The three above mentioned indicators are compiled using several input data sources, the most important of which are specific quarterly business survey, mothly survey in Construction and administrative data. For the details on data sources and outputs compilation please see the chapter 18. Statistical processing.

3.2. Classification system

3.3. Coverage - sector

NACE Rev. 2 Section F. The results cover the whole population of enterprises, what represents institutional sectors of non-financial corporations and household firms.

3.4. Statistical concepts and definitions
  • Number of persons employed: the total number of persons who work in the observation unit i.e. number of employees (incl. part-time workers converted into full time equivalents but excl. apprentices), working proprietors and unpaid family workers for whom work for the unit is their main activity.
  • Hours worked: the aggregate number of hours actually worked by the persons employed (as defined above) for the output of the observation unit during the reference period.
  • Gross wages and salaries: the total sum of renumeration payable to all employees (excl. apprentices) in return for work done during the reference period.
3.5. Statistical unit

Reporting and observation unit is enterprise as identified by national business register.

3.6. Statistical population

The results cover the whole population of enterprises classified in Section F of NACE Rev. 2 and institutional sectors of non-financial corporations and household firms including sole proprietorships.

The population is defined on the basis of the national business register that is continuosly updated.

3.7. Reference area

Czech Republic

All activities on the territory of the Czech Republic are covered including activities of local units (branches) which do not constitute a separate legal entity and which are dependent on foreign enterprises. Excluded are activities of foreign enterprises carried out by their personnel (non-residents of the Czech Republic) on the territory of the Czech Republic (e.g. activities of sales representatives, delivery personnel, repair and maintenance teams).

As regards the foreign activities of the enterprises registered in the Czech Republic, the activities of branches which do not constitute a separate legal entity abroad are excluded. Included are, however, activities of the Czech enterprises performed via their employees - Czech residents.

6.1. Institutional Mandate - legal acts and other agreements

- Act No. 89/1995 Coll. on the state statistical service of June 15, 1995, amended by Act No. 220/2000 Coll. and Act No. 411/2000 Coll.

- Council Regulation (EC) No 1165/98 of 19 May 1998 concerning short-term statistics amended by the Regulation (EC) No 1158/2005 of the European Parliament and of the Council.

6.2. Institutional Mandate - data sharing

The referred indicators are not regularly shared with international organizations, except for Eurostat.


7. Confidentiality Top
7.1. Confidentiality - policy

The confidentiality policy is based on:
1. The State Statistical Service Act No. 89/1995,
2. Law on protection of personal data,
3. The internal Directive of the Czech Statistical Office (No. 1/2012) referring to the treatment of confidential data.

7.2. Confidentiality - data treatment

Data are only published down to an activity level at which they are not confidential. Data allowing direct or indirect identification of individual enterprise can only be published under written permission of all related subjects. The parameters for primary confidential data determination is confidential.


8. Release policy Top
8.1. Release calendar

For each year the Catalogue of Products is published at the end of the preceding year. There is no specific News Release for quarterly labour indicators in Construction but the data are regularly published 2 months and 15 days after the end of the reference quarter in Time series for Construction (see Annex).

Data according to STS-R are transmiited to Eurostat 2 months and 15 days after the end of the reference quarter in case of number of persons employed and 3 months and 15 days after the end of the reference quarter in case of hours worked and gross wages and salaries.

8.2. Release calendar access

Release calendar is available at the CZSO website. It does not contain information about hours worked as the indicator is not included in the national outputs.

8.3. Release policy - user access

All the standard publication tables are released at the same time for all users. Requests for data that are not included in the standard tables are considered individually, taking into acount all the aspects of quality.

10. Accessibility and clarity Top
10.1. Dissemination format - News release

Data on the number of persons emplyed, gross wages and salaries ans hours worked are not published in the form of news releases.

Information on year-on-year development of the average number of employees as well as the year-on-year development of the average monthly nominal gross wages regarding enterprises with 50 or more employees classified into NACE Rev. 2 Section F is included in the monthly news release for Construction. These data do not correspond to the requirements of STS-R in terms of indicators and level of detail.

