Energy statistics are collected to produce the energy balance of Finland - starting from primary energy production including exports and imports, the inputs and outputs of transformation sector including imports and exports and the end use of energy by sector including exports and imports. Thus all units involved in such activity in the geographic area of Finland belong to the population of the statistics.

6.1. Institutional Mandate - legal acts and other agreements

The compilation of statistics is guided by the Statistics Act. The Statistics Act contains provisions on collection of data, processing of data and the obligation to provide data. Besides the Statistics Act, the Data Protection Act and the Act on the Openness of Government Activities are applied to processing of data when producing statistics. 

Statistics Finland compiles statistics in line with the EU’s regulations applicable to statistics, which steer the statistical agencies of all EU Member States.

7.1. Confidentiality - policy

The data protection of data collected for statistical purposes is guaranteed in accordance with the requirements of the Statistics Act (280/2004), the Act on the Openness of Government Activities (621/1999), the EU's General Data Protection Regulation (EU) 2016/679 and the Data Protection Act (1050/2018). The data materials are protected at all stages of processing with the necessary physical and technical solutions. Statistics Finland has compiled detailed directions and instructions for confidential processing of the data. Employees have access only to the data essential for their duties. The premises where unit-level data are processed are not accessible to outsiders. Members of the personnel have signed a pledge of secrecy upon entering the service. Violation of data protection is punishable.

Quality management requires comprehensive guidance of activities. The quality management framework of the field of statistics is the European Statistics Code of Practice (CoP). The frameworks complement each other. The quality criteria of Official Statistics of Finland are also compatible with the European Statistics Code of Practice.

11.2.1. Quality assessment – data collections

Foreign trade statistics The delay of published data is about two months after the reference period. CN headings are not fully consistent with the commodities of energy statistics (e.g. for peat, wood fuels and petroleum products) StatFin's access to company level data combined with external data sources allows StatFin adjust the figures to meet the requirements of energy statistics. Further, LUKE and StatFin have in co-operation developed a common calculation for wood fuel imports and LUKE is now responsible for that calculation.

