Activities covered : The indices for residential buildings cover new construction of multi-dwelling buildings and collectively built one- or two-dwelling buildings. A construction cost index is also calculated for agricultural buildings.

Size classes covered : Not relevant.

3.4. Statistical concepts and definitions

The price index estimates the relative change of cost elements involved in the building process. The index does not measure productivity changes such as better utilisation of materials or other factors, nor does it reflect profit margins.

The indices for residential buildings are calculated in two versions, one including wage drift, the other excluding wage drift. The index including wage drift is calculated both with and without VAT.

The index covers both house and foundation work. The cost elements are: material costs, labour costs, costs for plant and equipment, transport and similar costs (costs for transport, electric power and fuel), other expenses of the contractor and the client's other costs (architect's fees, installation costs, interest costs, the client's costs for administration etc.).

The prices for materials are obtained from suppliers dealing directly with the contractor.

The labour costs are calculated both with and without wage drift. In the version without wage drift the wages are calculated on the basis of collective agreements. In the other version wages are calculated on the basis of wage statistics from the federations of trade unions. In both versions social security contributions paid by the employer and similar costs are considered. The version including wage drift is the one sent to Eurostat.

The collection of data is governed by the Law of Official Statistics (SFS 2001:99) and by Statutes of Statistics Sweden (SCB-FS 2000:5 and SCB-FS 2004:25). The data from respondents are regarded as confidential by chapter 24 §8 of the Swedish Official Secrets Act (SFS 2009:400).

Reporting units are obliged to reply according to statutes. Fines can be given in cases of non-response.

6.2. Institutional Mandate - data sharing

The Institutional Mandate regulated by the Law of Official Statistics and should be published on the internet database of Statistics Sweden. Construction Cost Index is sent only to Eurostat. Not to OECD, UN, IMF or other organisations.

The data are released in the statistical databases of Statistics Sweden on the Internet. All users have access to data at the same time.

There is no prior access to data for public administration (or Government) other than the statistical office.

Data for "total construction cost index for the contractor including wage drift and excluding VAT, material cost index and labour cost index" are transmitted quarterly to Eurostat at the time of national publication on the internet. The index is used for deflation in the National Accounts and for analyses. A part of it is also used as an input index in the consumer price index and in the producer price index.

All construction cost indices are released in the statistical databases of Statistics Sweden. The databases are free of charge and can be found on the web (www.scb.se).

The construction cost indices are published according to the different cost elements (such as costs for materials, labour, plant and equipment, transport etc., other expenses of the contractor and the client's other costs). No regional breakdown is available.

11.1. Quality assurance

For all of Statistics Sweden's statistics the quality should be measured and the procedures for the production of the statistics should be investigated to find faults and for improving the quality.

11.2. Quality management - assessment

The study describes the price development for the construction of production factors for the construction of multi-dwelling buildings and collectively built houses. Corresponding data for eg special housing, piece-built houses, business premises and rebuilding missing.

Monthly reconciliation of materials price index is made against trade associations, which increases reliability.

Uncertainty margins can not be specified for the calculated index values ​​because the sample is not a probability sample.

We have an elaborate accuracy that eliminates the presence of large statistical errors. See also 13.2

13.2. Sampling error

A subjective selection occurs through contacts with experts/trade organizations in the construction sector. It may exceptionally provide some sampling error.

There may be some selection bias, we don't know the size of statistical error, but we don't think it has a negative impact on the estimation.

The response rate is 100%.

Missing responses are followed up by telephone contacts.

The weights of cost components are reviewed every fifth year.


14. Timeliness and punctuality Top
14.1. Timeliness

The monthly index is released fifteen days after the end of the reference month. The index is published monthly except in July. Data for June and July are released in August.

The quarterly index is released two to three months after the reference quarter.

Questionnaires are sent to the respondents so that they arrive on the 15th of the month. Data are collected until the first days in the month following the reference month.

Large punctuality exists. The national and European deadlines are respected.

The index is calculated for the whole of Sweden. No regional comparability. The methods and definitions are colmparable with the European ones.

The change in productivity and profits can be estimated by comparing the construction cost index with the building price index (a Swedish output price index).

Construction Cost Index is used as a deflator of construction in GDP.

Material and labour costs have a big impact on the total cost index and the coherence are sigficant. Other costs like machinery, transports, energy and others also have a minor impact on the total index.

The costs effort for Construcktion Cost Index spent by Statistics Sweden are 3000 person-hours per year. The respondents burden is not available.

Data revisions should be done every five years. See also 17.2.

The first release is considered final and data are definite. There are no preliminary data. Revisions are implemented only in exceptional cases.

The sample is based on a judicious choice of enterprises and goods.

The last weight revision was undertaken in 2004. Enterprises and goods are updated continuously.

All (280 companies) suppliers report price quotes of materials. Information of wages are collected from a few trade organisations.

18.2. Frequency of data collection

Data are collected monthly except for wages including wage drift which are collected quarterly.

18.3. Data collection

Three types of questionnaires are used in the survey. One questionnaire is sent to suppliers of building materials, electric power and fuels, one to suppliers of excavators and one to suppliers of other building machines.

Data are collected by postal questionnaires.

18.4. Data validation

The price data are recorded and processed in Microsoft Excel. Supplementation by telephone. The material examined in the earlier period. Greater deviations are contacted by phone. Linking occurs between the Excel files. Data are also validated in cooperation with experts within conatruction sector.

18.5. Data compilation

The index is calculated according to a Laspeyres formula with a fixed base.

Different items are weighted together to form the different input cost indices, for example the contractor's costs. All input cost indices are aggregated to a total construction cost index. The weights are based on housing cost studies from about 2000.
