In order to obtain data about the energy consumption of households, non-regular surveys are organised over a few years. In the years when the survey does not take place, data are estimated based on the data structure of the previous survey, the data of enterprises selling fuel and the data from the Household Budget Survey.

For basic data the joint questionaires is used. Other data recieved from administrative sources:solar energy from electricity transmission company, renewable liquid biofuels from environment agency, stat. transfers data from Ministry of Economic Affairs and Communications. Heat pumps data is based on the model.

Fuels are classified according to the standard code list of fuels. The standard code list is based on the Standard International Energy Products Classification (SIEC).

Annual energy statistics data covers all sectors of the economy that are involved in the production, trade, energy transformation or energy consumption.

Notifications about the dissemination of statistics are published in the release calendar, which is available on the website. Every year on 1 October, the release times of the statistical database, news releases, main indicators by IMF SDDS and publications for the following year are announced in the release calendar (in the case of publications – the release month).

11.1. Quality assurance

To assure the quality of processes and products, Statistics Estonia applies the EFQM Excellence Model, the European Statistics Code of Practice and the Quality Assurance Framework of the European Statistical System (ESS QAF). Statistics Estonia is also guided by the requirements in § 7. “Principles and quality criteria of producing official statistics” of the Official Statistics Act.

11.2. Quality management - assessment

Statistics Estonia performs all statistical activities according to an international model (Generic Statistical Business Process Model – GSBPM). According to the GSBPM, the final phase of statistical activities is overall evaluation using information gathered in each phase or sub-process; this information can take many forms, including feedback from users, process metadata, system metrics and suggestions from employees. This information is used to prepare the evaluation report which outlines all the quality problems related to the specific statistical activity and serves as input for improvement actions.

ADMINISTRATIVE DATA

The Estonian Tax and Customs Board provides data on fuel stocks at the end of the month in customs and excise warehouses and free zones by commodity codes of the Combined Nomenclature (CN) and inland consumption of liquid fuels.

DATA FROM OTHER STATISTICAL ACTIVITIES

Data on imports and exports from statistical activity 22303 “Foreign trade” and data on fuel production from statistical activity 22201 “Production indices” are used.

In the case of other energy consumers, sample survey is used. The total population includes economically active units. An extensive outturn account is received from the information system of governmental accounts of the State Shared Service Centre: maintenance costs of registered immovables, buildings, premises, real estate investments and structures (heating and thermal heat – accounts 551100, 551120, 551130, 551200; electricity – accounts 55101, 551121, 551131, 551210), vehicle maintenance costs (fuel – account 551300). Number of objects: 2,000.

Data on stocks in excise warehouses and inland consumption of liquid fuels are received from the Estonian Tax and Customs Board.

Data on sources of pollution received from the Estonian Environment Agency are used for pre-filling questionnaire “Energy”.

Data from statistical activity 22303 “Foreign trade” are used.

18.3. Data collection

Data are collected and the submission of questionnaires is monitored through eSTAT (the web channel for electronic data submission). The questionnaires have been designed for independent completion in eSTAT and include instructions and controls. The questionnaires and information about data submission are available on Statistics Estonia’s website at https://www.stat.ee/en/submit-data/about-data-submission. Data are collected with the monthly official statistics questionnaire “Production and trade of energy, consumption of fuels”. Data are collected with the annual official statistics questionnaires “Power plant”, “Energy” and “Consumption of fuels and energy". The data from the Tax and Customs Board are obtained via an FTP-server

First editing and validation process takes place at micro data level. The data editing program is applied to all entered date. All errors are marked and if it is necessary the data are improved together the data producers of enterprises. Second editing and validation process takes place after the aggregations. If unreal estimations or very big changes in comparison with last year are discovered the micro data in certain variable are checked once more to find out the source of error. Arithmetic and qualitative controls are used in the validation process, including comparison with other data. Before data dissemination, the internal coherence of the data is checked.

The coherency of results with previous periods' results is checked at the level of each commodity.

In the case of missing or unreliable data, estimate imputation based on established regulations will be used.

Variables and statistical units which were not collected but which are necessary for producing the output are calculated. New variables are calculated by applying arithmetic conversion to already existing variables. This may be done repeatedly, the derived variable may, in turn, be based on previously derived new variables.

Microdata are aggregated to the level necessary for analysis. This includes aggregating the data according to the classification, and calculating various statistical measures.

The collected data are converted into statistical output. This includes calculating additional indicators. Last year's data may be adjusted until final annual statistics are available.