Energy use in manufacturing There is some uncertainty in grossing up method used due to heterogeneous energy consumption patterns of local units. Feeding of production data base by admin data from Motiva and reallocation of the sample survey to meet the new more detailed reporting requirement. 
Hard coal consumption and stocks Monthly data is preliminary regarding consumption. The sample group of businesses is updated when business give up the use of coal . 
Estimation model for space and water heating Main heat source data of the official Housing and Building Stock register are out of date especially for light fuel oil and ground heat pumps. Data is corrected with yearly sample data, but his correction can only be performed at country level. The model takes into account the supplementary heating systems (or heat sources). However, their share vary by heat source, so maintaining an accurate picture of their share requires continuous data collection. Further, the grossing up to the energy source totals entails uncentainties.  New type of data collection was introduced for the heating season 2016-2017 to evaluate the uncertainties in the residential model. This excercise combined with user needs and known new data sources resulted in decision to opt for unit data based production in future. Alternative dataset like the energy certificate register have been explored. Presently, the most promising datasource seems to be the coming electricity data hub.
Agriculture and horticulture energy consumption The main survey is carried out only every two or three years. Cooperation between LUKE and StatFin has been improved and increasing number of data sources has been used.
Dedicated energy enquiry to iron and steel industry Any problems can be identified. Close contacts with respondents and study visits to the sites.
Peat production and sales The cut down of the peat production in last few years was unevenly distributed, the larger producer cutting more than the smaller making the sample of data collection less representative. The data collection was transferred from the Bioenergy association to Statistics Finland.
Electricity consumption by sector Classifications of metered user point is not always accurate, reasons include double function eg. household and farm and activity change without change in electricity contract e.g. in rented premises.   The data is complemented with other data sources most importantly industrial transmission grid consumption, so that it can be used as a frame for electricity balance. The coming electricity data hub is expected to improve the accuracy and the level of detail. 
Calculation model for home appliances The calibration of the model is outdated. The total consumption of electricity by type of dwelling was checked against the sample data from 2016-2017 and no need for major revision was detected. Given the other uncertainties in the modelling (e.g. heat pumps), it was decided that the data collection and calibration would be redone, when the electricity datahub is up and running.  
Power plant register The level of detail in the data does not always meet reporting requirements. For instance, the effects of a gas turbine and a diesel generator are reported as a sum.   The maximum capacity has been defined to the maximum hourly capacity. Windmills are now cover better than earlier. 
Small scale power installations Ensuring good enough coverage in this fast developing, yet presently small sector. Our data collection practises rely on administrative data sources which in future may not cover eg. energy communities.  The data collection has been established and the calculation methodology for small scale solar PV established and implemented. 
Average burnup of definitively discharged irradiated fuel elements No recognized problems. No need for improvement.
Imports of natural gas (incl. biogas injected to natural gas pipeline) Statistics Finland is unable to verify the LNG import data from Finnish Customs. There are uncertainties regarding exports data which requires further clarifiations ja investigations.  Data collection has been adapted to changes in market structure - a new point of entry to gas market and the increased use of LNG.
Monthly electricity statistics: production by types and fuels, imports and exports, gross consumption No major problems. Collection has been stable for many years. It is very reliable. 
Solid wood fuels in heating and power plants Data quality from respondents is not as complete as one would wish and answers are not delivered timely.   The data collection responsibility has been redistributed so that LUKE is responsible for collecting the data of the large and mid size users and Työtehoseura (TTS) is responsible for collecting the data of small users.  
Biogas survey The heterogeneity of biogas plants poses problems for the design of the questionnaire. The respondents are not able adapt their answers without understanding the purpose of the questions. The data collection was transferred to Statistics Finland and is now carried out in co-operation with LUKE and SYKE. The questionaire is being updated in response to feedback received.  
Oil refinery intake and output (incl. biofuel) The borderline of processes of reported data. The biofuel production is included (biofuels production is integrated at the oil refinery site). Headings for petroleum productsare not fully consistent with the commodities of energy statistics Close contacts with respondents and study visits to the sites. Data compilers' increased knowledge of the oil refining processes and the relating details.
Domestic sales and stocks of petroleum products The data collection covers well the sales of energy commodities, but less so of lubricants because one of the large actors refuses to provide information.   The data collection was transferred from the Petroleum and biofuel association to Statistics Finland without problems. In addition, small refinements in product classifications. 
Specific survey on heat values, densities and production capacities for petroleum products and biofuels. Data is not availabe for all values.  Several meetings have been organised with companies.
Heat pump stock and heat generation and electricity consumption of heat pump Air-to-air heat pumps (reversible) are in increasing numbers used in other sectors than households and often used for air-conditioning only.  The present model does not describe this well. The development needs of the heat pump model have been checked against survey data and energy efficiency register data. Following development needs have been identified: lifetime of air-to-air heatpumps need be increased, distribution between sectors changes in time and need be determined regularily,  the energy calculation of air-to-air heatpumps needs updating.
District heat sales by sector The sector sales data is decreasing in quality and the number of enterprises under the treshold is increasing. The imputation method has been developed to divided the heat production to sectors.

12.1. Relevance - User Needs

The need for renewed content is identifyied by keeping regular contact with interest groups like ministries and industry organizations. In addition, the market development and the new legistlation is followed.

The need for renewed practises is identified by collecting feedback on questionnaires and by discussing with respondents or data collecting parties. Questionnaires are updated based on feedback. In addition, changes in legistlation are reflected in the data collection. Eg. the electricity data hub will impact number of our present data collections.

12.2. Relevance - User Satisfaction

User satisfaction is followed from informal feedback from users. Stakeholder feedback was collected in support of the development of the new data system. The report (in Finnish) can be found on the webb page of the project.

