3.1. Data description

Mandatory data collection at EU level is based on legal act, the Regulation EU 2018/643 and covers goods and passengers.
Data is collected as following:

  • Annex I (annual data) –goods transport ,
  • Annex II (annual data)–passenger transport,
  • Annex III – (quarterly data) goods and passengers,
  • Annex IV and V( data every five years) regional statistics on goods and passengers and rail network and
  • Annex VIII (annual data) goods and passengers transport for small undertakings - CZ does not report any data according to this annex, all undertakings are included in previous annexes
3.2. Classification system

Goods transported by rail are classified according to the 20 divisions of goods following the 'Standard Goods Classification for Transport Statistics 2007’ with effect from reference year 2008.

The codes of regions used in the region-to-region statistics are indicated in Regulation (EC) 1059/2003 of the European Parliament and of the Council.

Classification of dangerous goods (RID) is described in Annex VII of the Regulation.

Railway undertakings providing transport of passengers or goods on the CZ territorry

3.4. Statistical concepts and definitions

The main concepts used in rail domain are:


Rail passenger means any person, excluding members of the train crew, who makes a trip by rail. For accident statistics, passengers trying to embark/disembark onto/from a moving train are included.
Passenger-km means the unit of measure representing the transport of one passenger by rail over a distance of one kilometer. Only the distance on the national territory of the reporting country shall be taken into account.
Weight means the quantity of goods in tonnestones (1 000 kilograms). The weight to be taken into consideration includes, in addition to the weight of the goods transported, the weight of packaging and the tare weight of containers, swap bodies, pallets as well as road vehicles transported by rail in the course of combined transport operations. If the goods are transported using the services of more than one railway undertaking, when possible the weight of goods shall not be counted more than once.
Tonne-km means the unit of measure of goods transport which represents the transport of one tonne (1 000 kilograms) of goods by rail over a distance of one kilometer. Only the distance on the national territory of the reporting country shall be taken into account.
Train means one or more railway vehicles hauled by one or more locomotives or railcars, or one railcar travelling alone, running under a given number or specific designation from an initial fixed point to a terminal fixed point. A light engine, that is to say, a locomotive travelling on its own, is not considered to be a train.
Train-km means the unit of measure representing the movement of a train over one kilometre. The distance used is the distance actually run, if available, otherwise the standard network distance between the origin and destination shall be used. Only the distance on the national territory of the reporting country shall be taken into account.

Statistical units for rail transport statistics are all railway operators providing services on the CZ territory

Data on passenger and freight transport are collected from the railway undertakings operating at national territory 
Data on traffic are collected from infrastructure managers and railway undertakings.

3.7. Reference area

Operational railway network on national territory.

3.8. Coverage - Time

Data on passengers and goods are covered from 2004 onwards.

3.9. Base period

Not applicable.


4. Unit of measure Top

The volume and performance of rail freight traffic are measured in tonnes (mass) and tonne-kilometres. Passenger transport by rail is measured in the number of passengers and in passenger-kilometres. Information on the number of train kilometres is also available.
Traffic flows on the rail network are measured in number of trains - passenger, freight and others (optional)


5. Reference Period Top

The tables consist mostly of annual data. There are some tables providing quarterly and quinquennial (every five years) data.


According to the Rail regulation (EU) 2018/643 data is collected as following: Annual data
– Annex I –goods transport collected for a reference period of one year with a deadline for data transmission as 5 months after the reference periodreference period,
– Annex II –passenger transport, yearly data with eight months deadline after the end of reference period
– Annex III – quarterly data for goods and passengers with a deadline of three months after the end of the reference period,
– Annex IV and V data every five years on regional statistics on goods and passengers and rail network with deadline of 12 respectively 18 months after the end of reference period and
– Annex VIII goods and passengers transport for small undertakings with 5 respectively 8 months deadline after the end of reference period.

National level

 Act No. 89/1995 Coll., on the State Statistical Service, as amended

According to the above mentioned legal act, every year the Czech Statistical Office in cooperation with the Ministries prepares a Program for statistical data collection in order to collect data and compile statistics for national as well as for international statistics.  After this the Program is approved by the Government, all the respondents concerned are obliged to report to the Czech Statistical Office or to the relevant Ministry

European level

since 2004 data provision to Eurostat is based on the relevant EU Regulations.

7. Confidentiality Top
7.1. Confidentiality - policy

Act No. 89/1995 Coll., on the State Statistical Service, as amended

This act covers also confidential measures; according to the above mentioned act data on induvidual operator cannot be published or otherwise disseminated unless there is a permission to do so. 

7.2. Confidentiality - data treatment

In practise, in order to follow confidentiality measures, only aggregated data based on the data from at least 3 resporting units can be published. There is no problem with confidentiality as regards reporting data on rail transport to Eurostat, data are aggregated.

8.1. Release calendar

Basic indicators on rail transport statistics are published on quarterly basis approximately 3 months after the reference period, data are consider provisional until publishing annual results.  The final annual data are available usually in July next year.

The quarterly and annual results are published on the Ministry of Transport' s website and are available to all users at the same time.  More detailed data, which are not considered to be confidential, are available upon request.

11.1. Quality assurance

Bufore publishing data and transmitting them to Eurostat there are quality checks and in case of any problems or unclearness, data providers are contacted for further explanation.

11.2. Quality management - assessment

Data quality can be assesed as high. Ministry of Transport regularly sends the data files via eDamis portal.

The key users of rail statistics are:

12.2. Relevance - User Satisfaction

As rail data are usually available in time, are precise, detailed breakdown is available, users are satisfied.  Sometimes problems arise due to confidentiality when the Ministry of Transport cannot provide requested data.

12.3. Completeness

The data collection on rail transport statistics is in compliance with the relevant EU Regulation.  All requested indicators are provided for all the operators, no simplification (aggregation) for smaller operator is applied.

Overall accuracy of the rail statistics is good.

Before transmitting data to Eurostat, several checks are carried out focusing mainly on consistency over time.

14.1. Timeliness

All the statistical data required by the provisions of the relevant EU Regulation are transmitted to Eurostat in due time.

14.2. Punctuality

All the statistical data required by the provisions of the relevant EU Regulation are available usually 4 months after the reference period, basic indicators collected on quarterly basis within 3 months time.

15.1. Comparability - geographical

Data are compared within the Eurostat mirror check exercise with relevant countries

15.2. Comparability - over time

Comparability over time is used for data in aggregated form as well as for various breakdowns and also for data provision by individual rail operators.

15.3. Coherence - cross domain

Comparison with other transport mode is possible and is used especially as regards road freight transport.  However it is necessary to note that road transport performance concerns also transport abroad while rail transport statistics of goods follows territorial principle.

Response burden is put on rail operators.  Due to the national statistical law, costs have to be covered by a reporting unit.

The data on rail transport are published quarterly, data are considered provisional until annual data are published. Therefore data are revised annually. 

17.2. Data revision - practice

Data are revised annually as mentioned before.  If necessary, data are revised more often or retrospectivaly.  That is rather exceptional.

After uploading received data to the database, the first step of validation process takes place. It includes namely checks of format and then comparison with a previous period ( consistency over time) and in case of a problem a relevant operator is contacted for further explanation.  E-Damis tools are also used for validation processes.

 

 

 

18.5. Data compilation

After various plausibility checks, the data received from the rail operators are compiled into quarterly and annual data respectively, following the structure of the data sets which are present by the relevant Regulation (EU) 2018/643.
