1. Introduction This metadata information is provided by Swedish authorities to ensure compliance with the requirements of Articles 5 and 7 of Regulation 862/2007 on Community Statistics on Migration and International Protection. As required by Article 9 of the Regulation 862/2007, Member States must report to Eurostat on the data sources used, the reasons for the selection of these sources and the effects of the selected data on the quality of the statistics. Member States shall provide it with all the information necessary to evaluate the quality, comparability and completeness of the statistical information. The reference terms for the assessment of quality compliance are provided by Eurostat in the EIL technical guidelines (See section 3.4 Statistical concepts and definitions from the EIL ESMS file).
2. General description of the statistical domain at national level EIL National System (level of development, main changes that affected the system in the last years and further development) Sweden does not have an EIL national system. Swedish Police Authority: Previously, Swedish Police consisted of 21 police authorities. In January 2015, Swedish Police merged in to one police authority. During 2013 a new national data-system for registering data was introduced and the implementation is ongoing. Migration Agency: Aliens database contains all information regarding third country nationals applying for residence permit in Sweden. Data is transferred to statistical database every 24 hours.
Legal national framework relevant for EIL statistics Sweden does not have a legal framework relevant for EIL statistics.
Institutional infrastructure (list of the institutions involved in managing the EIL registers and the institutions involved in the production of the EIL statistics) The statistics to complete the EIL report is collected from Swedish Police and Migration Agency.

3. Main problems that affect the quality of the data and what tables are concerned including the compliance status with the definitions from EIL Technical Guideline (See metadata information including concepts and definitions from the EIL ESMS file) Regarding Swedish Police: Previously the data regarding the Swedish Police Authority's cases (see below for specification) was mainly manually collected through several different systems which made it hard to ensure the quality of the statistics. During 2013 a new national data-system for registering data was introduced and the implementation is ongoing. The system is undergoing development during 2015 to further ensure the quality of the data inserted and collected. There is still a need for manual cross-check of the data provided by the Police-regions. Regarding Migration Agency: Methodological changes -see below. Our definition of illegally present has varied. In 2008, the National Police Board changed the way they account for illegal apprehensions, only recognizing factual apprehensions concerning illegal stay under the Aliens Act where no asylum applications were submitted. The former basis for the statistics was the assumption that undocumented asylum seekers who applied for asylum in the country could be regarded as illegal apprehended. From 2009 the police reverted to this system. As a consequence, the figures for 2008 are exceptional low and not comparable to the figures for 2009. In 2015 the Migration Agency complied their definition with the definition used in the FRAN statistics table 3 ill stay. Previous years the Migration Agency have used the definition that only asylum-seekers that do not have a passport are to be reported in the EIL Y2 table but now they use the definition that asylum-seekers that haven't applied for asylum at the external border are to be reported also in the EIL statistics table Y2 as well as in the FRAN table 3.

In this category individuals with a judicial decision have not been included yet because such details as the citizenship have not been available.
Further details regarding type of assistance, agreement procedure and destination country (tables Y4.2, Y4.3 and Y4.4) is not available at the moment. For coming EIL-report (2016 for 2015) we will try to extract these figures.With the new data-system (Police Authority's) fully implemented we hope that judicial decisions will be easier to extract from the system.
