Value of completed construction works.
3.2. Classification system
The data for the values of completed and contracted construction works are collected according to the Nomenclature of type of constructions and construction works, which is prepared according to the Classification of types of constructions - CC, prepared by EUROSTAT.
3.3. Coverage - sector
The indicators collected with this survey are obtained from the business entities with scope of the construction activity in accordance with the section F from the National Classification of Activity - NACE Rev.2, Division 41 - Buildings, Division 42 - Civil Engineering Works and Division 43 - Specialised Construction Works.
3.4. Statistical concepts and definitions
Values of completed construction works, cumulative from the beggining of the year untill the end of the referent month, that are obtained from the monthly balance sheets from the business entity. It is an invoiced value without VAT for the monthly completed (realised) construction works. Data are collected on total level, and furthermore breaked down on level of Buildings and Civil Engineering works, according to the Classification of types of constructions - CC. For Buildings data are given on total level, and from that subtracted are values for residential buildings, if they exsist. Also for Civil engineering works they are given on total level, and from that subtracted are values for hydraulic engineerings, if they exsist. For Specialised Construction Works data are given on total level. Indices are calculated as non-adjusted. Deflator from the construction costs is used for calculation of the indices for completed construction works, from 2010 onwards.

Statistical units are the business entities (an enterprise, not KAU) with scope of the construction activity in accordance with the section F from the National Classification of Activity - NACE Rev.2, Division 41 - Buildings and Division 42 - Civil Engineering Works, Division 43 - Specialised Construction Works., as well as the business entities that are not classified in the construction sector but are performing large-scale construction activities.
3.6. Statistical population

The sample comprises 176 enterprises, divided by size class of employees:
0 - 9 employees - 26 enterprises;
10 - 49 employees - 100 enterprises;
50 - 250 employees - 44 enterprises;
250 + employees - 6 enterprises.

All regions of Republic of North Macedonia are covered. Activities outside the geographical coverage are not included in the data.
3.8. Coverage - Time
Untill 2007 they are available on a total level, and from 2007 onwards they are available on both total level, and further breaked down on a level on Buildings and Civil engineering works.
There are long dataseries for these variables. In the SSO we have in the archive printed versions from the published data from 1991 onwards (when Republic of North Macedonia became independent). The older printed versions are kept in other archive.

Data for completed construction works are regularly transmited to Eurostat through eDAMIS from 2010. Before 2005 was used as a base year on total level. From 2013 onwards they are calculated on 2010 as a base year, also on total level and on al level of buildings and civil engineering works. Data are not transmitted to other international institutions. In 2024 they are calculated on base year 2021.

Data that are collected are individual data, protected with the Law on state statistics, and are used only for statistical purposes.

Any individual or personal data, regardless of the phase of statistical observation, are treated as confidential data and can be used only for statistical purposes. Data are published on agregated level - Total, Buildings and Civil Engineering, and this ensures statistical confidentiality and prevents unauthorised disclosure.

11.1. Quality assurance
Quality controls and data validations are done throught the whole business proccess - from the phase of collection all along to the phase of preparation of agregated data.
The State Statistical Office has adopted a Quality policy and trought the Law on State Statistics, the European Statistics Code of Practise is accepted as a document that establishes the framework for quality management in the SSO as well.
Indices are based on reliable data, they are calculated according to regulations and methodologies for short- term business statistics, and they meet users needs. Publication of results are always punctional.
12.1. Relevance - User Needs
There are internal and external users. External users are the Economic Chamber, various scientific researchers, government agencies and bodies, business subjects and other various users that have needs for the short-term statistics for their's policy creation. Internal users are the departments in the National accounts Department for calculation of the GDP. Also, Eurostat is an international user.

13.1. Accuracy - overall
Errors are eliminated as much as possible with elimination of sampling and non-sampling errors. The statistical errors and bias are small.
13.2. Sampling error
The database for the index are absolute figures for production in construction, which is surveyed by cut-off sample survey. The frame for the statistical population is retrieved from the business register. We don't measure sampling error.
13.3. Non-sampling error
Coverage errors: Overcoverage rate is 4%. Measurement errors: The reporting units are informed about the survey via information note that is created automatically from eStat. Data editing errors: In eStat implemented are validation rules. Also implemented are rules for controls and calculation of output data. Imputation is done from the data from the previous period. Non - response errors: The unit non-responce rate is 0%.

Data are disseminated according to the releasing calendar of the State satistical Office and are always on time.

In the SSO we have aplication for registering the working time used according to the activities, but the module for Cost - Burden it is not developed yet.
In the questionairres sent to the reporting units we have included the question for the time needed for fulfilling the questionairre with the needed data, aiming to have feedback information on the burden on the respondents.

Data revision is done according to the SSO Revision Policy: The same revision policy is applied to national releases and transmissions to Eurostat. It means that any revision is sent to Eurostat at the same time as published nationally.
Revision of data is done by changing the base year and by changes in the nomenclatures.
The Mean Absolute Revision (MAR) and Mean Revision (MR) for undajusted and calendar adjusted data are zero.

Data collection from the business entities is done witn non-random sample, with method of self-fulfilling. The business entities report the data for the reference month and send to the SSO latest to the 15-th day next month.'

Data checking is performed in accordance with the defined criteria for logical and mathematical controls. Checking is done before and after data entry. In case of deviations or some inconsistencies, the respondents are contacted. Data validation is done according to validation rules before their publishing, also after publishing.
18.5. Data compilation
Editing: The statistical survey is conducted monthly on the basis of a sample. Data collection is done via online data collection system e-STAT, and data control and processing are performed in the SSO.
Imputation: Imputation is made for non-response using data from the previous period (historical imputation).
