

A principle introduced for the selection of units in the incomplete coverage is the principle of organization size - according to the number of employees. The units are selected by size, from larger to smaller, having in mind that, when the organization ceases to work, the selection of units is  done within the basic set in accordance with the characteristics of units which are replaced. Employees in private shops and independent professions are not included, thus the data on average earnings lack the data on their payments. Monthly coverage of units represents the unity for Montenegro regardless of the number of reporting units and number of employees - by territorial parts. Monthly survey (RAD - 1) is carried out on the incomplete coverage of approx. 3200 reporting units with  the 65% employees of the total number of employees in enterprises, institutions, cooperatives, and organizations, equally represented in all types of ownership.

13.3. Non-sampling error

14.1. Timeliness

The data are published 20 days after the end of the observed month.

14.2. Punctuality

Deadlines for publishing have been complied in accordance with the calendar of release. There is no time lag between the actual delivery of the data and the target date when it should have been delivered.


15. Coherence and comparability Top
15.1. Comparability - geographical

CR 1503/2006 definitions used for international comparability. Data cover all national territory on the same way.

15.2. Comparability - over time

The data on paid earnings (wages) and indices of gross wages are collected since 1963. From 2010 data are available according NACE rev 2 classification.

15.3. Coherence - cross domain

In some cases, data from wages statistics can be used to do cross - checking the data.

15.4. Coherence - internal

Aggregates and sub aggregates are coherent.


16. Cost and Burden Top

Financial resources required for the implementation of this survey are defined by the budget of Statistical Office of Montenegro. 


17. Data revision Top
17.1. Data revision - policy

There is no official policy on data revision in MONSTAT. The "de facto revision policy" used for this survey includes:

- For mayor revisions (such as change of base year) - all series are recalculated but changes are not announced in advance. Explanations are given when new data are published.

- If errors occur, corrected data are published as soon as possible or in the next issue of the publication.

Routine revisions are corrections of already published previous data due to the completion and improvement of the quality of data sources used for the compilation of indicators. In this way, the data become final. Routine revisions are made to the moment of publication of the final data. The same revision policy is applied nationally and in transmission to Eurostat.

17.2. Data revision - practice

Published data are considered preliminary until the next monthly release. When the next month data were published then data from previous statements become final. 


18. Statistical processing Top
18.1. Source data

Data on average wages show wages paid in the month and are obtained from the regular monthly survey monthly report on employees and wages (Form RAD-1). Sample size is around 3000 enterprises. New enterprises enter into sample once a year.

Data are collected from the regular monthly survey monthly report on employees and wages (Form RAD-1). Mostly by post, by phone and via email.

18.4. Data validation

Editing involves studying data from respondents with the aim of identifying (and eventually correcting) errors, in particular errors that have a significant influence on the results. Identified outliers require further investigation to determine where there really is an error as opposed to an unusual result. Editing involves checks for completeness, that values are within given ranges and that values for related variables are coherent. Data editing may take place during or after data entry. Responses can be compared with those of the previous months/quarters. Inconsistency or large deviations (outside of a pre-established range) indicate that a closer look is desirable. 18.5. Data compilation

After data entry, errors and inconsistencies are detected and corrected during editing. Item non-responses as well as gaps between questionnaire concepts and output concepts are dealt with by imputation.

No grossing up is carried. Indices is calculated dividing sum of earning for quarter divided with the sum of earnings for 2010 as base year.
