Croatian Bureau of Statistics carried out for the third time Labour Cost Survey (LCS) in 2018 with intention of collecting data for reference year 2016. The survey is fully compliant with the Commission Regulation (EC) No 1726/ 1999 and the Commission Regulation (EC) No 1737/2005.

3.1. Source data

The sampling frame for Labour Cost Survey consists of all enterprises engaged in an economic activity on the territory of the Republic of Croatia and employing at least 10 persons.

Targeted population - persons employed in legal entities in permanent employment, irrespective of a kind of employment and a number of working hours that have received wages for their work

Sample frame consist of 15 961 legal entities. The final sample size consists of 5 408 enterprises.

Stratification of sample is made according to main activity of an enterprise, on the level of NACE Rev 2 divisions and according to size classes (3 classes according to number of employees –‘01’ small units (10 – 49 employees), ‘02’ medium sized units (50 – 249 employees) and ‘03’ large units (250 + employees).

The sampling frame was divided in 411 strata according to 3 criteria (size of enterprises, dominant economic activity of the enterprise and NUTS 2 region).

The sample sizes for strata of small and medium-sized entities were calculated in proportion to the number of employees in these strata.

Sample consists of all large units and stratified random sample of small and medium sized units. In strata in which sample should be larger than total population, size of a sample is equal to number of units in the population. If calculated size of a sample is lower than 10 units as well as population, size of a sample is equal to size of a population. Where possible, an increase of 20% of sample was performed in order to prevent the negative effect of total non-response.

In cases when calculated sample size is higher or equal to 10 units – sample size is 10 units.

In the sample are defined key respondents – legal units that MUST deliver data. There were 564 large units and 669 small and medium sized units that were identified as key respondents.

Data were transmitted to Eurostat 21 months after the reference period. All the data were delivered without restrictions on data availability.

7.2. Punctuality

The sample frame and application for data entry were prepared in accordance with Department for classifications, sampling, statistical methods and analysis and IT department inside CBS. Labour market department created a paper questionnaire.

Paper questionnaires were sent to respondents together with invitation letter in which the purpose of the survey was explained, deadlines for data delivery were stated together with contact information from persons from Labour market department directly included in data collection process.

During data collection all data from incoming questionnaires were entered in prepared application and also simultaneously logically tested. In case there were some errors in data, respondents were contacted via telephone and asked to deliver corrections or to verify that delivered data are correct.

2. Coherence with Structural business statistics (SBS).

SBS data for all activities are not available. Data for SBS are on business entity level and for LCS on LKAU level therefore some of the units could have different activity. The main reason for the difference in monthly wages and salaries per person in paid employment from LCS and SBS is in different data sources.
