Statistics are compiled according to the guidance laid out in 1099/2008 so should broadly be compatible between countries.

The UK is aware of differences in some flows between countries, and has worked with partner countries to understand this where possible. The accuracy of the gas flows to Ireland was improved in 2017 as a result of this process (see, e.g., https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/622761/Enhancements_to_Energy_Trends_gas_tables.pdf.)

Differences still exist in the trade flows between countries, particularly for oil. At least is part this is due to the nature of the trade flows... an export of crude oil to/from the Belgium could be re-routed or never enter consumption in the destination country. The UK makes significant efforts to verify trade flows for imports, conducting audits which verify (in a sample of cases) the origin of the imported cargo.

For data collection, the burden on business is collected and reported by the Office on National Statistics from returns submitted by BEIS. The data are available. Data will be updated in March 2018 to reflect change in departmental responsiblity for energy to BEIS from DECC (where the data are currently shown).

Data for the compliation of balances is collected over four teams covering oil and gas, coal and electricity, renewables, and the compliation of the overall balance. The total staff involved number ~ 18FTE to cover off the publication of national and international statistics.

18.3. Data collection

The principal method of data collection is through Excel Templates that are distibuted to those in the sample or census. The bulk of this distribution and return process is managed through an online portal which offers secure transfer.

There are a few exceptions to this rule, mainly for those collections managed outside of BEIS

- the PPRS system used for oil and gas production is an online XML system managed by the OGA.

- data on autogenerators is collected by the Office of National Statistics who use a paper based system for the collection of data (though this is under review).

Both the online portal and other methods provide management tools to collate non-response. BEIS require data to meet both international and national requirements and compliance with survey deadlines is good.

Data collection forms used are included in the individual methodolgy notes. Section 10 (6) above has the list and links to the methodology notes.

18.6. Adjustment

Data provided under EU 1099/2008 is provided without seasonal adjustment, though seasonal adjustment is performed on some domestic series using standard techniques (ARIMA modelling).

Adjustments to data can arise as a result of the validation techniques outlined in previous sections can result in changes to values, particulalry in the short term. If an analysis of data indicates that a value is not plausible, then an estimated value could be used in the short term whilst invesigations continue with industry with regards to the accuracy of the submitted data. Those estimates woudl be based on the techniques noted earlier, the use of statistical techniques where appropriate (e.g. an imputed value from a regression equation, or a rolling average) or industry knowledge (e.g. the use of the previous month's data).

As also noted, adjustments are made to account for sample coverage or under-reporting with grossing factors applied using standard methodologies (e.g. a weighting factor will be applied to gross under-reporting up to the population size). As per the above comment, these adjustments are often temporary to account for late returns and willl be replaced by actual figures on receipt of the actual values.