10.2. Dissemination format - Publications

No standard publications, see other dissemination formats.

10.3. Dissemination format - online database

Data are not available in online database, however, data marts that will enable users access to the public part of the CZSO data warehouse are under development.

10.4. Dissemination format - microdata access

Microdata are not usually available to users. Each request for microdata, solely for research purposes, is considered individually by the relevant expert group. According to the recommendation of the experts, the President of CZSO decides whether the microdata will be provided or not.

10.5. Dissemination format - other

 Other formats:

  • The average registered number of employees, the average number of persons employed and the average gross nominal monthly wage, number and year-on-year index (corresponding quarter of the previous year = 100) referring to NACE Rev. 2 Section F are published in the form of time series on the czso web sites (see Annex).
  • The data are regularly transmitted to Eurostat. It includes number of persons employed, wages and salaries and hours worked.

10.6. Documentation on methodology

Important aspects and procedures of quality management within statistical production process as well as methodology are documented in the so-called technical projects, event. instructions for surveyors that are available for every statistics produced.

Technical projects in general contain description of the primary input data, data sources, definition of population, sampling procedure, processing technology, requirements for data transfer, control relations and checks, automatic corrections, derived indicators, definition of organization responsibilities, description of controls and relations, methodology of imputations, definition of outputs, description of inputs, source and user databases, backups, schedules of project and program preparation, schedules of preliminary and final processing, etc. In the CZSO there is a process of technical project preparation that is coordinated by the Department for Methodology of Performing Statistical Processing. For these purposes every year the so-called Schedule of technical preparation of statistical surveys is discussed in the advisory bodies of the President, where activities, terms and responsible units are specified.

10.7. Quality management - documentation
  1. The whole process of data production is driven by internal documentation (Technical project and the Statistica Metadata System) to which all interested parties have an access (see also the point 10.6).
  2. Audit reports including all the test and analysis carried out within the audit are stored and the public parts are available on request (see also quality management).


11. Quality management Top
11.1. Quality assurance

The key components of the quality assurance are the following:

  1. Strategic documents of the CZSO: Mission, Vision and Priorities of the CZSO, Quality commitment, Priority tasks defined for each year (see Annex).
  2. Irregular methodological audits. Audits are usually carried out by expert group comprising of internal and external experts (NA experts, representatives of universities, ministries etc.).
  3. Important aspects and procedures of quality management within statistical production process are documented in the so-called technical projects, event. instructions for surveyors that are available for every statistics produced (see also 10.6).

11.2. Quality management - assessment

Assesment of the quality uses the following components:

  1. Standard STS compliance assessments carried out by Eurostat.
  2. The methdological audit (see also 11.1) includes inter alia different quality analysis, e.g. benchmark analysys, response analysis, in case od leading indicators, their abilty to predict the changes in the economy.
  3. Regular response rate measurement.
  4. Regular confrontation of estaimates with later available administrative data or comparable data acquired or estimated from statistics with different periodicity.
  5. Regular measurement of other qualitative indicators in under development.


12. Relevance Top
12.1. Relevance - User Needs

The following users can be identified:

  1. External users: Eurostat, Ministry of Industry and Trade, Czech National Bank.
  2. Internal users: Labour Market and Equal Opportunities Statistics Department, Quarterly National Accounts Department.

The CZSO primarily tries to fulfill its commitments towards the European Commission, however, generally we tries to deal with the requirements of all users equally.

12.2. Relevance - User Satisfaction

No users satisfaction surveys are carried out exclusively for STS indicators on the national level, however, we are constantly in contact with differnt groups of users, e.g. ministries, Czech National Bank, different associations (e.g. Association of small and medium sized Enterprises and Crafts of the Czech Republic), internal users etc.

Formal meeting with users is organized regularly by the General Methodology Department.

12.3. Completeness

The Czech Republic provides Eurostat with all data requred by the STS Regulation.


13. Accuracy Top
13.1. Accuracy - overall

Overall asessment:
- Sampling error is not systematically mesured. The appropriate system for gathering such infomation is under costruction (see 13.2)
- Response rate is reasonable
- The main problem is the lack of information related to the smallest units in the population, what results also in the high misclassification

13.2. Sampling error

Sampling error is not regularly measured. It is foreseen to be a standard compoment of the SMS Quality system, which is currently being developed.

