3.1. Data description | |||
The OOHPI is based on the ‘net acquisitions’ approach, which measures changes in prices paid by households for the acquisition of dwellings that are new to the household sector and changes in other costs related to the ownership, and transfer of ownership, of dwellings. |

All statistics collected and published by the CSO are governed by the Law on Official Statistics passed on 29th June 1995 with subsequent amendments. Data are checked for completeness and consistency with statistical concepts and definitions. |

The scope of the data users satisfaction survey did not include the OOH so far. However, the objectives of the survey set out in the Programme of Statistical Surveys of Official Statistics are evaluated on an annual basis. User needs are systematically monitored and taken into consideration while drafting the "Programme of Statistical Survey of Official Statistics" for the next year. The organs of the state power, government and self-government administration, organizations of employers and other institutions, provide opinions on statistical surveys and recommend implementation of the new ones. Data users, e.g. universities, research institutes, enterprises or individuals may indicate their needs by data inquiries and orders. |

OOHPI covers statistics required by the Regulation (EU) 2016/792. |

Taking into account the availability of data sources and timeliness of existing data provision for the OOHPI calculation its accuracy is satisfactory. |

Sampling errors are not calculated for OOH price indices because the survey is not based on random sampling. |

13.3. Non-sampling error | |||
There are efforts to reduce non-sampling errors through continuous methodological improvements, survey process improvements and validation methods which can help us to avoid coding and typing errors. Non-response by regional statistical offices and overall non-response are calculated, and the causes of non-response are analysed. |

No regular national dissemination (periodical publication), data is delivered to Eurostat on target date (works in progress on national publication). |

14.2. Punctuality | |||
Data is normally delivered according to the time schedule. The possible time lag between the actual delivery of the OOHPI to Eurostat and the target date when it should have been delivered is less than 5 days (depending on HPI data). |

The OOHPI has no regional breakdown. |

15.2. Comparability - over time | |||
OOHPIs are comparable over-time for the whole period since they started to be regularly calculated by the Statistics Poland, i.e. first quarter of 2010. No series breaks for OOHPIs occurred since then. |

15.3. Coherence - cross domain | |||
Coherency of the OOHPIs in the light of outputs of other statistical domains is checked. It refers mainly to the HPI and the HICP (COICOP 04.3 Maintenance and repair of the dwelling) taking into account differences in coverage and methodology among these indices. |

15.4. Coherence - internal | |||
The OOHPI categories 'Purchases of newly built dwellings' and 'Existing dwellings new to households' are conceptually comparable with the HPI categories (H.1.1 and H.1.2). However the HPI does not follow the net-acquisition concept and the price of land is included in prices. |

OOHPI is a type of index which is based on statistical data produced by the official statistics such as National Accounts, Producer Prices in Construction Industry, Consumer Prices, dedicated survey and HPI data. |

18.5.1.2. Aggregation method | |||
In the case of the data collected by price collectors, the first step is to calculate an index for a particular item for each of the survey regions, i.e. unweighted price to price comparison (current month to previous month); next, the national index for a particular item is calculated, i.e. a geometric average of all indices from all survey regions, in the case of central collection, an index for a particular item is calculated, i.e. unweighted price to price comparison (current month to previous month). Aggregation of items into elementary aggregates (m/m-1 indices) the obtained price-to-price indices are then aggregated into the lowest levels of OOH classification, this is done with the use of the Jevons index (unweighted geometric mean of the price relatives – obtained in the previous stage, i.e. current month to previous month); we obtain the monthly price indices (the previous month = 100) for elementary aggregates. The next steps are: Dec t-1 indices for elementary aggregates. Monthly indices with the base of December of the previous year for elementary aggregates are calculated with the use of chain linking method with the use of m/m-1 indices m/Dec t-1 indices and recalculated into quarterly indices with the base 4Q t-1=100. HPI indices are added at the last stage of calculation. The OOHPI is chained on a yearly basis using the 4Q of the previous year as the linking period. |

18.5.3.1. Elementary aggregate formulae | |||
Jevons index, i.e. geometric average of the price relative is applied in order to calculate monthly price indices (the previous month = 100) for basic aggregates. Monthly indices with the base of December of the previous year for basic aggregates are calculated with the use of chain linking method with the application of indices with the previous month base. For O1111 and O112 we apply HPI quarterly indices. Price indices for elementary aggregates of OOHPI have the fourth quarter of the previous year as a price reference period. |

18.5.3.2. Replacements | |||
Price collectors are supervised and continuously controlled by the staff of the Regional Statistical Offices (RSOs). Any replacements have to be commented upon and explained. If further quotation of the selected product is not possible anymore, then another one is chosen, whose features are in accordance with the item’s description. The selection criteria are the popularity of purchase and the stability of the assortment, i.e. ensuring the possibility to observe the prices of the substitute during a longer period of time. It is especially important in the case of services, where specifying the scope and the details connected with service provision is crucial. |

18.5.3.3. Quality adjustment | |||
The OOHPI have different quality adjustment method due to composition based on different data sources. The OOH sub-indices for purchases of newly built dwellings and existing dwellings new to households follows HPI rules. Methods for Self-build dwellings and major renovations, Other services related to the acquisitions of dwellings, Major repairs and maintenance, Other services related to ownership of dwellings are similar to HICP rules. |

18.5.3.4. Missing prices | |||
When the products are unavailable for short periods of time, the missing prices are estimated for maximum two consecutive quotation periods and these estimates are taken into account. The estimates are done by regional statistical offices based on the average price dynamics (geometric mean) in a given Voivodeship, if the number of the item's quotations is ≥ 3. If the number of quotations is ≤ 3, the estimates are made by the Price Statistics Centre in Opole based on data from all around Poland. |

18.5.3.5. Discounts and inducements | |||
If the price is temporarily reduced, for example due to promotional sales and can be associated with a particular product, then the price is recorded. In addition, a discounted price may be collected only when it concerns a non-damaged product of full value, which has not exceeded its shelf life, for which a legitimate complaint can be filed, and the discounted price of which is not connected with the approaching expiry date. Out-of-season sales are taken into consideration if they concern products from the current season. If the price recorded is lower than the one recorded in the previous period, appropriate explanatory information is provided, in the form of text and adequate codes. |
