CSTO: The construction producers prices index, abbreviated CPPI (belongs to a group PPI - it means producer price index / variable 130201 producer prices in short term bussines statistics on producer prices). The construction producers prices index is compiled from the price indices of constructions, those are put together from quarterly price indices of construction works. Prices of construction works are surveyed. The price indices of constructions are put together from quarterly price indices of construction works. A reporting network established by purposive embraced about 600 respondents of all size classes and different legal forms. The prices in the survey are in agreement between the supplier and consumer for a unit of a domestic construction work, which is realized by employees of the company, working owners of the company, contract job workers and cooperating self reporting units all over the territory of Czech Republic. The construction works prices from the second month of the particular quarter those are surveyed - are exclusive of VAT and are exclusive of cost of building site accessories. CPA 41.00.1 Residential buildings (new buildings only) excluding CPA 41.00.14 Residences for communities (it means output price index of constructions in the classification CC: items CC 111 One-dwelling buildings and CC 112 Two- and more dwelling buildings). It is weighted average of selected price indices of construction works (sorted by the czech nomenclatures TSKPstat), those are compiled from the surveyed prices - with the use of geometric mean. CSTI: The construction cost index, abbreviated as CCI, is a business cycle indicator showing the trend in the costs incurred by the contractor in the construction process. The construction cost index covers influences of materials, labour, plant and equipment, transport, energy and other costs (excluding architect's fees). Construction costs: The objective of the index is that it is used to determine the cost change of a new construction production over a certain period of time. Construction costs index is calculated with the use of this indices: industrial producer price, inland freight transport, forestry and labour costs. Measure unit is a percentage and an index. The source is administrative data - a secondary product of other surveys: chosen industrial producer price indices associated with construction works, price indices of forestry, price indices of inland freight transport, indices of labour costs in construction and indices of outgoings. The prices in the survey are in agreement between the supplier and consumer for a unit of a domestic construction work, which is realized by employees of the company, working owners of the company, contract job workers and cooperating self reporting units all over the territory of Czech Republic. The construction works prices from the second month of the particular quarter are surveyed - are exclusive of VAT and are exclusive of cost of building site accessories. CSTO: Statistical unit is a price of construction work. The price consists of material -, labour -, plant and equipment -, transport -, energy - and other costs, moreover it consists of productivity and profit margins. The prices in the survey are in agreement between the supplier and consumer for a unit of a domestic construction work, which is realized by employees of the company, working owners of the company, contract job workers and cooperating self reporting units all over the territory of the Czech Republic. Construction work prices are surveyed the second month of the observation quarter, and are exclusive of VAT, site preparation costs and architect's fee. CSTI: Cost tracking uses the results of several sample surveys based on tracking price trends over time. A reporting unit and an observation unit is an enterprise.

Reporting unit corresponds with observation unit. There are 600 observation units and 8,000 representatives for the quarterly survey of the whole price statistic of construction output in the Czech Republic - specific information for the index of construction price index of CPA 41.00.1 Residential buildings (new buildings only) excluding CPA 41.00.14 Residences for communities is not available. CSTI: Construction costs indices are put together from the administrative data - we are not able to say how many statistical units contribute to a computation of the cost indices. A survey frame of entering data is based on the statistical sample survey – chiefly Ceny Prum 1-12 for Industrial producer price indices (1,160 observation units; 4,900 representatives. CSTO: Overall accurancy is good. Basical indices (those are components of compilation) are in very good quality. Price information from sample survey is checked by the special central office staff. Extreme price deviations are sorted out with the help of software. There is no automatic rejection; all suspicious data are re-checked by the office workers. Commonly they are conducted consultations with experts on prices in construction output for updating of sample survey Ceny Stav 1-04.
The most significant sources of errors are: non-response and sampling errors. These problems are solved personally during the first level of processing the data. CSTI: Depends on the underlying component indices. Overall accurancy is good. The underlying component indices which are used are in very good quality. Price information from sample surveys is checked by the special central office staff. Extreme price deviations are sorted out with the help of software. There is no automatic rejection; all suspicious data are re-checked by the office workers. |

