8. Release policy Top
8.1. Release calendar

Each release of statistical data is announced in the Release Calendar. The calendar also includes releases of authorised producers of national statistics, i.e. the National Institute of Public Health and the Bank of Slovenia. The dates of first releases are announced a year in advance, usually in November of the current year for the coming year. During the year, SURS prepares and publishes – depending on current events – special and experimental releases, which are also announced in the Release Calendar. Users can subscribe to receiving a weekly calendar on their e-mails every Monday at 9:00.

In planning the release dates, SURS makes sure that data published for the first time are as close as possible to the reference date of the statistical survey. In determining the release date, SURS always takes into account deadlines stipulated in European regulations. The release time is always 10:30 on a workday. The system of publishing releases of latest data and SiStat Database tables is automated, meaning that data are published automatically at 10:30 on SURS’s website.

8.3. Release policy - user access

SURS provides access to official statistical data to all users. The latest statistical data are published every workday at 10:30 on the date announced in advance in the release calendar. They are published in both Slovenian and English. Statistical data are published in aggregate form only. Access to microdata is only possible for research purposes. The data on the website are available free of charge.

The Statistical Office of the Republic of Slovenia (SURS) publishes First releases on energy statistics monthly (at the end of the month) and annually (provisional data in May and final data in October).

By disseminating statistical data via different channels, SURS wants to reach the users who have different needs, wishes and knowledge. In the past, SURS was publishing only printed publications, but modern times require focus on presenting and publishing statistical data in digital format. SURS presents and publishes statistical data in various forms, via various products and channels, and follows modern technological trends and standards.

10.4. Dissemination format - microdata access

The Statistical Office of the Republic of Slovenia (SURS) enables researchers to access data for the purpose of research, i.e. to all data collected with statistical surveys planned in the current annual programme of statistical surveys (LPSR). SURS also enables researchers to access data that researchers transmit to SURS with the purpose of linking them in a secure environment.

The use of the data is according to the data sensitivity in the following ways: access in SURS's secure room, remote access and using statistically protected microdata via Big file exchange system.

The Statistical Office of the Republic of Slovenia operates on the basis of the National Statistics Act and Regulation (EC) No. 223/2009 on European statistics; in performing its tasks it follows the general principles of quality management, the European Statistics Code of Practice and the Fundamental Principles of Official Statistics. In line with the stated, SURS declares that it takes into account the following principles: professional independence, process orientation, quality of products and services, planning of improvements, stimulating working environment for employees, data providers-friendly official statistics, user-oriented official statistics.

In 2019, we changed the data collection mode to Computer Assisted Personal Interviewing combined with Computer Assisted Web Interviewing, which resulted in higher response rate.

Survey is renewed according to the needs of reporting obligations or demands from current or newly involved reporting units. Major changes in the last years were:

  • 2018: Started collecting more disaggregated data – purposes of energy use.
  • 2018: Expansion of the sample. Additionally included units according to NACE Rev. 2 from A03 and E.
  • 2018: First year of implementing data from other statistical surveys for units from A01, A02 and D35 according to NACE Rev. 2.
  • 2019: Transition from a paper questionnaire to an online questionnaire.
Each year controls and automatic corrections are updated, adjusted and added. An online questionnaire is also updated annually with novelties that make it easier for reporting units to complete.

  • internal users: Environment and Energy Statistics Section.

User needs are also communicated through Energy Statistics Advisory Committee. The priority of this committee is that any changes in the energy sector adequately reflected in the changes and amendments of statistical surveys.

Costs for Household energy consumption survey in 2019 were over 9,800 EUR for printing and postage cost for the notification letters and almost 28,500 EUR for the interviewers. There were also costs for personnel working on the survey that be cannot be assessed as one employee works on many surveys. The latter applies also to other surveys on energy statistics.

Average time spent on completing a household energy consumption questionnaire was 13.8 minutes (in 2019).

Average time spent on completing annual questionnaire on Annual solid, liquid, gaseous fuels was 47 minutes (in 2020).

Average time spent on completing annual questionnaire on Monthly solid, liquid, gaseous fuels was 51 minutes (in 2020).

Average time spent on completing annual questionnaire on the consumption of energy, fuels and selected petroleum products was 68 minutes (in 2020).

17.1. Data revision - policy

A revision policy covers all national data collections. Data revision is a statistical process that changes the values of published data. The purpose of data revision is to provide the users statistical data of the highest quality. SURS determines data revision in terms of planning, time of implementation and purpose of revision. The frequency of planned data revision is balanced with the need to provide as quality data as possible and their simple use. Data are revised when newer data or data of higher quality can significantly contribute to the quality of data-based decision-making and when due to publication deadlines determined by the European or national legislation or due to unforeseen obstacles in data processing and publication, less accurate data are published on the basis of incomplete coverage.

Users are informed about data revisions. Annually, usually in January, SURS prepares the list of statistical surveys subject to planned revision of statistical data (Slovene only). Users are also informed when the data are released.
