Annual data on quantities of Electricity, Heat, Coal, Blast-Furnace Gas Oil and Oil Derivatives, Natural gas, Renewable energy sources cover the entire energy sector from supply, through transformation to final consumption by sectors and type of fuel. Also, annual data on stocks, import and export for various energy products are included. The Statistical Office of the Republic of Serbia (SORS) started to establish statistics of Annual Energy Balances in 2005 year. All data are presented in the form of energy balance in accordance with Eurostat recommendations. Data for each energy source are given in the natural unit of measure and also in TJ. Data on Final energy consumption in household by purpose were started to send in accordance to Eurostat requirements and deadline. First time data were sent for 2015, with back time series from 2010 year. For the questionnaire on Final energy consumption in households, it does not conduct a special survey, there is no special, regular way of "National data collection". Data for the questionnaire "Disaggregated Final Energy consumption in households" are provided on the basis of a project that was conducted for the needs of our Ministry of Mining and Energy. One of the results within the project was the structure of energy consumption in households, by purpose of consumption. The structure obtained on the basis of the project is used by statistics for the dissahregation of total data for households (from the energy balance) in order to fill out the questionnaire "Disaggregated Final Energy consumption in households". After the validation proces SORS sents Five Joint Annual Questionnaires to Ministry of Mining and Energy. Based on Five Joint Annual energy questionnaires, that are validated from Eurostat, Ministry of Mining and Energy provides and send SHARE questionnaire to Eurostat. Through the monthly energy statistics are presented data of Electricity, Solid fuels, Natural gas, Oil and Petroleum products. Key variables are monthly produced, imported, exported, stored and consumed amounts of solid, liquid and gaseous commodities. For each of the mentioned commodities the data are delivered to Eurostat via separate dedicated questionnaires. All definitions and data are presented according to requirements of Annex A and Annex C of the Regulation 1099/2008 and all its Amendments.

Energy statistics data cover sectors of the economy which are involved in production (energy sector 05,06,19,35 CD NACE Rev.2), selected business entities whose main activity do not belong to energy sector, trade and energy consumption, industrial sector-without area that are belong to energy sector, construction, transport, households, agriculture and others -commercial and public services). Monthly energy data cover mainly the supply side (production, trade, export, import, stocks) and to a lesser extent the consumption side. By the monthly energy statistics are presented data of Electricity, Solid fuels, Natural gas, Crude oil & Petroleum products. Data are presented in a natural measure unit and TJ. Data are available since January 2015 for Electriciy and Solid fuels; for Natural Gas since January 2017 year and for Crude oil & Petroleum products since 2020 year. |

Definitions, concepts and methodolgy for making energy balance are harmonized with established standards according to recommendations of the Regulation (EC) No 1099/2008 and its Amendments. The relationship between products and energy flows, follows the standard principlies of the energy balances. |

Reporting units are energy entities (enterprises) that perform the activity of production, supply, distribution and trade in energy products and which have a license to perform that activity. Selected business entities whose main activity are not in energy sector, but generate electricity or heat wholly or partly for their own use as an activity which supports their primary activity. The scope of the energy sector (producers, suppliers, traders, energy distributors) is full; all those who produce energy /energy products and distributors are included. Traders have a range of about 85 to 100%, depending on the type of energy source. Industrial enterprises, of which we collect data, achieve 85% of the value added in industry. Construction companies are included with 95%, while transport companies are covered with 90% and agricultural cooperatives 100%.