13.3. Non-sampling error

The main problems related to non-sampling errors are the following:

  1. Administrative data available for the smallest units in the frame (i.e. natural persons and legal persons without employees, which are not VAT payers) are outdated at the moment when the sample is drawn (data refers to R-1 rather than R). No other data source for activity assessment is available.
  2. Relatively high degree of misclassification particularly of small units (natural persons and legal persons without employees, which are not VAT payers). The details are available in the SBS Quality report.
  3. Non-response. However, it is not regarded as serious problem.
  4. Organisational changes (mergers, splits, births and deaths) in reporting units and in the population as a whole during the year. The BR is relatively slow, what increases an importance of feedback from infraannual surveys.

The response rate of the quarterly survey (see also 18. Statsitical processing) is approx. 89% at the time when the survey is closed for a reference quarter. The response rate of final data reaches 93%.


14. Timeliness and punctuality Top
14.1. Timeliness

Data are released simultaneously to all interested parties by issuing the publication tables 2 months and 15 days after the end of the reference quarter. Exact days (see the Release Calendar) take into account the distribution of working days in particular period.

14.2. Punctuality

The data are always published at the day announced by the Release Calendar. The CZSO does not register any deviation from this practice.


15. Coherence and comparability Top
15.1. Comparability - geographical

There are a few specifities of the Czech labour market that could lead to minor discrepancies when the comparability of data between countries is concerned, namely:
1. Quite a high number of own-account workers compared to the whole population of the Czech Republic.
2. Quite a high number of people working as an employee and partly as own-account worker.
3. The quality of the respective indicators are influenced by the shortage of data. Our estimates are based particularly on the administrative data (they are available quarterly, but only for emploeyees) and LFS data (estimation of y-o-y development).

15.2. Comparability - over time

The relevant time series are available from the first quarter of 2000, they are comparable over time.

15.3. Coherence - cross domain

As basically all labour market data surveyed among businesses are based on the same administratrive sources and the same estimation methods, methodological coherence especially between quarterly (STS) and annual (SBS) outputs is secured. The regular coherence checks are taken for granted.

15.4. Coherence - internal

There are no problems regarding internal consistence of the time series in question.


16. Cost and Burden Top

Average monthly number of employees and monthly wages are surveyed monthly. They are a part of the questionnaire Stav 1-12. The questionnaire is completed by the sample of aproximately 1,6 thousand Construction units. Respondent burden referring to the whole questionnaire is estimated on 10 thousand hours per year. Nor the costs of the CZSO, neither burden of individual indicators surveyed on the questionnaire Stav 1-12 are measured.

Average quarterly number of employees and quarterly wages are surveyed quarterly. They are a part of the questionnaire Prace 2-04. The questionnaire is completed by the sample of approximately 870 units with predominating activity Construction.

Hours worked are surveyed quarterly and they are a part of the questionnaire Prace 2-04 as well.


17. Data revision Top
17.1. Data revision - policy

Data revisions follow the Revision Policy of the CZSO, which represent one of the key documents of the office. It is accessible via CZSO website in both Czech and English. Calendar of standard revisions is being prepared together with the release calendar.

The same revision policy is applied to STS data released nationally and transmitted to Eurostat.

Vintage database currently exists in the central processing database. It contains raw data only and is not publicly accessible. The public database contains actual version of the published data. Outdated data versions are internally saved.

17.2. Data revision - practice

We distinguish regular/planned and irregular/unplanned revisions. The regular revisions are carried out every quarter, irregular revision are undertaken in case of unpredictable significant events (e.g. a significant respondent corrected data, correction/update of administrative data etc.).


18. Statistical processing Top
18.1. Source data

The results are compiled using mutliple data sources.

