The Landings Regulation (Reg (EC) 1921/2006) requires Member States and EEA EFTA States to submit statistical data on an annual basis and within six months of the end of the reference calendar year. They are required to provide data on total quantities and unit values of the fishery products landed in their territory by EU and EEA EFTA vessels.

2.2. Classification system

Data are broken down by:
1) the species of aquatic organisms identified using the 3-alpha codes as defined by the FAO (ASFIS List of Species for Fishery Statistics Purposes);
2) the flag state of the fishing vessels carrying out landings (as per the codes set out in Annex II to the Landings Regulation);
3) the ‘presentation’ of the products i.e. processed state of the fisheries product or part thereof e.g. fresh fillets, frozen headed and gutted, smoked, etc. (See Annex III of the Regulation);
4) the intended use of the products i.e. how landed fish are intended to be used e.g. for human consumption, industrial uses, bait etc. (See Annex IV to the Regulation).

2.4. Statistical concepts and definitions

Total quantities and corresponding value of all fishery products landed in the reporting country are to be reported, regardless of the nationality of the vessel making the landings. Landings by vessels of the reporting country in foreign ports are excluded. Details on products presentation and intended use are required, as well as vessel nationality.
'Community fishing vessels' means fishing vessels flying the flag of an EU Member State and registered in the Community.
'EFTA fishing vessels' means fishing vessels flying the flag of, or registered in, an EEA EFTA country.
'Unit value' means the value at first sale of the fishery products landed (in national currency) divided by the quantity landed (in tonnes), or for fishery products not immediately sold, the average price per tonne in national currency, estimated using an appropriate method.
Landed quantities are expressed in Tonnes Product Weight.
Unit values are reported as unit price in national currency per tonne.

In data from the administrative source weight is given in prroduct weight. The weight of the fish is then converted to live weight based on an official factor. This factor is based on the average yield based on the condition of the fish during the year. For certain types of fish, this conversion factor will be too low in certain parts of the year where ther is a lot of fishig. The total landing live weight of these species will therefore be a little low.

3.5.1 Describe the data compilation process

The sales note are, with very few exceptions, sent electronically to the predetermined sales organisation in the area. The sales note then goes immediately from the sales organisation to The Directorate of Fisheries where it goes through different kinds of tests. At this stage, it is first tested that the format is correct and then different kind of data is tested for its validity. If the sales note fail to pass these tests, it goes back to the sales organization for correction without entering the database.

There are also many tests to check the data quality when data has entered our system. This has earlier been done annually, but due to the continuously data flow since 2013, these consistency checks of the data will be on an ongoing basis.

Figures for quantity landed are given in product weight on the sales notes. This quantity is converted into live weight by use of conversion factors in the Directorate of Fisheries. There are conversion factors for all products. The sales organisations are obliged to report any changes or new products introduced to the Directorate so that new conversion factors can be established. The sales note includes information, among other, on vessel, catch areas and gear, and the consistency is checked against logbook information.

In the data for 2022 some adjustments have been made to some variables. Editing of data happens in cases where corrections have not come from the sales organizations before producing official statistics. Values have also been imputed in some cases where information of price is missing because catch has been landed and still not sold. 


4. Quality management Top

In the Directorate of Fisheries we work well with quality assurance at a detailed level, and we are now in a phase where we use various tools to ensure that we have a more comprehensive quality system. We have also formulated our own principles for our production and dissemination of official statistics.

 

The Directorate of Fisheries' work with official statistics is a part of the Norwegian statistical system. Our quality system must therefore be seen in connection with this. Since 2021, Statistics Norway has carried out annual quality evaluations with all the Norwegian producers of official statistics. For the first two years, the evaluation was at an overall level, but for 2023 the evaluation was carried out at statistical level. In 2023, Statistics Norway has also carried out a quality review (peer review) of the Norwegian Directorate of Fisheries' catch statistics. Both the quality evaluations and quality reviews result in improvement actions and deadlines. 

 

The Directorate of Fisheries' catch statistics and aquaculture statistics are also included as European official statistics. In this connection, our statistical production has been evaluated as part of the Norwegian statistical system when Eurostat carries out the Peer Review. The Directorate of Fisheries has been evaluated in all three evaluations that have been carried out. In connection with the evaluation in 2021/2022, improvement actions were also formulated for statistical producers other than the national agencies.