Most of the energy statistics are based on census, so sampling error is an insignificant source of error. The energy totals are well known, but the breakdowns of the numbers contains more uncertainty, because register based sales and other data may contain classification errors and the allocation models are not reqularily calibrated with relevant consumption data.

13.3. Non-sampling error

Energy statistics in Finland are mostly based on census data and thus non-sampling erros is relevant. This is discussed in more detail in chapters 13.3.1-13.3.5.

The quantification of coverage error requires that the target population can be defined and the correspondence between frame and the target population be compared. Energy sector used to be dominated with large companies and data collection was directed to these.  These companies still produce most of the energy and the use of tresholds in data collection is still reasonable. However, the ongoing change towards distributed production introduces need to follow the development of small scale energy enterprises as their importance is increasing and may in future result in significant undercoverage error.

Present production system of energy statistics relies heavily on excel, which makes it susceptible to processing errors. Much effort is spent to avoid the errors and a new system is being built to reduce the manual workload. Further, register data typically suffers from processing errors.

13.3.5. Model assumption error

Energy Statistics cover a large scope of variables. Some variables like electricity production and consumption are measured for operational purposes and the data collected from operational systems is very reliable.

Models in energy statistics are typically used to divide a known amount of energy consumption into end uses. The total is then reliable, but the reliability of the division depends on the quality of the model. In some instances the quality can be statistically tested.

Models are also used for obtaining data that is difficult to measure e.g. residential solar PV's, for which direct measurement is not viable.

15. Coherence and comparability Top

Statistics Finland applies the concepts defined in energy statistics manual , so in principle the figures can be compared to those of other countries.

15.1. Comparability - geographical

The figures are comparable within Finland, but for Åland. Åland is not part of the Finnish transmission electricity grid and this results in some missing information.

However, the practises of countries use vary, eg. some countries include holiday residences in household energy consumption, others do not and this results in non-comparable figures.

15.2. Comparability - over time

Time series availability depends on the lenght of the data collection period, changes in the phenomenon and the changes in the methodology. The latter two are often intwined e.g. classification change reflects the adoption of new fuels. Revision practise of energy statistics allows for adjusting time series for method changes. However, this is only possible if data has been collected in such a format that the revised methodology can be applied. 

 

15.2.1. Length of comparable time series

The length of comparable time series depends on the level of aggregation. Energy aggregates are typically comparable over the reported time period, but the more detailed data is not.

15.3. Coherence - cross domain

Statistics Finland has co-ordinated the collection of energy statistics with the other authorities and industry organizations to reduce overlapping areas of work and to ensure coherence of published statistics in Finland. Number of organizations are involved in collecting and producing energy statistics.

 Energy statistics do not use the definitions of the national accounts, but the definitions of the energy statistics manual.

16. Cost and Burden Top

Cost

Energy Statistics team in Statistics Finland has ten full-time employees, which corresponds to roughly a budget of 600,000 euros. In addition, the development activities is financed separately. It is important to remember that the widespread use of register data and shared data collection practises mean that much of the data collection cost is carried by other parties.

Burden

The shared data collection practises and use of administrative data reduce the burden of respondents. The practise is prescribed by the Finnish law. The use of administrative data makes the the production process more complicated as the data needs to be adjusted for statistical purposes. Further, the content of the administrative data is typically restricted to questions for which the system is intended and additional data needs cannot be met.


17. Data revision Top
17.1. Data revision - policy

Revisions – i.e. improvements in the accuracy of statistical data already published – are a normal feature of statistical production and result in improved quality of statistics. The principle is that statistical data are based on the best available data and information concerning the statistical phenomenon. On the other hand, the revisions are communicated as transparently as possible in advance. Advance communication ensures that the users can prepare for the data revisions.

 

The reason why data in statistical releases become revised is often caused by the data becoming supplemented. Then the new, revised statistical figure is based on a wider information basis and describes the phenomenon more accurately than before.

