In addition to these elements, the network cost is split into the respective shares of transmission and distribution. The relative share of consumption in the different consumption bands is reported by the countries and used to calculated the single national electricity prices (weighted averages for consumer bands IA-IF and DA-DE) but not published because some confidential values. VAT is fully recoverable for non-households customers. |

Published data should not allow identification of single consumers. Law on Official Statistics (Official Gazette of Montenegro No 018/12 from 30 March 2012, 047/19 from 12 August 2019). Law on Official Statistics and Official Statistical System of Montenegro stipulates the confidentiality of individual data through the chapter XIII Confidentiality and protection of data for needs of official statistics (Articles 54-61). According to this Law, individual data on natural, legal persons and households shall be confidential and represent official secret (Article 56). |

The Statistical Office has adopted the Quality Management Strategy, the Guidebook to the Implementation of the Quality Management Strategy, as well as the Plan for the Implementation of the Quality Policy. In order to measure the degree to which fulfills obligations towards users and within the new quality policy, the Statistical Office conducted User satisfaction survey. Data collection was carried out through a web survey, in the period from 6 March to 27 April, 2020. Electricity providers that participate in the national data collection are requested to provide the electricity price data within tree/four months after the reference period. After arrival, the statistical office checks the micro-data for correctness, consistency and completeness and national averages are calculated and reported to Eurostat during the third month after the reference period. |

Data on electricity prices are collected from all enterprises which have the licence for the sale of electricity and network services. Prices are collected twice a year, at the beginning of each six-month period. Prices are calculated on the basis of weighted average prices paid by end-users for electricity over the previous six months. Electricity consumption is used for weights. Prices are communicated only when there are at least three end-users in each range of consumption. |

The questionnaire is sent to statistical unit, which fill the form and sent it back to us via e-mail. There are a built-in controls (logical and accounting controls) so the unit can fix an error by itself. Non-response is monitored on a regular basis and we inform the units when the deadline is approaching and ask them to fill the questionnaire and send it. |

The statistical data on electricity prices collected are compared with statistical data from the previous period and respective period of the previous year; reasons for price changes are analysed. Questionable prices and reasons for their changes are clarified with the responsible company personnel. |

Average electricity prices for household consumers are provided according to five, for non-household consumers – according to seven consumer groups. Each electricity consumer group is defined in relation to the lowest and the highest amount of electricity consumed per year. The arithmetic weighted mean formula is used to calculate the average electricity price for each consumer group; electricity consumption in kWh (for household consumers) or MWh (for non-household consumers) during the reference calendar half-year is used as weights. The average 1 kWh electricity price expressed in national currency is calculated: price excluding taxes, fees, levies and charges; price excluding VAT and other recoverable taxes; price including all taxes, fees, levies and charges. |
