3.1. Data description

Harmonised Bulgarian data (BgSAW) on accidents at work are collected in the framework of the administrative data collection 'European Statistics on Accidents at Work (ESAW)', on the basis of a methodology - 2013 edition.
“Accident at work ” (AW) covers all cases of sudden injury, which has occurred during the work process or in connection with the labor process or while performing work, as well as during each work, which is performed for the benefit of the enterprise and this sudden injury has caused certain work incapacity or death.
"Commuting accident" (CA) covers all cases of sudden injury, which has occurred on the usual route when going to the work place or coming back from the work place.

The data include only fatal and non-fatal accidents which result in more than 1 calendar day absence from work.

The variables collected on accidents at work, include all ESAW variables from phase I, II and III.

The accidents at work are declare at the national social security system in the territorial offices of the NSSI. The main national BgSAW sources are a declaration of an accident at work and a medical document proving the work incapacity or certificate for death.

National data from 2003 to 2009 are disseminated as a yearbook "ACCIDENTS AT WORK numbers, variables, indicators"

The data is presented in the form of numbers, percentages and indicators of non-fatal and fatal accidents at work.
The indicators are:
- Percentages of accidents (in relation to different totals and breakdowns);
- Incidence rates of non-fatal accidents: number of non-fatal accidents per 1,000 insured for accidents at work persons;
- Incidence rates of fatal accidents: number of fatal accidents per 10,000 insured for accidents at work persons;
- Weight coefficient: number of lost days per 1 insured for accidents at work person;
- Frequency index: number of accidents at work per 1,000,000 hours worked by the insured for accidents at work persons during the reference year;
- Weight index: number of lost days as a result of accidents at work per 1,000,000 hours worked by the insured for accidents at work persons during the reference year.

The specific BgSAW reference population is the number of the insured for accidents at work persons.

3.2. Classification system

The following classifications are used in the Bulgarian Statistics on Accidents at Work (BgSAW) :

- Classification of Economic Activities (CEA-2008, for international use NACE.BG 2008), comparable to the NACE Rev. 2 - since 2008;
- National Classification of Occupations and Duties-2005 (NCOD-2005), comparable to the International Standard Classification of Occupations - ISCO '88 - until 2010;
- National Classification of Occupations and Duties-2011 (NCOD-2011), comparable to the International Standard Classification of Occupations - ISCO '08 - since 2011;
- NUTS: Nomenclature of territorial units for statistics. Latest NUTS version in force, depending on the reference year of the data collection;
- Unified Classification of Administrative-Territorial and Territorial Units (UCATTU);
- International classification of professional status - ICSE-93.

3.3. Coverage - sector

All economic sectors according to NACE Rev. 2 are covered from the reference year 2008 onwards.
The covered are the enterprises from all economic sectors irrespective of their type of ownership and source of financing.

3.4. Statistical concepts and definitions

BgSAW are based on case-by-case data for accidents at work resulting in more than 1 day absence from work, permanent incapacity or death of the victim.

An accident at work is sudden injury, which has occurred during the work process or in connection with the labor process or while performing work, as well as during each work, which is performed for the benefit of the enterprise and this sudden injury has caused certain work incapacity or death.

Commuting accident is sudden injury, which has occurred on the usual route when going to the work place or coming back from the work place.

- It includes: accidents at work and commuting accidents
- It excludes: deliberate self-inflicted injuries; persons who are not insured for accident at work within the obligatory governmental social security system.

3.5. Statistical unit

Data are collected for each accident. If a person is a victim of more than one accident during the reference year, several cases are reported (one for each accident). If there are several victims in the same event of an accident, also several cases are reported (one for each victim).

3.6. Statistical population

All incidents at work that meet the definition of Accident at Work are covered.
In terms of the coverage of the employment status, all insured for accidents at work persons including employees are included.
The other employment types (self-employed, family members, students) are completely excluded. They are not insured for accidents at work persons.

Subject of national confidentiality rules are:
- NACE 4-digit sections - 84.22; 84.24; 84.25.
- ISCO – 08 professions - 0; 3351; 3355; 5411; 5412; 5413.

The implementing Regulation under which Member States report ESAW data to Eurostat is Commission Regulation (EU) No 349/2011 of 11 April 2011 implementing Regulation (EC) No 1338/2008 of the European Parliament and of the Council on Community statistics on public health and health and safety at work, as regards statistics on accidents at work (text with EEA relevance; see http://eur-lex.europa.eu/legal-content/EN/ALL/?uri=CELEX:32011R0349).

The afore mentioned Regulation 349/2011 implements the framework Regulation EC N° 1338/2008 of the European Parliament and of the Council on Community statistics on public health and health and safety at work (see http://eur-lex.europa.eu/legal-content/EN/TXT/?uri=celex:32008R1338).

Law on Statistics - Chapter Six

Secrecy

Regulation (EC) No 223/2009 of the European Parliament and of the Council of 11 March 2009 on European statistics (provision 24 and Article 20 (4)) (OJ L 87, p. 164), stipulates the necessity to establish common principles and guidelines ensuring the confidentiality of data used for the production of European statistics and the access to those confidential data with due account for the technical development and the requirements of users in a democratic society.

In accordance with Article 25 of the Law on Statistics individual data are not published. Dissemination of individual data is possible only in accordance with Article 26 of the Law on Statistics.

Individual anonymous data provided for the purposes of scientific research do not consist any administrative data as personal information and address and do not allow direct identification.

11.1. Quality assurance

According to Article 2, point 3 from the Law on Statistics the statistical information is produced in compliance with the following criteria for quality: adequacy, accuracy, timeliness, punctuality, accessibility and clarity, comparability and logical consistency.

Data is encoded in NSSI by experts in accidents at work.

With these experts are conduct annual trainings on the rules for coding according to BgSAW and ESAW methodology.

11.2. Quality management - assessment

In general, NSSI aims to continuously improve the quality of BgSAW data.
BgSAW is an administrative data collection which provides information on accidents at work as they are reported by employers to NSSI.

All users are treated equitably.

The users groups can be classified in the following main groups:
National authorities - ministries, agencies, councils, other government bodies and public institutions;
International organizations - Eurostat, ILO etc.

All user requests received in NSSI are satisfied in terms of volume, quality and period of performance.

18. Statistical processing Top
18.1. Source data

The statistical data set is based on administrative data sources of NSSI.

Main national BgSAW sources are the declaration of accident at work, a medical document proving the work incapacity or a certificate for death.

The numbers of accidents at work are extracted from the Register of accidents at work.

The specific reference population (including the number of employed persons) is extracted from the Register of the Insured Persons.

BgSAW and ESAW data are extracted from administrative databases according to BgSAW and ESAW concepts, definitions, variables and classification.

18.4. Data validation

Various automatic and manual checks are performed on BgSAW data.

The data validation goes through three stages:

•At the data entry;
•At regional level by the NSSI Territorial Offices;
•At national level by the NSSI Head Office.

Validation activities include:
- correctness of codes for each variable;
- filling in the missing information;
- completeness of data for each variable;
- correction of technical errors;
- logical correlation between variables.

  • Data entry;
  • Data validation;
  • Correction of errors and filling of missing information;
  • Producing standardized data file;
  • Producing statistical information.
