Monthly index of persons employed in construction.

The population covered is Section F of NACE Rev. 2.

In general, enterprises employing 20 persons or more are included in the population. However, some smaller enterprises are taken into account.

The index series show the state and evolution of persons employed in construction. In principle, self-employed persons, owners or family members are included if they are paid by the unit.

Employment at the end of the reference month.

The sampling frame used for the sample selection is drawn from the Business Register.

6.1. Institutional Mandate - legal acts and other agreements

The Law of July 10, 2011 on the organisation of the National Institute for Statistics and Economic Studies sets out the missions of STATEC and its internal organisation. 

Article 13 of the Law of July 10, 2011 says that "Public administrations, municipalities and public institutions as well as all individuals or legal entities are
obliged to provide the statistical information requested by STATEC within preset time frames. Unless stated explicitly as voluntary, any request for information by
STATEC is compulsory, provided it is based on the national statistical programme or on European and international statistical programmes."

The index is available 8-9 weeks after the reference period.

Questionnaires are sent around 5 days before the reference month. The completed questionnaires should be returned before the 20th day after the reference month.

There is no measurement of the impact of differences in applied statistical concepts.

The time series do not show any significant breaks.

STS statistics are used for business cycle analysis as well as for the compilation of quarterly national accounts. Due to the different concepts, short-term statistics are not completely coherent with other business statistics as SBS.

18.1. Source data

Type of source : Statistical survey.
Frame on which the source is based : The population is drawn from the national business register.
Sample or census : The survey is based on a non-stratified sample without cut-offs fixed by STATEC.
Threshold values and percentages : Fixed sample with the 180 most important units from NACE Section F.
Frequency of updating the sample : The list of KAUs is updated every 5 years.

Questionnaires ‘Statistique mensuelle de l’activité dans la construction’ asking employment, wages and salaries, hours worked, turnover in construction.
All data are obtained by questionnaire directly from the units.

Checks are carried out throughout the production chain indices.

Data is checked before the electronic processing (completeness, errors, large deviations from the normal level, etc.)

18.5. Data compilation

The labour input indices are simple Laspeyres index with a fixed base year.

The basic indices are weighted by employment taken from the annual structural survey in construction (year 2015)

Seasonal adjustments: The data are seasonally adjusted using  the JDemetra+ .
