3.1. Data description
The full range of the energy sector, from supply through transformation to final consumption by sector and fuel type, is covered by annual data on quantities for crude oil and petroleum products, natural gas and manufactured gases, electricity and derived heat, solid fossil fuels, renewables and waste. Additionally, data on annual imports and exports of different energy carriers by country of origin and final destination are given, as well as infrastructure information.
Data on annual statistics are collected according to Annex B of the Regulation (EC) No 1099/2008 of the European Parliament and of the Council of 22 October 2008 on energy statistics.
Monthly energy data collections cover the most important energy commodities: Crude oil and Petroleum products, Solid fuels, Natural gas and Electricity. 
Data on monthly statistics are collected according to Annex C of the Regulation (EC) No 1099/2008 of the European Parliament and of the Council of 22 October 2008 on energy statistics.
A description of national data collections of energy statistics in Bosnia and Herzegovina and its links to EU data collections are provided in table 3.1.1.

Solid biofuels data Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina (MoFTER) Data for solid biofuels from the referent year 2018 was mostly provided by MoFTER BiH. These are the results of  the GiZ ProEE and ProEE project and use of the modeling method by LEAP software. LEAP (Long-range Energy Alternatives Planning system) is a widely used software tool for energy policy analysis and climate change mitigation assessment developed at the Stockholm Environment Institute (SEI).

For energy statistics, definitions, concepts and methodology are harmonised at international level. The methodology is described in the Energy Statistics Manual. Definitions of Annex A of Regulation (EC) No 1099/2008 on energy statistics apply. 
National methodology for data collection and production of the individual energy balances of Bosnia and Herzegovina is in line with requests of Regulation (EC) No 1099/2008 on energy statistics and its Annexes .

Solid biofuels data For the first time in BiH, the balance of renewables was produced for the reference year 2014 based on the results of the Survey of energy consumption in households in Bosnia and Herzegovina. The same balance for ref 2015 was produced based on these data estimates. For the last three reporting cycles, data for solid biofuels were mostly provided by the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, as one of the results of their project with GiZ and use of the modelling method by LEAP software.

6.2. Institutional Mandate - data sharing
The procedures for data sharing and coordination inside the statistical system in Bosnia and Herzegovina are defined in legal institutional framework through the Law on Statistics in BiH.
 
The  Law on Statistics  of BiH establishes the legislative framework for the organisation, production and dissemination of statistics of Bosnia and Herzegovina (Official Gazette of Bosnia and Herzegovina No. 26).
Within the framework defined by this Law, the Agency for Statistics of Bosnia and Herzegovina  is the competent body to process, disseminate and endorse Statistics of Bosnia and Herzegovina.
- Law on Statistics of BiH (Article 8 (e)):
the Agency for Statistics of Bosnia and Herzegovina collect, process and disseminate statistics of Bosnia and Herzegovina in accordance with internationally accepted standards based on data submitted by the Entity Institutes and/or data collected directly by the Agency. For these purposes the Agency may (i) where it considers necessary for the performance of its statutory functions provided herein collect statistical data from any Statistical Unit in the Entities; and (ii) collect data for its statutory functions provided herein from BiH Institutions; legal entities at the State level.
 
- Law on Statistics of BiH (Article 18 (3)):
The Entity Institutes shall in collecting and processing Statistics of Bosnia and Herzegovina apply the standards and practice issued by the Agency and transmit the data in accordance with the Agency’s requirements.
 
- Law on Statistics of BiH (Article 19 (1) (4)):
In order to ensure the quality of Statistics of Bosnia and Herzegovina and retain the trust of the public therein, the organisation and implementation of the Programme or any other statistical activities to which this Law applies, shall be governed by the principles of reliability, objectivity, relevance, importance, statistical confidentiality and transparency.
Information necessary to evaluate the quality of Statistics of Bosnia and Herzegovina, notably the methods used for the production, and how the principles are compiled with, shall be publicly accessible.
The competent authorities for organizing, producing and disseminating statistics are: The Agency for statistics of Bosnia and Herzegovina (BHAS) at the level of the state, (www.bhas.gov.ba), the Federal Office of Statistics for the Entity of Federation of Bosnia Herzegovina FZS (http://fzs.ba/), the Republika Srpska Institute of Statistics for the Entity of Republika Srpska RZSRS (https://www.stat.gov.rs/).

7.1. Confidentiality - policy

The confidentiality of statistical data is regulated by law and the staff responsible for data production has the obligation, according to the same legal basis, to protect confidentiality. The Law on Statistics of Bosnia and Herzegovina (Official Gazette BiH 26/04 and 42/04 - Chapter XI - Articles 23-29) establishes the principle of confidentiality as one of the main principles.

Agency for Statistics of BIH produces and disseminates data in line with the statistical principles of the European Statistics Code of Practice, and in particular in line with the principle of statistical confidentiality.

Regulation (EC) No 223/2009 on European statistics (recitals 23-27, 31-32 and Articles 20-26) applies.

Information on dissemination of statistical data is published in Release Calendar on the website of the Agency for Statistics of BiH. At the end of December every year, the Agency for Statistics of BiH announces the Release Calendar for the following year. The Release Calendar describes the subject area, the reference period and the date of publication.

Definitions, concepts and terminologies are in line with the requirements of Regulation (EC) 1099/2008 on energy statistics and its amendments. The methodology described in the Energy Statistics Manual is applied. Data on energy statistics transmitted to Eurostat is coherent with the International Recommendations for Energy Statistics (IRES) adopted by the United Nations Statistical Commission.

The main users of energy statistics data in Bosnia and Herzegovina are governmental institutions: Ministry of Foreign Trade and Economic Relationships of BiH (energy polices, strategies and planning), Directorate for Economic Planning – Council of Ministers of BiH (macroeconomic analysis and economic planning), Central Bank of BiH (production of balance of payment statistics).
The main international users of BiH energy statistics data are: Eurostat, Energy Community, International Energy Agency, UNSD.
12.2. Relevance - User Satisfaction

The Agency for Statistics of BiH is conducting a user satisfaction survey in a 3-annual periodicity. This survey was carried out in 2020. A total of 242 users were asked to respond to the questionnaire and 107 users provided their responses.
