3.1. Data description

The aim of the quarterly survey of dwellings in a new residential buildings is collection of information about the level and dynamics of dwelling price. The contract price is used in order to observe the current price level of residential construction as well as insight into the level of investment in residential construction.

The observation unit is a contracted price of usable area of sold dwelling in new residential building in the residential, mainly residential and non-residential building. The exceptions are the dwellings which are constructed for own use. Data for the variable 310 (producer price index of new residential buildings) are available from this survey.

3.3. Coverage - sector

The coverage are enterprises that are registered in sector F according to the classification NACE Rev.2 as well as enterprises that are not classified in construction sector, but whose local units perform the works on construction objects.

3.4. Statistical concepts and definitions

This survey collects the information about the price per 1m² of usable area in Euro which is included:

 - The price for arranging construction land includes the following elements: purchase of land, demolition, the displacement of the occupants, preparation of detailed urban plans and projects, the field testing, the works on recovery, the works for environmental protection and protection of cultural monuments, arrangement of the area around the building, utility equipping of land which include the costs for constructing a primary and secondary network for electricity, water, sewer, phone and etc.

- The price of construction works includes the costs for construction, craftsmanship and finishing works, installation works on buildings and dwellings, equipments for buildings and dwellings.

- Other costs such as a contributions and taxes for connections to the electricity grid and other communal facilities, the cost of expert services which organizes and supervises the construction, interest on loans and advances, taxes for obtaining the permits, VAT, the cost for projecting of the building and etc.           

3.5. Statistical unit

The reporting units are investors. The investors are registered in construction sector as well as KAU.

3.6. Statistical population

The prices of dwellings in a new residential building, as a subject of this survey, have to covered for all sold dwellings in the residential buildings on the territory of Montenegro for which is concluded a contract of sales and which produces an obligation relations. The investors are identified according to the Building permits survey.

3.7. Reference area

The whole territory of Montenegro.

3.8. Coverage - Time

The data about prices of dwellings in new residential buildings are produced more than 30 years. Since 2011 the data are available on a quarterly basis.

The base year is 2015.

Since 2011 this survey is conducted on quarterly bases in other to compile with EU regulations.

6.1. Institutional Mandate - legal acts and other agreements

The legal basis for the implementation of this survey is the Law on Official Statistics and Official Statistical System of Montenegro ("Official Gazette of Montenegro“, No. 18/12 and 47/19) and Annual plan of statistical surveys.

Implementation of the price of dwellings in new residential buildings survey in Montenegro also relies on the Regulation for the Integration of Business Statistics REGULATION (EU) 2019/2152 - EBS.

Data are regularly transmitted only to Eurostat and other international organizations on particular request. 


7. Confidentiality Top
7.1. Confidentiality - policy

National legislation: according to the Law on Statistics and Statistical System of Montenegro, Article 54 the data collected, processed and stored for the purpose of official statistics shall be confidential, if it is on the basis of these data, either directly or indirectly identify reporting units which disclosing individual information.

European legislation:
Regulation (EC) No 223/2009 of the European Parliament and of the Council, of 11 March 2009, on the transmission of data subject to statistical confidentiality to the Statistical Office of the European Communities.

7.2. Confidentiality - data treatment

Confidential data are treated according to policy rules (see point 7.1).
Data are nationally published only on the level at which they are not confidential.
Individual data represent an official secret.

The deffinitions CR 1503/2006 are applied to the achieved comparibility. The data is published according to the following territorial categories:

Montenegro,

The capital city of Podgorica,

Coastal region: Bar, Budva, Herceg Novi, Kotor, Tivat and Ulcinj,

Central region: Cetinje, Danilovgrad, Nikšić, Tuzi and Zeta.

Northern region: Andrijevica, Berane, Bijelo Polje, Gusinje, Kolašin, Mojkovac, Petnjica, Plav, Pljevlja, Plužine, Rožaje, Šavnik and Žabljak.

Document "Revision Policy" was prepared by Statistical Office on the basis of the ESS Guidelines on revision policy for PEEIs. Use of this document in practice will contribute to the improvement of statistical product quality. 
 
The same revsion policy is applied nationally and in transmissions to Eurostat.

18.4. Data validation

At national level, editing involves studying data from respondents with the aim of identifying (and eventually correcting) errors. Not all errors can be identified and the aim is to detect the errors that have a significant influence on the results. Rules to assist in identifying errors may flag possible errors that require further investigation to determine where there really is an error as opposed to an unusual result or they may identify definite errors. Editing involves checks for completeness, that values are within given ranges and that values for related variables are coherent. Data editing may take place during or after data entry.

The type of indexes is Laspeyres. Missing observation are not estimated and chain-linking is used.
