The Czech Republic

European statistics on electricity prices for household and final non-household customers.

Internal Eurostat classification system based on annual electricity consumption bands and tax levels.

Household sector and final non-household sector (industry, services, offices, agriculture, etc).

The prices are reported in national currencies per kWh and according to different bands of consumption.

For the household sector, these bands are:

• DA: customers consuming less than 1000 kWh.
• DB: customers consuming 1000 kWh or more but less than 2500 kWh.
• DC: customers consuming 2500 kWh or more but less than 5000 kWh.
• DD: customers consuming 5000 kWh or more but less than 15000 kWh.
• DE: customers consuming 15000 kWh or more.

For the final non-household sector, the bands are:

• IA: customers consuming less than 20 MWh.
• IB: customers consuming 20 MWh or more but less than 500 MWh.
• IC: customers consuming 500 MWh or more but less than 2000 MWh.
• ID: customers consuming 2000 MWh or more but less than 20000 MWh.
• IE: customers consuming 20000 MWh or more but less than 70000 MWh.
• IF: customers consuming 70000 MWh or more but less than 150000 MWh.
• IG: customers consuming 150000 MWh or more.

There exist 2 different levels of disagregation for semestrial and annual prices:

1- Semestrial prices:

These prices are reported twice a year and are divided in 3 levels:

• Level 1 prices: prices excluding taxes and levies.
• Level 2 prices: prices excluding VAT and other recoverable taxes and levies.
• Level 3 prices: prices including all taxes and levies.

2- Annual prices:

These prices are reported once a year together with the data for the second semester and are divided into the following components and taxes:

• Energy and supply: generation, aggregation, balancing energy, supplied energy costs, customer services, after-sales management and other supply costs.
• Network cost: transmission and distribution tariffs, transmission and distribution losses, network costs, after-sale service costs, system service costs, and meter rental and metering costs.
• Value added taxes (VAT): as defined in Council Directive 2006/112/EC.
• Renewable taxes: taxes, fees, levies or charges relating to the promotion of renewable energy sources, energy efficiency and CHP generation.
• Capacity taxes: Taxes, fees, levies or charges relating to capacity payments, energy security and generation adequacy; taxes on coal industry restructuring; taxes on electricity distribution; stranded costs and levies on financing energy regulatory authorities or market and system operators.
• Environmental taxes: taxes, fees, levies or charges relating to air quality and for other environmental purposes; taxes on emissions of CO₂ or other greenhouse gases. This component includes the excise duties.
• Nuclear taxes: taxes, fees, levies or charges relating to the nuclear sector, including nuclear decommissioning, inspections and fees for nuclear installations.
• All other taxes: taxes, fees, levies or charges not covered by any of the previous five categories: support for district heating; local or regional fiscal charges; island compensation; concession fees relating to licences and fees for the occupation of land and public or private property by networks or other devices.

In addition to these elements, the network cost is split into the respective shares of transmission and distribution. The relative share of consumption in the different consumption bands is reported by the countries and used to calculated the single national electricity prices (weighted averages for consumer bands IA-IF and DA-DE). For Chechia, the relative share of consumption is confidential for non-household electricity consumers, but is published for household electricity consumers.

VAT: 21,0 %

Excise tax: 28,30 CZK / MWh is valid for all final end-consumers (households and non-households).

VAT for non-household customers is the only tax that is recoverable.

Other taxes: a fee fort the activities of the market operator and Energy regulatory ofice in total: 3,911 CZK / supply point / month for the year 2021. Fee is valid for all final consumers (households and non-households).

Prices compensation on electricity and natural gas in the year 2021

Due to the high prices of electricity and natural gas, government of Czechia in November 2021 and December 2021 temporary granted a waiver on VAT of natural gas (LPG included) and electricity. The VAT rate remained unchanged but VAT was not enforced.

Household and final non-household consumers divided into consumption bands.

Household customers: Data coming from 3 suppliers out of 50 and representing 60 % of the household customers. Since 2023 in new methodology introduced, for more information see chapter 18.5.

Final non-household customers: Data coming from 8 selected largest traders out of 100 and representing about 80 % of the final non-household consumption.

Prices are reported in national currency per kWh. However, Eurostat also calculates and publishes the prices in EURO and PPS (purchasing power standard).
Relative shares of sub-component of the network component and consumption volumes are reported in percentages.

For semestrial prices, the reference periods are from January to June for semester 1 and from July to December for semester 2.

For annual prices, the reference period is the whole calendar year (from January to December).

• Eurostat does not share the data collected with other organisation appart from its usual dissemination chanel (Eurostat's database, statistic explained articles and press or news release) .

