3.6. Statistical population

The great majority of data for energy statistics comes from administrative sources which cover the ‘universe’.

The only data collection that involved a survey in 2020 was ‘Fuel consumption and allocation by economic activity’. Please note that this survey collects data for environmental accounts (Pollution Abatement and Control Activities) and an additional table on fuel consumption was incorporated to meet the need for data on fuel consumption by economic activity. The survey’s target population was 5386.

6. Institutional Mandate Top
6.1. Institutional Mandate - legal acts and other agreements

Article 3 of the national Official Statistics Law, No. 25(I) of 2021 defines the functions of the Statistical Service of Cyprus regarding the production and dissemination of official statistics. Moreover, Article 13, explicitly stipulates the mandate for data collection and introduces a mandatory response to statistical enquiries by stipulating the obligation of respondents to reply to surveys and provide the data required. This relates not only to national but also to European statistics which, by virtue of Article 8 of the said Law, are incorporated in the annual and multiannual programmes of work without any further procedure.

Notifications about the dissemination of statistics are published in the release calendar, which is available on CYSTAT’s website. The annual release calendar, announced during the 4th quarter of the year, includes provisional dates of publication for the following year, which are finalised the week before publication.

According to the Dissemination and Pricing Policy of the Statistical Service of Cyprus (section 2.3) CYSTAT΄s main channel for dissemination of statistics is the website, which offers the same conditions to everyone and is updated at the same time every working day (12:00 noon). Privileged pre-released access (of no more than 1 day in advance) has been granted to a few selected users for specific statistics. These are specified in the Dissemination Policy (section 2.3).

Statistical micro-data from CYSTAT’s surveys are accessible for research purposes only and under strict provisions as described below:

 

Under the provisions of the Official Statistics Law, CYSTAT may release microdata for the sole use of scientific research. Applicants have to submit the request form "APPLICATION FOR DATA FOR RESEARCH PURPOSES" giving thorough information on the project for which micro-data are needed.

 

The application is evaluated by CYSTAT’s Confidentiality Committee and if the application is approved, a charge is fixed according to the volume and time consumed for preparation of the data. Micro-data may then be released after an anonymisation process which ensures no direct identification of the statistical units but, at the same time, ensures usability of the data. METHODOLOGICAL INFORMATION

Scope and Coverage

The collection of data on Imports, Sales and Stocks of Petroleum Products is carried out on a monthly basis.

It concerns the sales of petroleum products from filling stations and the sales to government departments, to the British Bases and the United Nations, to ships and to other customers, as well as the stocks held at the end of each month. Only the petroleum companies are being covered. Additionally, the imports of petroleum products imported directly from the Electricity Authority of Cyprus (EAC) and the manufacturing industry are also included.

Data collection

The collection of data is conducted by the Statistical Service on a monthly basis by electronically receiving a purpose-designed questionnaire from each of these companies.

 

There are no other national metadata files since we use Eurostat’s handbooks and guidelines.

Local Petroleum Trading Companies' Imports, Sales and Stocks The trading of fuels on the wholesale market is sometimes tricky because we need to make sure that the amount of a certain fuel sold from company A to company B is the same amount purchased by company B from company A. It is necessary to make these cross-checks in order to ensure correct closing stocks. An excel file with formulas making all these cross checks between companies has been set up in order to easily identify and correct such discrepancies. When such an inconsistency arises, the responsible officer contacts the two involved companies directly via a phone call.

12. Relevance Top
12.1. Relevance - User Needs

We receive many enquiries every year regarding the wide spectrum of energy statistics and we respond to all of them. The great majority of times we meet users’ needs or we help them to locate the correct contacts who can respond to their requests.

 There are some recurring requests from academia for dissemination of microdata so that they can build their own time series for modelling purposes.

In 2020 we had an enquiry from a member of the parliament regarding the use of solid biofuels.

We also have requests from students and members of the public.
12.2. Relevance - User Satisfaction

Since 2008 (with the exception of 2010, 2013 and 2020) CYSTAT carries out an annual online “Users Satisfaction Survey”. The results of the surveys are available on CYSTAT’s website at the link attached below.

Overall, there is a high level of satisfaction of the users of statistical data published by CYSTAT.

15.3. Coherence - cross domain

During the last few years, we have made great efforts to have comparable data across domains. This is especially true for the data included in the National Energy and Climate Plan and other reports sent by the Energy Service to DG ENER.

The sum of the 12 monthly statistical outputs is usually very close to the annual statistical output. This is especially true for imports and deliveries of oil products. There were larger discrepancies when comparing the accumulated monthly and annual data on biofuels because such data was available at the end of the year. As the usage of biofuels increases, we try to make better estimations and give more precise monthly figures.

Regarding electricity & heat data, the statistical outputs of electricity from combustible fuels is comparable. There are however larger discrepancies for electricity from renewable sources because reconciliation of electricity meters is not a straight forward task.

17.2. Data revision - practice

Regarding Foreign Trade Statistics (monthly), revised monthly data are provided approximately 70 days after the end of the reference month for further cross checking. 

Concerning Foreign Trade Statistics (annual), the Foreign Trade Statistics Division of Cystat provides annual data twice in a year (at t+3 and t+10 months), which leaves plenty of time between the two occasions to cross check the data and correct any mistakes, if needed.

For Local Petroleum Trading Companies' Imports, Sales and Stocks, if a revision is necessary, we follow our dissemination and pricing policy so that the publication is revised as soon as possible, indicating which item was revised. If needed, we also send the relevant revised questionnaire to Eurostat.

Regarding Electricity Production monthly (Transmission System Operator), finalised annual data is requested 5 months after the end of the reference year, once all data from TSO's meters is gathered and double-checked. The new set of data is compared to the cumulative monthly data and revisions are made wherever needed.

Concerning Electricity Production from Renewable Sources monthly, revisions to the cumulated monthly data are carried out once we have the annual production from the net metering scheme.