1. average monthly number of employees and monthly wages

  • Type of source:  A monthly questionnaire Stav 1-12.
  • Frame on which the source is based: Business Register (RES); the population represents enterprises with predominating activitity in NACE Rev.2 Section F.
  • Sample or census: A stratified sample is applied. In order to reduce respondents' burden, the principle of rotating sampling is used.
  • Criteria for stratification: Characteristics used for stratification are the predominating activity, number of employees and the turnover as registered by the VAT declaration.
  • Threshold values and percentages: All the units belonging to NACE Rev. 2 Section F with latest known annual turnover greater than CZK 200 million are included in the sample (regardless of their size category), as are all units with 50 or more employees. The whole sample contains approximately1,6 thousand units.
  • Frequency of updating the sample: Monthly.

2. average quarterly number of employees and qurterly wages

  • Type of source:  A quarterly questionnaire Prace 2-04.
  • Frame on which the source is based: Business Register (RES); the population represents enterprises with predominating activitity in NACE Rev.2 Section F.
  • Sample or census: A stratified sample is applied. In order to reduce respondent burden, the principle of negative coordination of sampling is used.
  • Criteria for stratification: Characteristics used for stratification are the predominating activity, number of employees and the turnover as registered by the VAT declaration.
  • Threshold values and percentages: All the units belonging to NACE Rev. 2 Section F with latest known annual turnover greater than CZK 200 million are included in the sample (regardless of their size category), as are all units with 50 or more employees. The whole sample contains approximately 870 units classified in Construction, however, thanks to the application of negative coordination, only 26 construction units reported data on the number of employees and wages.
  • Frequency of updating the sample: Quarterly.
  • Note: Population of the survey Prace 2-04 is not limited to Construction. However, infomation given in this metadata file refers only to the part related to STS Annex B.

3. Besides the data acquired and estimated through the Stav 1-12 survey, Prace 2-04 survey, SBS survey and LFS, administrative data on the number of insurance policy holders and the basis of social security insurance assesment are used for the estimation of the indicators in question.

Formally the results are processed as part of outputs from Prace 2-04 survey.

18.2. Frequency of data collection

1. Surveyed data are collected partly monthly, partly quarterly.
2. Administrative data are available 2 months after the end of reference period.

18.3. Data collection

Questionnaires used in the survey: Prace 2-04 (quarterly), Stav 1-12 (monthly)

Data collection media: Electronic questionnaire, web questionnaire, printed questionnaire. Starting from 2013 printed questionnaires are available only to those respondents which are impossible to contact electronically or upon request.

Non-response treatment: Phone, email or postal reminders. The activity starts the next day after the deadline of the questionnaire. Fines can be given to non-responding units. The internal Directive co-ordinates the related processes.

18.4. Data validation

The electronic form of questionnaire contains built-in logical controls that draw respondent's attention to possible errors. Moreover, after receiving, data collected via electronic form of the questionnaire are further validated by statisticians.
Data obtained via the postal form of the questionnaire are entered to the database using specific software with built-in logical controls. When the software indicates a possible error, respective statistician entering data to the database contacts the respondent with the aim to correct/validate data.

18.5. Data compilation
  1. Units in the surveyed part of the population (units with 20 and more employees) are divided into stratas.
  2. Data for each individual nonresponse unit and unit not included in the sample and belonging to the surveyed part of the population are estimated.
  3. If a unit submitted the questionnaire/questionnaires for the same quarter of the last year, the number of employees and gross wages are estimated using the submitted data and average y-o-y development of the respective variables in the stratum in which the unit in question belongs.
  4. If a unit submitted only the questionnaire/questionnaires for the last quarter, the number of employees and gross wages are estimated using the submitted data and average q-o-q development of the respective variables in the stratum in which the unit in question belongs.
  5. Otherwise the data are estimated using available administrative data.
  6. Number of employees and gross wages and salaries for the non-surveyed part of the population (units with less than 20 employees) as well as the hours worked and the number of own-account workers (working proprietors and unpaid family workers for whom work for the unit is their main activity)  for all the units in the pupulation are estimated using avaliable administrative data, the latest SBS data and development of LFS data. 
18.6. Adjustment

Seasonal and worging day adjusment is performed using JDemetra+ sofware (TRAMO-SEATS method).