Monthly Electricity, Solid and Natural gas Statistics Based on Art. 13 and 14 of the Energy Law on ("Official Gazette of the Republic of Serbia", No. 40/2021), the Ministry of mining and Energy (MoME) is obliged to prepare the Energy Balance of the Republic of Serbia, which is adopted by Government and published in the Official Journal of Republic of Serbia. This document determines the annual amount of energy resources necessary for the supply, for the next year. i.e. energy products. The preparation of this document includes the data for the previous year, the estimation balance sheet for the current year and the proposal for the plan for the next year. Reporting units submit data through the IMIS database (Integrated Management Information System) - CAWI-on line questionnaire, on a mounthly level basis. Reporting units are energy entities that carry out the activity of producing and trading of electricity, coal and natural gas. Directive on the manner of handling and use of data from the IMIS application has been adopted (it is only available on the Ministry's internal portal, and can not be used by external users). The source of data for reporting on monthly energy statistics for electricity, coal and natural gas are data from the IMIS database of the MoME. Memorandum of Cooperation was signed between the MoME and the Statistical Office of the Republic of Serbia (SORS), which defines this way of providing data. Cooperation between the Ministry of Mining and Energy and the Republic Statistical officee, the role and obligations of each of the institutions related to reporting on energy statistics, is regulated by the Agreement on Cooperation between the two institutions. MoME submits summarized data (output tables) to SORS. Data on import and export of coal are taken from the SORS's Foreign Trade Department. Monthly Oil Statistics - Energy entities that perform energy activities of oil derivatives production provide data on all flows of crude oil, natural gas liquids, refinery raw materials, additives and other hydrocarbons, the Ministry of Mining and Energy (MoME), once a month, on Form Table1-1 - Supply of crude oil, natural gas liquids, refineries raw materials, additives and other hydrocarbons and on Form Table1-2 Supply finished products. Table are define through the “Regulation on the methodology for collecting and processing data and calculating the average daily net import, average daily consumption and the amount of mandatory reserves of oil and oil derivates”. Within 25 days from the end of the month to which the data relate, Ministry submits Tables in electronic form to the Statistical Office. Statistical Office in cooperation with the MoME checks the month reliability of the submitted data, investigates possible deviations and requests explanations or corrections from taxpayers. Obligors that submit forms are obliged to respond to the request of the Statistical Office or MoME regarding the data from the submitted forms within seven days. Cooperation between the Ministry of Mining and Energy and the Republic Statistical officee, the role and obligations of each of the institutions related to reporting on energy statistics, is regulated by the “Regulation on the methodology for collecting and processing data and calculating the average daily net import, average daily consumption and the amount of mandatory reserves of oil and oil derivates” and Agreement on Cooperation between the two institutions. Annual Energy statistics Data on Final energy consumption of solid biomass is taken from Ministry of Mining and Energy (Ministry). SHARE Based on the Five Joint Annual questionnaires, which SORS submits to the Ministry, the Ministry fills in the Eurostat RES SHARE tool and send data to Eurostat in order to calculate the share of renewable energy sources. The Eurostat methodology (Regulation EU No 1099/2008 and its amendments) is used in order to compile Annual Energy Balances. The concept, definition and grouping of energy and energy commodities, as well as statistical terminology, is fully harmonized with international recommendations for energy statistics given in EU Regulation No 1099/2008 and its amendments and also in document Energy balance guide. Data of energy statistics transmitted to Eurostat is coherent with the International Recommendations for Energy Statistics adopted by the United Nations Statistical Commission. The data for the Annual Energy Balance are provided by conducting the regulary survey. The level of data accuracy is high. Requests for data on energy products and flows have been formulated in accordance with the recommendations of EU Regulation No 1099/2008 and its amendments. In this way, it is ensured that the annual energy balances data are internationally comparable. Checking annual data is carried out in several ways. If there is doubt in the quality of the data, the reporting units are contacted to provide the necessary clarifications or corrections. Also, one of the methods of data checking is consistency of the time series and also energy transformation efficiency (%) checks. Surveys is renewed according to the needs of reporting obligations or demands from current or newly involved reporting units. Data source for Monthly Energy statistics Annex C (Electricity, Solid Fossil Fuels, Natural gas) : Access to the IMIS database is provided by the responsible users, who access the IMIS database through their user accounts, and are responsible for the timeliness and accuracy of the data entered. There are procedures for correcting the entered data if there is a need for it. The control of the entered data is carried out by the administrator of the IMIS database in cooperation with the persons responsible for data entry as well as with the SORS. Within the IMIS database, it is possible to quickly check whether all users have entered data for a certain period as well as at the same time quick notification and communication with a large number of responsible persons of users who have failed to enter some data. The data submitted to the SORS for the purposes of monthly reporting are according to requirements of of the Annex C Regulation 1099/2008 contain the data retrieved from the IMIS database, which are controlled in the manner described above.Requirements in IMIS database (CAWI-on line questionnaire) is renewed according to the needs of reporting obligations or demands from current or newly involved reporting units. Related to Monthly Oil statistics: Within 25 days from the end of the month to which the data relate, Ministry submits Tables in electronic form to the Statistical Office. In cooperation closely with some of our users we incorporate their needs into the data collection if it is possible: - national institutions, administration, enterprises, professional associations and citizens, - defining, implementing, monitoring and evaluating energy policy, - Eurostat, International Energy Agency (IEA) and the United Nations (UN) and - for the needs of other users. |