The catch statistics at the Directorate of Fisheries meet the quality requirements in the Guidelines for European Statistics in a good way, but there is room for improvement in some of the quality requirements.  The main conclusions: 

  • Responsibility for the official statistics in the Directorate of Fisheries is clearly placed in the statistics section. The statistics section has a high awareness of quality related to the production of official statistics, and focuses on continuous improvement of the production of statistics. This has contributed to significant development and improvement of the statistics over time, both in terms of timeliness, accuracy and availability. The quality work can be made more systematic by establishing a fixed evaluation meeting after publication, and by establishing a set of quality indicators as input to such a meeting. 
  • The statistics are very up-to-date, both on preliminary and final figures. A major improvement in timeliness was made in 2022, without affecting accuracy.  
  • The statistical accuracy is mainly assessed as good and the statistics are considered very reliable. Systematic work towards the sales organisations, who report the basic data for the statistics, has over time contributed to good quality input data. A challenge for the official statistics is that the conversion factor used to calculate the quantity of some of the fish species is based on considerations other than statistical ones, and this means that the statistics are not as accurate as they should be for these fish species.

In connection with the review of out quality system by our national NSI, vaious user panels have been put together and interviewed about their user needs and satisfaction with our Web site.

The sales note system covers all landings by Norwegian and foreign fishermen in Norway and all landings by Norwegian vessels abroad. It covers all species the sales organisation has the sole right to sell. From 2010 it covers all marine species caught in marine waters, except Anadromous Salmonidae. In addition, it covers European conger (Conger conger) when caught in fresh water. Since 2011, collecting data from harvesting of algae goes through the same system. Main species targeted (in weight) are (in 2022) Atlantic herring (Clupea harengus),Atlantic cod (Gadus morhua), Atlantic Mackerel (Scomber scombrus), Antarctic krill (Euphausia superba) and Pollock (Pollachius virens).

The data covers all marine areas where fishing vessels fish under the Norwegian flag.

The sales note system is based on Norwegian standard codes for all the information the authorities and the sales organizations need. The coding system is the same for all parties involved. Figures for quantity landed are given in product weight on the sales notes

Before importing data from the different sales organizations into our database, it goes through different steps of control. The basis for the sales note system is Norwegian standard codes for all the information the authorities and the sales organizations need. The coding system is the same for all parties involved. Before updating the use of correct standardised codes in incoming data are checked. Data has to be reported with a valid code according to our standard for e.g. species of fish, conservation, different kind of products, landing community and so on. There also has to be consistency between different kinds of dates on the sales note. E.g., catch date cannot be later then landing date. There are also a test against a vessels register checking that each vessels registration mark is valid at the last day of catch. The Directorate of Fisheries controls annually that all sales notes from the different sales organizations is in our database. It is crosschecked that quantity, value and species are the same in both databases and other important data for fisheries management and statistics are consistent across the databases. Deviations are discovered, scrutinized and corrected by actions of all parties involved. There are also many tests to check the data quality when data has entered our system. This has earlier been done annually, but due to the continuously data flow in 2013, these consistency checks of the data will be on an ongoing basis.

 The Directorate of Fisheries has agreements with Sweden, Denmark, Great Britain, Greenland, Russia, Germany, Ireland, Poland, The Faroe Islands, Spain, Portugal and The Netherlands on the exchange of landings data. In this way, there is a control of data received for Norwegian landings in foreign ports.

There are two publications of official statistics; one preliminary in January and one final in June.

The main differences between preliminary and final figures are as follows:

- Some of the catch is landed forezen without being sold during the year. Quantity for these catches is included in preliminary figures, whil the catch value is included in final figures

- Some vessels are out fishing for longer periods of time and catch for some of these vessels is not included in the preliminary figures because catch is not lande before those figures are published. This catch is in the final figures.

- The ssize of the difference between preliminary and final figures is nevertheless extremely small an constitutes only a small proportion of hte total quantity landed per year.

11.1.3 Describe the data confidentiality policy in place

The Ministry of Trade, Industry and Fisheries has decided that information from the administrative register (landings- and salesnote) on catches on individual vessels and where this is landed, shall be information available to the public. However, information on price per salesnote is considered a trade secret and is excempt from public access. This information will be available one year after sale. In the case of landings from smaller vessels that are registered on an individual birth number, the identity of the owner will in addition be regarded as sensitive personal information that is excempt from public access.
