The indicatorĀ is part of the EU Sustainable Development Goals (SDG) indicator set. It is used to monitor progress towards SDG 11 on making cities and human settlements inclusive, safe, resilient and sustainable. Among other things, SDG 11 aims to renew and plan cities and other human settlements so that they offer opportunities for all, with access to basic services, energy, housing, transportation, green public spaces and others, while improving resource use and reducing environmental impacts. |

| 4.1. Data description | |||
The indicator measures the share of people living in overcrowded conditions in the EU. A person is considered to be living in an overcrowded household if the house does not have at least one room for the entire household as well as a room for a couple, for each single person above 18, for a pair of teenagers (12 to 17 years of age) of the same sex, for each teenager of different sex and for a pair of children (under 12 years of age). |

From 2005 onwards EU-SILC is based on a common framework defined by harmonised lists of primary and secondary variables, common concepts, a recommended design, common requirements (such as imputation procedures, weighting, sampling errors calculation) and classifications aiming at maximising comparability of the information produced.
