Energy Statistics monitors entities across all sectors of the national economy. Therefore, the subjects of activities with the CZ-NACE code 01 to 96 are included in the monitored industries. Energy statistics use our own statistical surveys in the field of energy, as well as other data sources from the CZSO and administrative data sources from other institutions. The statistical surveys themselves are carried out using annual and monthly statistical reports.

The issue of data confidentiality is regulated by national and international legislation. In the case of coarse classifications, views there is no problem with data confidentiality. However, the Czech Republic is a small country with a small number of enterprises. Therefore, with more and more detailed classifications, views of data, the issue of data confidentiality becomes more and more important. |

Important aspects and procedures of quality management within statistical production process as well as methodology are documented by the internal Statistical Metadata System in the Czech Statistical Office (also in the form of so-called Technical projects), event. instructions for surveyors that are available for every statistics produced. Technical projects in general contain description of the primary input data, data sources, definition of population, sampling procedure, processing technology, requirements for data transfer, control relations and checks, automatic corrections, definition of organization responsibilities, description of controls and relations, definition of outputs, description of input, source and user databases, backups, schedules of project and program preparation, schedules of preliminary and final processing, etc. In the Czech Statistical Office there is a process of technical project preparation that is coordinated by the Department for Methodology of Performing Statistical Processing. For these purposes every year the so-called Schedule of technical preparation of statistical surveys is discussed in the advisory bodies of the President, where activities, terms and responsible units are specified. |

In statistical surveys, the biggest errors and risks are related to sampling error and in the case of non sampling error these are measurement error and non response error in the form of unit non response rate and item non response rate. In the case of sampling error and its expression in the form of a coefficient of variation, there are a large number of firms of different sizes with different fuel and energy consumption in different sectors of the national economy. This affects the coefficient of variation itself. This applies mainly to the industrial sector where there are large firms and also a large number of small firms. In the case of the transport, services and household sectors, consumption is already more homogeneous. In case of non sampling error the biggest errors are measurement error and then non response error. These errors are caused by firms' unwillingness to engage in thorough statistical reporting. Respondents are inattentive and often misunderstand or refuse to understand the various data collected. Therefore, respondents make errors in some of the data reported. Sampling error is expressed like coeficient of variation. All businesses survey are non-probability. Businesses are sent reports based on the selection criteria of individual reports. These criteria are the predominant CZ NACE activity code and also the size of the enterprise based on the number of employees. In the case of the household sector, a two-stage probabilistic random sampling is performed. In the first stage, the statistical circuit is selected. In the second stage, six apartments in each selected census district are randomly selected.

The most important errors are measurement error and non response errors Measurement error On some forms, respondents misunderstand the methodology and how to fill in the data. The methodological instructions and explanatory notes have been expanded. In the case of liquid fuels, the units of measurement will be revised. At the same time, illustrative examples of correct completion are included. In order to reduce measurement errors, programmed logic controles, year to year and month - to month controles are created to monitor a large number of these errors. Non response errors Unit non response - rate In case of economic subjects some forms have 0 % unit non response - rate. Some forms have about 10 % unit non response rate. Largest non response - rate has survey Energo (households) which is voluntary. In the case of economic subjects, it is possible to telephone or send written or electronic reminders and notifications to these operators and try to obtain the required data. In the case of households, one of the ways to reduce unit nonresponse is to increase the frequency and number of visits, reduce the questionnaire to the necessary minimum of questions that will not be too professionally demanding, use other means of communication such as email, telephone. Item non response - rate In order to eliminate, reduce item non response - rate, logic checks are included across the entire report. In addition, year-to-year and month-to-month checks on the completion of individual items are incorporated. In the event of ambiguity in completion, the respondent will be contacted by telephone to clarify the entry data.

Under the Statistical Reporting Ordinance, individual enterprises are obliged to report data in the statistical returns they receive. Also for this reason a very low non response is achieved, in most cases the non response is 0. This situation does not apply to the household sector where participation in the survey is voluntary. Households often refuse to participate because of fear of strangers, they refuse to provide their data for any use, household members are often unreached and they also refuse to provide very sensitive data on their energy situation for fear of misuse. |

Estimation of liquid fuel consumption in the construction. Here the relevant NACE groups 41, 42, 43 are used. These consumption figures are the initial values collected. These values are further modelled on the basis of trends obtained from increases, decreases in the volume of work in the construction sector and then also on the basis of information from other administrative data sources such as press monitoring in the current and previous year.
Estimation of diesel fuel consumption in agriculture The data are calculated using the established diesel consumption norms for each selected crop. The sum of these corresponds to the total diesel consumption in crop production. The consumption for livestock production corresponds to 20 % of the calculated consumption from crop production. Total agricultural consumption, excluding off-site transport and off-field work, corresponds to the sum of the consumption of crop and livestock production.
The results of the EP 5-01 survey are used as a basis. These results are adjusted by estimation using indices. In the case of the construction sector, the average temperature between the current and the previous year is used for the indices, and then the construction production index coming from the construction department of the CSO. In the case of the agricultural sector, consumption is estimated based on the average temperature between the current and the previous year and then on the agricultural production index coming from the Agriculture and Forestry Department of the CSO. In the case of the commercial and public sector, the indices consider the temperatures in the previous and current year and then the annual aggregation index of district heating consumption coming from ERO data.

15.3.1. Coherence - sub annual and annual statistics | |||
Monthly and annual statistics are coherent during whole year. Monthly data and outputs are one of the bases for calculating annual data. Data are coherent in all fuels and energy. At the end of the year, slight deviations of up to 3% between monthly and annual figures can be found in a few fuel and energy cases. These deviations are due to the refinement of the annual data with additional data sources. In addition, there may be exceptional changes to the data in the monthly returns in terms of corrections to the data by individual respondents. |

15.3.2. Coherence - National Accounts | |||
In the case of national accounts, data from energy statistics serve as source data for calculations in the relevant area. In particular, these are data on fuel and energy consumption in each of the 2 to 4 CZ-NACE sectors. Data from energy statistics are tracked in units of measurement. The national accounts track data in monetary terms. There is therefore a risk of converting values from units of measurement into monetary terms. It is necessary to use the correct unit price of the fuel and energy in question. In the case of annual consumption, it is very difficult to determine the average unit price. This can lead to inconsistencies between data from national accounts and data from energy statistics. For some fuels, in order to convert them into monetary terms, it is necessary to first use the value of the correctly determined calorific value for the calculation. |

The bulk of the data used and reported is obtained through statistical reporting. Several additional administrative data sources are used for the full compilation of the data. These are mainly the Annual Reports from the EnergyRegulatory Office, which provide detailed information on electricity and gas. In addition, data from the Czech Hydrometeorological Institute, the so-called REZZO, where additional data on boilers and other combustion plants can be found. For the refinement of data in the transport sector, data from the Technical Inspections and the Vehicle Register are used where there can be find data on the types and distribution of each type of car, data on the type of fuel consumed, average fuel consumption and other characteristics. |