  Statistical surveys carried out by the Czech Statistical Office are governed by the State Statistical Service Act No.89/1995 Coll. This Act defines the independence of the CZSO and its rights and duties towards responding units. Protection of individual data represents an important section. All information except for individual data is freely available on the office's website.

Published data should not allow identification of single consumers.

Treatment of confidential data: The published aggregations are verified once per year from the point of view of protection of confidential data.

Data are only published down to an activity level at which they are not confidential, i.e. confidential cells are suppressed from publication. The data allowing direct or indirect identification of individual enterprise can be published under written permission of all related subjects.

Act No. 89/1995 Coll., on the State statistical service provides the protection of personal/sensitive data. Internal CZSO regulation No. 3/2015, of President of CZSO concerns provisioning of statistical data to external users, Statistical Information may be published only if SI originate as an aggregation of minimum 3 natural or legal persons.

Summary description of quality criteria calculated for national purposes:

The key components of the quality assurance are the following:
1. Strategic documents of the CZSO: Mission, Vision and Priorities of the CZSO, Quality commitment, Priority tasks defined for each year.

2. Irregular methodological audits represents an important tool in quality control. Audits are usually carried out by expert group comprising of internal and external experts (NA experts, representatives of universities, ministries etc.).

The data is provided in accordance with all legal regulations and recommendations.

The following users can be identified:
1. External users:
1.1 Eurostat;
1.2 Ministry of Industry and Trade, Ministry of Finance, Czech National Bank, other governmental institutions, other international organizations (IMF, UN, OECD);

Data are obtained through a monthly statistical survey "Ceny Elek 1-12" and yearly statistical survey "Ceny Elek 11-01". Survey "Ceny Elek 11-01" was canceled since January 2020. Data of this survey will be a part of "Ceny Elek 1-12".

Data are controlled individually.

Verification of prices: Specialists analyze the reported price changes and the reasons for price change as indicated (in code including commentary) by the reporting units. They remain in close contact with the reporting units.

Verification of processing: Price changes are, among other things, compared with the previous period and comments provided by reporting units. The influence of price changes in individual products and groups on the development of the total is analyzed, as well as the influence of item substitution. Checks are made on the weights and the correctness of the calculations. Once a year, the weighting structure is compared with the most recent data on annual sales.

Electricity non-households:

Prices of electricity are surveyed by the national statistical questionnaire ‘Ceny Elek 1-12’ (‘Prices Elec 1-12’).

The most important traders report prices charged to the selected final domestic consumers in this questionnaire are reported two prices: price of energy and price of electricity total (including: energy, transmission, system and distribution)

Final consumers are selected from the all voltage networks. Prices of energy and prices of electricity total (including: energy, transmission, system and distribution) are reported.

Average prices of electricity for individual consumption bands are calculated as weighted arithmetic average from the prices of individual final consumers covering whole required spectrum of consumption.

Once per year reporting units reports a yearly consumption for every consumption band.

Quarterly average prices of electricity for industry total are also published. Average quarterly prices are calculated as a weighted arithmetic average from average prices of individual consumption bands and their share on the yearly consumption.

1st step: Calculation of average prices for the individual consmption bands for the individual reporting units.

2nd step: Calculation of average prices for the individual consumption bands from all reporting units.

3rd step: Calculation of average prices in total.

Electricity households:

Prices of electricity are obtained from the price lists published by electricity retailers. Electricity retailers publish price list on their websites. Price list includes the individual tariffs (rates) - electricity for high / low tariffs, charges for circuit breakers, charges for distribution services, transmisiionand so on.

Regulated prices (prices for transmission, distribution, chrages for circuit breakers ..) are regulated by Energy regulatory office.

Prices of energy and prices of electricity total (including: energy, transmission, system and distribution) are gained.

Typical consumption plans for final consumers in all consumption bands are published every year by Energy regulatory office.

Average prices of electricity for individual consumption bands are calculated as a weighted average from the prices of above mentioned typical final consumers coverng whole required spectrum of consumption.

Once per year reporting units report a yearly consumption for every consumption band.

The method of calculating prices for households and small non-household consumers introduced from 2023

In 2023, an extraordinary price investigation took place.

The calculation is carried out by the CZSO

The 7 main gas and electricity retailers for households.

Collected data on sales (CZK) and sales in physical units (MWh).

Division of the collected data into standardized sampling bands determined by Eurostat (the documents are supplied by the respondents).

The resulting unit price for the given band is the share of sales (CZK) and physical units (MWh).

There is a separate calculation of the total price and the price for only the power part (commodity).

Determining the prices actually paid (average for a given consumption band).

From 2024, it will be included among the standard statistical surveys, it will be part of the monthly report on electricity prices (Ceny Elek 1-12) and on natural gas prices (Ceny E6-04).