 

Revisions of statistical data may also be caused by the calculation method used, such as annual benchmarking or updating of weight structures. Changes of base years and used classifications may also cause revisions to data.

17.2. Data revision - practice

Revision practises for publications are described in the documentation of the metadata of the publications (links are given in question 10.6).

Some of the publications provide preliminary data that is revised according to a given schedule. Final published data based on collected register or survey data is seldom revised after final figures are published. Revision requires that a major error is found in the data. However, some data within publications is based on modelling and this data may be revised when the model structure is modified or the model is recalibrated.

18.4.1. Data validation – national data collections

Hard coal consumption and stocks There's checks between monthly and annual data. Preliminary annual figures are calculated by aggregating the monthly figures. The final annual data is validated at plant level by comparing it with data from external data sources such as annual monitoring data of EU ETS, emission monitoring and environment loading data system and electricity and heat production survey. Also net calorific values are calculated and checked against default values if the data is reported both in physical and energy units.
Estimation model for space and water heating The model combines sectoral sales data (District Heating Statistics, Natural gas Statistics, Electricity Statistics and Fuelwood Consumption in Small-sized dwellings) with the housing and building stock, unit energy consumption and heating degree day.  The data from  Statistics Finland's Household Budget Survey, Income Distribution Statistics, survey on Renovation Building of Dwellings and Detached Houses are used to correct the outdated heating energy source data. Other data like data on Household Electricity Consumption is used for calibration. The model result is fitted into the energy balance. Model is adjusted if needed.
Agriculture and horticulture energy consumption The plausibility checks are used against the previous years data. The plausibility checks and comperisons with other data sources are performed. Fitting to the boundaries of the energy balance is taken into account.
Dedicated energy enquiry to iron and steel industry Data is checked and supplemented before keying in the database. The consistency of data is verified.
Peat production and sales Previous answers are used to check the plausibility of new answers, further the total is evaluated against data fuel data of production of electricity and heat data collection and other available market information.

The calculation model uses the Housing and Building Stock as the annual exogenous data. The first estimate of the heating use is obtained by multiplying the building stock by unit consumption coefficient adjusted for heating degree days. This estimate is then compared with the realised energy use by energy source. The level of detail of energy use varies by energy source and by year. The model is adjusted when systematic discrepancies emerge.

The population frame is the Agricultural and Horticultural Enterprise Register of LUKE. LUKE conducts two regular sample surveys: Energy use in agriculture and horticulture every 3. years and Energy use in greenhouse enterprises every 2. years. Other base data sources consists of the Exhaust emissions and energy use model of working machines and off-road vehicles by VTT Technical Research Centre of Finland, District heating statistics and Electricity consumption statistics by Finnish Energy Industries, Fuelwood statistics by LUKE, data on energy tax refunds by Tax Administration of Finland and Estimation model for space heating and water heating by StatFin. Alongside with base data, estimation techniques was used for years when surveys is not done. Data is collected annually from local distribution network operators and it utilises the metered data. Survey is a census covering all grid-connected consumption of electricity by user group. The final electricity consumption data by sectors is provided by integrating different data sources and methods. Other data sources are e.g. Energy use in manufacturing survey, Agriculture and horticulture energy consumption survey. In addition, Statistics Finland surveys the electricity consumption in transport.

The data of imports and exports of natural gas is reported by natural gas transmission operator. Two points of entry to transmission network: Imatra and Inkoo. In addition, two LNG terminals Pori and Tornio (2020) owened by two companies, one of which joint venture. Gasgrid operator provides us the imports and exports of transmission network and the amount of biogas. LNG imports come from the customs as a part of the foreign trade data. Data is converted from original unit to reporting unit. The monthly imports are aggregated in order to provide annual statistics. The average conversation factors based on measured characteristics of transmission network are submitted to StatFin once a year or on request. LNG operators report their stock montly.
