3.1. Data description

The aim of survey on building permits and notification of building work is to provide the data on number of building permits, as well as number and floor area of dwellings in building for whose the building permits and notification of building work are issued.

The source of data is Ministry of Ecology, Spatial Planning and Urbanism.

3.4. Statistical concepts and definitions

Building permits and notification of building permits is usually defined as a permit issued upon request that generally performs the work on the construction project as planned.

Number of building permits, notification of building work and the date of issuance of building permits are the number and date of issuance of building permits issued for the facility to which the application relates to starting work.

The value of works present the planned value of works on the building ant its shows in thousands of EUR.

The usable area of office space in m² is the area of business premises (shops, offices, clinics) measured inside the walls. Excluded are useful area of dwellings and other common rooms that serve the users of dwellings, as well as the surface of boiler room, storage room, elevators, stairways, and other.

The report filled by Ministry of Ecology, Spatial Planning and Urbanism - Directorate for construction which are issued the building permits by the Law on Construction of buildings.

3.6. Statistical population

The reporting unit is Ministry of Ecology, Spatial Planning and Urbanism - Directorate for construction.

3.7. Reference area

The whole territory of Montenegro.

3.8. Coverage - Time

The survey has implemented since 2007 when it was conducted like a pilot.

6.1. Institutional Mandate - legal acts and other agreements

The legal basis for the implementation of this survey is the Law on Official Statistics and Official Statistical System of Montenegro ("Official Gazette of Montenegro“, No. 18/12 and 47/19) and Annual plan of statistical surveys.

Implementation of the construction activity survey in Montenegro also relies on the Regulation for the Integration of Business Statistics REGULATION (EU) 2019/2152 - EBS.

6.2. Institutional Mandate - data sharing

Data are regularly transmitted to Eurostat. There is no other data sharing.


7. Confidentiality Top
7.1. Confidentiality - policy

National legislation:                                           

According to the Law on Statistics and Statistical System of Montenegro, Article 54 the data collected, processed and stored for the purpose of official statistics shall be confidential, if it is on the basis of these data, either directly or indirectly identify reporting units which disclosing individual information.    

European legislation:

Regulation (EC) No 223/2009 of the European Parliament and of the Council, of 11 March 2009, on the transmission of data subject to statistical confidentiality to the Statistical Office of the European Communities.

7.2. Confidentiality - data treatment

Confidential data are treated according to policy rules (see point 7.1). 
Data are nationally published only on the level at which they are not confidential.
Individual data represent an official secret.

11.1. Quality assurance

MONSTAT has officially accepted the European Statistics Code of Practice. European Statistics Code of Practice in Montenegro is available on the website: http://www.monstat.org/eng/page.php?id=5&pageid=5

For the systematic and standardized approach to quality, the Quality Management Framework was adopted by MONSTAT. Clear intention is expressed to take further steps towards full compliance with the European Statistics Code of Practice.

11.2. Quality management - assessment

Quality is monitored throughout all stages of data production, by the responsible statisticians, according to specifications for concrete surveys. Data collection, data capture and processing are usually subject to this monitoring (similarly as timeliness and punctuality).

In the framework of the organization of statistical surveys, selected quality aspects are part of preparing staff involved in statistical production.

Users of data are: Eurostat, the Municipality, Ministry, sectors inside Monstat, the companies angaged in construction, other general public.

12.2. Relevance - User Satisfaction

Customer satisfaction survey is not yet available at the level of research. All users request was fulfilled and based on that, we have concluded that users are satisfied with our survey. At the level of institutions is available online survey:

The survey is done on the full coverage and obtained data were consistent with the REGULATION (EU) 2019/2152 Framework Regulation Integrating Business Statistics – FRIBS.

13.1. Accuracy - overall

The survey on building permits and notification of building work include permits and notification for all type of construction described in Classification of Types of Construction i.e. buildings and civil engineerings.

The survey included the Ministry responsible for construction which are according to the Law on Spatial Planning and Construction of Buildings ("Official Gazette of Montenegro" No. 064/17 dated 6 October 2017) issuing building permits, notificatiion for starting of construction and occupancy permits.

Response rate for this survey is 100% so the non-sampling errors have not any impact.

14.1. Timeliness

The data are published 55 days after the end of the reference period.

Deadlines for publishing have been complied in accordance with the calendar of release.

15.1. Comparability - geographical

The CR 1503/2006 deffinition applied completely. The Ministry send the data when they apeared.

15.2. Comparability - over time

The data are comparable since 2010.

The costs didn't split on the variables.

Financial resources required for the implementation of this survey are defined by the budget of Statistical Office of Montenegro. 


17. Data revision Top
17.1. Data revision - policy

The Revision Policy prepared by Statistical Office of Montenegro is on web site: http://monstat.org/userfiles/file/o%20nama/2017/Revision%20policy.pdf 

Document "Revision Policy" was prepared by Statistical Office on the basis of the ESS Guidelines on revision policy for PEEIs. Use of this document in practice will contribute to the improvement of statistical product quality. 
 
Mentioned nationally revision policy is used in transmissions to Eurostat.
17.2. Data revision - practice

Significant revisions have only been made to reflect changes in methodology. We update figures all the time in the new press release with the remarks. The biggest revision is happen when we change base year.

Routine revisions, related to replacing estimated data with the subsequently reported data, are not carried out, because all data are available according to the deadlines.

If error occurs, corrected data are published in the next issue of First release. Data changed in relation to the first released are disseminated with a comment.

The requiered indicators MR and MAR has not been calculated yet.

Size of revisions has not been calculated yet.

Use of benchmarking and domain (indicator) specific characteristics of revisions are not available.

Data are collected from Ministry of Ecology, Spatial Planning and Urbanism - Directorate for construction which are issued the building permits and notification of building work by the Law on Spatial Planning and Construction of Buildings.

Data are collected through questionnaires (by post).

18.4. Data validation

In order to improve the quality of data we check that the population coverage and response rates are as required, investigate inconsistencies and ect. We contact the reporting units if its necessary.
