3. Statistical presentation Top
3.1. Data description

The aim of monthly survey on employees is to provide reliable and relevant data on number, dynamics, and structure of employees, at the level of activity sector, and with the monthly frequency, as well as at the level of municipalities - total. Data on employment is used by government for making their policies.

3.3. Coverage - sector

These records cover employees in enterprises, institutions, and organizations of all sectors, types of ownership, as well as foreigners employed in our country.

3.4. Statistical concepts and definitions

Employees are all persons having entered into employment in enterprise, institution or organization or individual employer, regardless if they entered into employment on permanent or temporary, and if they work on full-time or part-time basis. Since 1 January 2009, the total number of employees in Montenegro also includes foreign persons in employment on the basis of Article 1 of the Law on Employment and Work of Foreigners (Official Gazette of Montenegro 22/08), having entered into force on 1 January 2009, “A foreigner can be employed, i.e. work in Montenegro under the conditions determined by law and collective agreement, in accordance with the ratified international agreements and generally accepted international law rules”. 

Self-employed persons are include in the coverage.

3.5. Statistical unit

The observation unit is the enterprise.

3.6. Statistical population

The records regulated by the Law on the Records in the Field of Labour and Employment (Official Gazette of the Republic of Montenegro 69/03); they are kept by the Central Register of Tax Administration. This survey covers employees in enterprises, institutions, and organizations of all sectors, types of ownership, as well as foreigners employed in our country. All enterprises institutions and organizations in Montenegro are covered in this Central Register of Tax Administration. It is around 175 000 employees.

3.7. Reference area

The whole territory of Montenegro. The activities outside the geographical coverage are not included.

3.8. Coverage - Time

Data from Central Register of Tax Administration is available from June 2010.

Base year is 2015.

Data are collected in reference to period of month.

6.1. Institutional Mandate - legal acts and other agreements

Legal basis for implementation of the retail trade survey is the Law on statistics and statistical system of Montenegro (”MNE Official gazette”, No. 18/12 from 30.03.2012.) and Annual plan of statistical surveys http://www.monstat.org/eng/page.php?id=9&pageid=9.

6.2. Institutional Mandate - data sharing

Data for STS statistics are regularly transmitted to EUROSTAT via EDAMIS.


7. Confidentiality Top
7.1. Confidentiality - policy

According to the Law on Statistics and Statistical System of Montenegro, Article 54 the data collected, processed and stored for the purpose of official statistics shall be confidential, if it is on the basis of these data, either directly or indirectly identify reporting units which disclosing individual information.

7.2. Confidentiality - data treatment

Confidential data are treated according to policy rules (see point 7.1). Data are published in the level of activity at the NACE Rev. 2. Individual data represent an official secret.

Data are published on 25th day of the month for the previuos month. Date of publication statements is defined in the Calendar of statistics of MONSTAT.

11.1. Quality assurance

ESS Code of practice is applied.

Overall quality of indicator is very good, data are received 20 days after month, some minor problems noticed on municipality level.

12. Relevance Top
12.1. Relevance - User Needs

Main users of data are classified into two groups:

1. International data users: Eurostat;

2. National data users: Ministry of Finance, Ministry of Economy, Chamber of Commerce, research institutions, companies engaged in trade, statistics of National accounts, STS and other sectors inside MONSTAT, as well as general public.

12.2. Relevance - User Satisfaction

Customer satisfaction survey is not yet available at the level of research. All users request was fulfilled and based on that, we have concluded that users are satisfied with our survey. At the level of institutions is available online survey: http://www.monstat.org/eng/anketa.php

12.3. Completeness

Data are on the level of enterprise not on a level of local unit. Even if the enterprise have local units in other municipality all employees are located in municipality where is enterprise registered.


13. Accuracy Top
13.1. Accuracy - overall

Administrative data sources are sufficiently reliable for production of our statistics.

13.2. Sampling error

We use data from administrative source. It is census.

13.3. Non-sampling error

There are no sources on non-sampling errors.


14. Timeliness and punctuality Top
14.1. Timeliness

The data are published 25 days after the end of the observed month.

14.2. Punctuality

Deadlines for publishing have been complied in accordance with the calendar of release. There is no time lag between the actual delivery of the data and the target date when it should have been delivered.


15. Coherence and comparability Top
15.1. Comparability - geographical

CCR 1503/2006 definitions are used for international comparability. Data cover entire territory in the same way.

15.2. Comparability - over time

Comparable data are published since 2010 on the MONSTAT website > http://www.monstat.org/cg/ .  Employment data have also been published previously but there was different source and methodology.

15.3. Coherence - cross domain

In some cases, data from wages statistics s can be used to do cross-checking the data. We compare data on number of employees in both survey.no significant differences noticed.

15.4. Coherence - internal

Aggregates and sub aggregates are coherent.

Financial resources required for the implementation of this research amount to 24853 euro 24 hours per month.


17. Data revision Top
17.1. Data revision - policy

There is no official policy on data revision in MONSTAT. The "de facto revision policy" used for this survey includes:

- For mayor revisions (such as change of base year) - all series are recalculated but changes are not announced in advance. Explanations are given when new data are published.

- If errors occur, corrected data are published as soon as possible or in the next issue of the publication.

Routine revisions are corrections of already published previous data due to the completion and improvement of the quality of data sources used for the compilation of indicators. In this way, the data become final. Routine revisions are made to the moment of publication of the final data. The same revision policy is applied nationally and in transmission to Eurostat.

17.2. Data revision - practice

Published data are considered preliminary until the next monthly release. When the next month data were published then data from previous statements become final. 


18. Statistical processing Top
18.1. Source data

The records regulated by the Law on the Records in the Field of Labour and Employment (Official Gazette of the Republic of Montenegro 69/03); they are kept by the Central Register of Tax Administration. Process of registration last less than 7 days. It is census.

18.2. Frequency of data collection

Monthly.

18.3. Data collection

Database is sent every month to NSI.

18.4. Data validation

Validation activities can include: large change in the number of employees compared to the previous month), compare with data for previous period. Validation level 2

18.5. Data compilation

It is a census. No grossing up carried out. Indices are calculated dividing employees for quarters with number of employees for the base year 2010.

18.6. Adjustment

Data are not adjusted for calendar or seasonal effects.