CSTO: Response rate: the first indicator is compiled every month after a calendar quarter. The final indicator is compiled less then one week after that. 90-100% response rate is normally achieved during the third month of the reference quarter or the following month. Final indicator is compiled when the response rate reaches 100%. It happens normally at the end of January, April, July and October. Usually the final indicator is calculated about the 10th calendar day of February, May, August and November. Actions to speed up or increase the rate of response: a notice of opening the survey for a quarter is sent to the reporting unit during the 1st month of the observation quarter. On the 15th calendar day of the 3rd month of the observation quarter is the deadline for replies. The respondent has the opportunity to communicate via a web application, by telephone, e-mail and by mail. CZSO workers oversee the received data and contact respondents when an error occurs. Solving of the nonresponse error: the unit is sent a request to start of reporting prices to its data box. The company is obliged to monitor its data box, so if it does not respond, we can use a law process with a fine. But cases do not go that far. We have the opportunity to impose a fine up to CZK 100,000 on non-responding enterprises. This is guaranteed by the law No. 89/1995 Coll. The response rate is 100%. Indices are final with the first publication. The initially released values normaly do not change. There are fundamental revisions of price and cost indices and their weighting system with the use of chain-linking method and one-quarter overlap - nearly every 5 years. 17.2. Data revision - practice | |||
Major Revision of construction price statistics is made nearly periodicaly. It means update of weighting scheme, update of representatives, update of classifications. Some of time series end and some new time series are generated. With the use of a chain-linking method of revision there are not recalculated the data published in the past. The new results are calculated from the new point of view and have it’s origin in the new weighting scheme. The coherence with the previous time series is ensured. The data is confronted only within the construction price statistics on the CZSO. The last revision was made in 2022. Differences between base systems are not significant - it is more of an update. Information about revision or major changes in methodology is released on the CZSO website at the time of change. The note of forthcoming a fundamental revision is displayed on the CZSO website. Price and costs indices that will continue to be based on the 2015 average are published nationally since 2023. The coherence with the contemporary time series is ensured. MAR = MR = 0; quality indicators MR and MAR are not provided. There are no data estimates and their revision. When using the revision chain method, there is no possibility to calculate a numerical calculation between the original and converted indices.
Revision of construction price and costs statistics weighting scheme was made in 2022 using a chain-linking method. The weighting scheme has been put together from results of construction production between 2017 - 2021. Price and costs indices that will continue to be based on the 2015 average are published since 2023. The representative time series will not be recalculated and will continue to be published on the CZSO website.

CSTO: Type of source: quarterly statistical sample survey Ceny Stav 1-04. Frame on which the source is based: every price in the surveyed questionnaire is agreed between the supplier and consumer for a unit of domestic construction work, realized by employees of the company, working owners of the company, contract job workers and cooperating self reporting units all over the territory of Czech Republic. Construction work prices are surveyed the second month of the observation quarter, and are exclusive of VAT. Sample: the reporting units are selected intentionally. Criteria for stratification: areas are classified according similarly to the NUTS 4; the capital Prague is classified by 28 parts. There is a nomenclature (with the code 2125) for areas of realisation of construction work which is used for stratification - just for survey, not for dissemination. Threshold values and percentages: 200 enterprises with less then 50 employees and 400 enterprises with more then 50 employees are selected. The list below shows the distribution (%) of the sample between the surveyed NACE Divisions. Frequency of updating the sample: continuously. CSTO: Questionnaires used in the survey: quarterly sample survey Ceny Stav 1-04. It contains 140 representatives of construction works (it means one form for each type of construction work); moreover there are some extra conditions for specifications in a questionnaire. CSTO: Validation level 0 (format and file structure checks): indentification of a price is checked. It means IČO (Identification number of enterprise), code of a respondent, code of a representative and order of a respondent’s price. Moreover it is necessary to get filled the whole form for the given quarter. The office workers call to respondent if something is missing. There is no automatic rejection; all suspicious data are re-checked by the office workers. Validation level 1 (intra-dataset checks): it is a check for comparison a price of observed quarter to a price of previous quarter. Moreover it is checked on extreme values of the prices. Data from the sample survey is checked by the special central office staff. Extreme price deviations are sorted out with the help of software. The office workers solve potential inaccuracies with respondents personaly by phone or e-mail. Their trends are analysed but they do not need to be similar. Validation level 4 (checks between two domains available in the same Institution): we do not use this type of control. Validation level 5 (checks between the data available in the Institution and the data / information available outside the Institution): we do not use this type of control. CSTI: Input indices are compared to the indices of previous periods. Trends of construction costs indices are checked with trend of output price indices and changes are analysed. Plausibility of the input indices guarantees the plausibility of the final construction costs indices. The input indices are plausible enough. |

18.5. Data compilation | |||
CSTO: Estimates for non-response: Non-response is less then 1% of surveyed enterprises. We have the opportunity to impose a fine up to CZK 100,000 on non-responding enterprises. This is guaranteed by the law No. 89/1995 Coll. They are not estimates for grossing-up to population levels used in construction statistics of output prices. Type of index: the total index of output prices of CPA 41.00.1 Residential buildings (new buildings only) excluding CPA 41.00.14 Residences for communities is put together with use of weighting average of items: CC 1110, CC 1121 and CC 1122. A basic method used for the index compilation is the Laspeyres. The index is based on a fixed base year index. The weighting scheme for 4-digit items of CC is based on construction budgets of chosen constructions of residential buildings. The current weighting scheme for aggregation of 3-, 2- and 1-digit items of CC was put together from results of construction production between 2017-2021. Usually weighting scheme is updated every 5 years. A fundamental revision of price indices was made in 2022 with the use of chain-linking method and one-quarter overlap. Aggregations of price indices were put together in primary time series (technical price indices) and were recalculated afterwards with using constants into secondary time series. Price indices based on the 2021 average have been provided to Eurostat since 2024. The time series were recalculated and sent to Eurostat in 2024 too. There is a CZSO Oracle APEX aplication for data of construction price statistics first level compilation available. CSTI: Weighted average is used for calculation of the construction costs indices. Weighting scheme is based on budgets of chosen constructions. The current weighting scheme was put together from results of construction production between 2017-2021. A fundamental revision of price indices was made in 2022 with the use of chain-linking method. Aggregations of indices was put together in primary time series (technical indices) and was recalculated afterwards using constants to secondary time series – aggregations of indices can not be put together in the secondary time series. Index of Outgoings from the index of Construction Costs is estimated; no other estimates. |
