1. Introduction This metadata information is provided by Croatia's authorities to ensure compliance with the requirements of Articles 5 and 7 of Regulation 862/2007 on Community Statistics on Migration and International Protection. As required by Article 9 of the Regulation 862/2007, Member States must report to Eurostat on the data sources used, the reasons for the selection of these sources and the effects of the selected data on the quality of the statistics. Member States shall provide it with all the information necessary to evaluate the quality, comparability and completeness of the statistical information. The reference terms for the assessment of quality compliance are provided by Eurostat in the EIL technical guidelines applied for 2014 reference period (See section 3.4 Statistical concepts and definitions from the EIL ESMS file).
2. General description of the statistical domain at national level EIL National System (level of development, main changes that affected the system in the last years and further development) In Croatia all procedures related to migration of foreigners are in responsibility of the Ministry of Interior (MoI). The relevant data on procedures in the area of the MoI are inserted in the data bases on Central Informatics System of the MoI. The data base on measures applied to foreigners was rearranged in 2001 in a way that it was added with relevant data related to illegal border crossings and data related to treatment of foreigners (readmission, removal). The data base was further added in 2004, 2007 and 2013 for alignment with the current Law on Aliens. Legal national framework relevant for EIL statistics LAW ON ALLIENS AND RULES ON THE TREATMENT OF FOREIGNERS Institutional infrastructure (list of the institutions involved in managing the EIL registers and the institutions involved in the production of the EIL statistics) MINISTRY OF INTERIOR, BORDER POLICE ADMINISTRATION, IT DEPARTMENT General procedure for recording Non-EU citizens refused entry at the external borders Data of refusal of entry of third country nationals are recorded into the National Border Management Information System (NBMIS) without any delay. Basic personal information: name and surname, birth surname, sex, name of father and mother, date of birth, place of birth, country of birth, citizenship, data about legal representative (name, surname, date of birth, citizenship, name of centre for social welfare), personal identification number (if it is determined), languages which person speaks, type, number, date and place of publication, validity and photo from travel document or personal document. Basic data about stay: date and place of entry and exit from Croatia, type and purpose of stay, place, time and direction of movement inside country. Apart from general data there are data about refusal of entry: name of authority, date, reason for refusal, way of transport (land, sea, air, river), annulment of the entry refusal, country of return. General procedure for recording Non-EU citizens found to be illegally present Within the Central Information System of the Ministry of Interior, as part of the Subsystem on foreigners, a Database on Illegal migrations is developed. Type of data which is recorded for Non-EU citizens found to be illegally present are prescribed in Article 60 of the Rules on the Treatment for Foreigners. Police officers who perform duties concerning illegal migrations have to enter relevant data to the database, using end-users application immediately after procedure (measure, treatment) against foreigner. Basic personal information: name and surname, birth surname, sex, name of father and mother, date of birth, place and country of birth, citizenship, data about legal representative (name, surname, date of birth, citizenship, name of centre for social welfare), personal identification number (if it is determined), languages which person speaks, type, number, date and place of publication, validity and photo from travel document or personal document. General procedure for recording Non-EU citizens ordered to leave Within the Central Information System of the Ministry of Interior, as part of the Subsystem on foreigners, a Database on Illegal migrations is developed. It contains, among other categories, data on Non-EU citizens ordered to leave. Type of data which is recorded for Non-EU citizens ordered to leave are prescribed in Article 60 of the Rules on the Treatment for Foreigners. Police officers who perform duties concerning illegal migrations have to enter relevant data to the database, using end-users application immediately after procedure (measure, treatment) against foreigner. In addition to data from the previous question in informatics system there are some other data: type, number and date of decision from which is period for leave ordered, date of beginning and expiring of deadline for leaving, number and date of adoption of decision on leaving, border crossing of leaving country, time of leaving the country, number of exit stamp. General procedure for recording Non-EU citizens returned following an order to leave Within the Central Information System of the Ministry of Interior, as part of the Subsystem on foreigners, a Database on Illegal migrations is developed. It contains, among other categories, data on Non-EU citizens ordered to leave. Type of data which is recorded for Non-EU citizens ordered to leave are prescribed in Article 60 of the Rules on the Treatment for Foreigners. Police officers who perform duties concerning illegal migrations have to enter relevant data to the database, using end-users application immediately after procedure (measure, treatment) against foreigner. In the informatics system there are following data: - for forced return: state to which aliens are forcibly return, country of origin, transport, escort, amount of expenses, costs that are paid; - for readmission: direction of readmission, country of readmission, type of readmission, decision on readmission, reason of refused entry; for return: country of origin, transport, escort, amount of expenses, costs that are paid; - for return decision: type, number and date of decision with which period for leaving is ordered, date of beginning and expiring deadline for leaving, number and date of adoption on decision for leaving, border crossing of leaving country, time of leaving the country, number of exit stamp.
3. Main problems that affect the quality of the data and what tables are concerned including the compliance status with the definitions from EIL Technical Guideline (See metadata information including concepts and definitions from the EIL ESMS file) The differences among definitions of particular treatments and the absence of certain instruments in our legislation affect to quality of data. Due to the change of methodology and criteria for the submission of data, data for different years are not comparable and it can lead to the wrong conclusions and outcomes. |

The data come to border crossing point. When the person is leaving the country, he/she is obliged to report himself/herself to the police officer at the border crossing point and gives him one copy of the return decision. On that way we know that person left the country.
