Activities covered: d-PPI covers the sections of B to E. Divisions 05,06,07,08,10, 11,12, 13, 14, 15,16,17,18,19,20,21,22,23,24,25,26,27,28,29,30,31,32,35,36  of NACE Rev. 2, excluding Groups 07.21, 24.46, 25.4, 30.1 ,30.3, 30.4, 37 and 38.The PRODCOM classification is used. For non-domestic PPI, it includes sections B and C.

Size classes covered: The survey covered enterprises with 10 or more employees before 2004; it covers establishments with 20 or more employees in the private sector and all establishments in the public sector. For Sections B and E data are collected from the regulatory body(ies) which covers all units, regardless of size.

3.4. Statistical concepts and definitions

List and definition of variables: By definition the prices are the order prices at 5th, 15th, 25th day of the month. They are including discounts, excluding taxes (VAT and excise tax). Indices are compiled from unit values for Divisions 11 and 40.

Accounting conventions: Prices at 5th, 15th, 25th day of the month for d-PPI. 25th-30th day of the reference period is the data collection and processing period for prices (as average 5th, 15th and 25th day of the month, monthly average of prices used in some cases) and d-PPI calculation and reporting of the results get started 1st day of the following month. For nd-PPI average prices of the whole month are collected.

There are 15548 prices and 5770 firms and 707 CPA for d-PPI.

2015 =100 d-PPI series are backcasted to 2000 according to NACE Rev. 2.

Time series for nd-PPI according to NACE Rev. 2 is available from 2010.

Legal basis: Turkish Statistical Law 5429 no.26 (appeared in the Official Gazette no.25997 in Nov 18, 2005.

Obligation on units to provide data: Compulsory surveys. Fines can be given in cases of non-response or deliberate reporting of wrong information according to the Turkish Statistical Law 5429 no.8 and 9.

7. Confidentiality Top
7.1. Confidentiality - policy

All statistics collected and published by TURKSTAT are governed by the Turkish Statistical Law no. 5429, of 10 November 2005.

Under the terms of the Statistical Law:

  1. TURKSTAT has the independence to determine the methodology and release dates of statistics for which it is responsible.
  2. Data are collected only for statistical purposes and confidentiality is assured.
  3. The confidentiality of individual responses is guaranteed.
  4. The TURKSTAT logo is used on all statistics published under the law.
  5. The public dissemination of economic statistics is required.
7.2. Confidentiality - data treatment

In Prodcom the data is confidential and it is not published. Similarly, average price of the materials are confidential in PPI and therefore not published.

PPI data is as confidential as the data in Prodcom

Simultaneous release to all interested parties: No users have prior access to the date before its general release. Data are made available to all users simultaneously in the press release. The press release is also available by fax or mail or on the Internet website of Turkish Statistical Institute (http://www.turkstat.gov.tr) to all interested parties.

Identification of internal government access to data before release: Not available.

Transmission to Eurostat and further use of the statistics: Data is transmitted to Eurostat immediately following the national release. The producer price index is also transmitted to the National Central Bank.

10.1. Dissemination format - News release

In Turkey there are only domestic and non-domestic PPI news release separately, we send total PPI to Eurostat. Total PPI is not published in Turkey.

The results of the index are published in a press release (Yurt İçi Üretici Fiyat Endeksi Ay/Yıl Haber Bülteni/ Press Release DOMESTIC  PRODUCER PRICE INDEX Month/Year; Yurt Dışı Üretici Fiyat Endeksi Ay/Yıl Haber Bülteni/ Press Release NON-DOMESTIC PRODUCER PRICE INDEX Month/Year), in Turkish and English, and they are disseminated in the publication "Monthly Bulletin of Statistics" in English and in Turkish. There are also statistical tables and metadata which are published.

11.1. Quality assurance

The quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice.

The quality of the data corresponds requirements of accuracy, timeliness and punctuality, comparability and compatibility, statistical reports used to collect statistical data.

13.1. Accuracy - overall

Received PPI (Producer Prıce Index) results are analyzed, looking for errors, which may affect the final results. Outliers are determined by using SAS programme, and some computings are made by using excel and SAS together.

13.2. Sampling error

It is a sample survey. The size of statistical error is not calculated. Cutoff sampling method is used.

13.3. Non-sampling error

Response rate: 90-99% (unweighted).

Actions to speed up or increase the rate of response: E-mail and phone reminders.


14. Timeliness and punctuality Top
14.1. Timeliness

Timeliness: The first release is 3rd day from the end of the reference period for domestic PPI: depending on Saturdays and Sundays, the release may be on 5th day.For nd-PPI:20th day.

Timetable of data collection: Data are collected on after the 25th day of each month for prices on the 5th, 15th, 25th day for d-PPI. For nd-PPI the data collection time is the whole month.

The news releases are published according to the announced release calendar.

15.1. Comparability - geographical

Turkey d-PPI and nd-PPI is produced only on the whole country level.

15.2. Comparability - over time

There is no break until the series of 2005. After 2005, the chained laspayres index formula was started to use for d-PPI and for nd-PPI the chained laspayres index formula was started to use after 2014.

15.3. Coherence - cross domain

Dissemination of information that support statistical cross-checks and provide assurance of reasonableness: Other data sets (but only limited cross-checks are possible): An ad hoc comparison is made for PPI with the CPI.

Confrontation with other data sets: Cross-checks with other surveyed data such as previous values.

PPI is internally coherent. Lower level price indices are aggregated to the higher level indices and the total.

Type of source: Statistical survey

Frame on which the source is based: The frame used for sampling and derivation of weights is based on the results of the Industrial Production Survey for d-PPI. ProdCom and foreign trade statistics are used as data source for nd-PPI.

Sample or census: Sample

Criteria for stratification: Only the leading products (above 80% of the production value of the whole Group) are included. Observation units are selected such that the sum of their sale value covers 80% of the relevant product’s total sale value (ProdTR).

18.4. Data validation

The experts of the PPI carries out the first verification and editing as well as validation of the data using the Sas programme. Data are compared to the data of previous months. Reasons of changes in the prices of items are analysed.

Particular attention is paid to quality changes. Some extra computing are made at the end of the month.

Estimates for non-response: Average price development within a strata and development of a similar product from another respondent; development of another product from the same respondent; average price development of the same respondent.

Estimates for grossing-up to population levels: Not available.

Type of index: Chained Laspeyres.

Method of weighting and chaining: The weights of the industrial output price index are based on the value of the production sold.The weights of the CPA groupings are calculated as a share of the sold production value of Sections B, C, D and E.