The control of the entered data is carried out by the administrator of the IMIS database in cooperation with the persons responsible for data entry, as well as with the SORS. If the reporting units do not answer or if any disagreement in the data is established, reporting units are contacted by telephone or e-mail in order to provide the missing information and clarifications. Within the IMIS database, it is possible to quickly check whether all users have entered data for a certain period as well as at the same time quick notification and communication with a large number of responsible persons of users who have failed to enter some data. The data submitted to the SORS for the purposes of monthly reporting are according to requirements of of the Annex C Regulation 1099/2008 contain the data retrieved from the IMIS database, which are controlled in the manner described above. Requirements in IMIS database (CAWI-on line questionnaire) is renewed according to the needs of reporting obligations or demands from current or newly involved reporting units. Monthly Oil statistics: Within 25 days from the end of the month to which the data relate, Ministry submits Tables in electronic form to the Statistical Office. Statistical Office in cooperation with the MoME checks the month reliability of the submitted data, investigates possible deviations and requests explanations or corrections from taxpayers. Obligors that submit forms are obliged to respond to the request of the Statistical Office or MoME regarding the data from the submitted forms within seven days. The annual data are published as preliminary data, as follows: - On 6th October: balance of Electricity, Heat, Coal balance, Blast Furnace Gas, Geothermal balance, Wood fuel and Biogas; - On 15th October: as the previous data, the balance of Oil and Oil Derivatives, Natural Gas are published. Data for electricity, heat and coal have been available since 2005; Since 2007 data are available for oil, oil derivatives and natural gas; data for fire wood and geothermal energy have been available since 2009; data for wood pellets, briquettes, charcoal, biogas, industrial and non industrial waste have been available since 2013 year. Annual data are available in database since 2010 year as a full time series. Monthly data for Electricity and Solid Fossil Fuel are available since 2015, for Natural gas since 2017 year., for Oil and Petroleum derivates since 2020 year. Disaggregation of final energy consumption in household data have sent to Eurostat since 2015, with time series from 2010. Traders have a range of about 85 to 100%, depending on the type of energy source. Industrial enterprises, of which we collect data, achieve 85% of the value added in industry. Construction companies are included with 95%, while transport companies are covered with 90% and agricultural cooperatives 100%.The energy balances are included the production of all producers of primary energy and transformed forms of energy. Accordingly, there was also a full coverage of energy consumption in the energy sector. In the regular annual surveys that are included: hydro power plants, solar photowoltaic, wind energy, CHP, thermal power plants, autoproducers district heating plants, oil and gas extraction, refineires, petrochemical refinery, blast furnace plant, coal mines, coal transformation, lubricants factory, producers of renewable energy (gepthermal, fuel-wood, biogas). Import / export data are taken from Depatement of Foreign Trade Statistics in SORS – Customs data), except data for electricity (data provides Serbian Transmission System and Market Operator), crude oil (data provides NIS company) and natural gas (data provides National gas company). Data on the stocks at the beginning and end of the year SORS gets from energy producers, energy distributors, trade enterprises, industrial enterprises. Showing losses depends on the type of energy (transfer, distribution or transport). Final Non-energy consumption аre provided from industrial enterprises through a separate statistical survey. Data on final consumption for energy purposes are based on the specific questionnaires created for energy producers, energy distributors, trade enterprises and industrial enterprises. In addition to, we used data collected by other Statistical Office`s departments within their statistical surveys (Department of Transport, Department of Agriculture and Department of Construction). Data of final energy consumption of biomass is taken from Ministry of Mining and Energy. Questionnaires are sent to the reporting units at the end of February, in the current for the previous year.
