a) exports of domestic goods originating in the free circulation area or industrial free zones directly to the rest of the world;

b) exports of domestic goods on outward processing;

c) re-exports following either inward processing procedure or processing under Customs control procedure.

VALUATION:

Serbia values its imports on a cost, insurance and freight (CIF-type) valuation while exports are valued on a free on board (FOB-type) valuation. Valuation is consistent with the WTO Agreement on valuation, and weights are determined on a net weight basis in kilogram. As Customs provide the invoice value and the delivery terms the conversion to statistical value is made by the Statistical Office.

5. Reference Period Top

17.1. Data revision - policy

REVISION POLICY:

Corrections to errors in customs declarations detected by the Customs are regularly included in monthly data deliveries to statistics. Errors detected by the NSI and the National Bank are regularly (monthly) sent to Customs but are corrected and included at least by the time the final annual data are delivered.

No revisions are made to data published monthly.

For data sent to Eurostat and some other institutions (e.g. UN, National Bank of Serbia), the new data replaces that previously transmitted.

Final data for the previous year are available in the mid of July.

17.2. Data revision - practice

No revisions are made to data published monthly.

18. Statistical processing Top
18.1. Source data

Only Customs data.It is planned to introduce additional data sources as postal system for the data of goods that is without economic importance accompanied by an invoice with a total value up to 1000 EUR or in another currency of the same value and Public Enterprise “Serbian Transmission System and Market Operator” (EMS) for the data about electricity.

18.2. Frequency of data collection

Information not provided by Serbia.

18.3. Data collection

TECHNIQUES OF DATA COLLECTION:

Data are received from Customs.

18.4. Data validation

Validity Checks:

On product, office, country, supplementary units, currency, company and customs procedure codes.

Logic comparison checks:

Gross and net weights; Net weight and SU quantity; SU quantity and value; Net weight, SU quantity and statistical value.

Gross and net weights (kg): a 'coefficient' (normal/average ratio between SU quantity and net weight) is determined for each tariff position that requires a SU Quantity. When data is received from Customs the ratio is calculated and compared to the expected coefficient. If the expected and calculated coefficients are too different, investigation is made and possible correction is brought to the data.

Less than 1% of records are found with a correction to be made.

Checking the statistical value:

1. The value is provided;
2. If the statistical value is the same as the invoice value (in respective currency) it is an error that shall be corrected by recalculating the invoice value (in RSD);
3. The statistical value is checked against a price basis. A system of parity place code is in use.

Note that these checks are made for import and export separately.

For exports, the following criteria are checked:
4. After inward processing, the statistical value shall be higher than invoice value;
5. When parity code is 3 (place of parity (delivery) is outside territory of Serbia) statistical value shall be lower than invoice value, however not less than 70% of invoice value;
6. When parity code is 1 (place of parity (delivery) is inside territory of Serbia), the statistical value shall be higher than invoice value, however not more than 30% above;
7. When parity code is 0 (place of parity (delivery) is at the Serbian border), the statistical value shall be equal to the invoice value.

For imports, the following criteria are checked:
4. For goods imported after outward or inward processing, the statistical value shall exceed the invoice value;
5. For imports without customs debts appearing, when parity code is 1, the statistical value may be lower than or equal to invoice value, however not less than 30% of it;
6. For imports exempted from customs duties, when parity code is 3, statistical value can be higher than or equal to invoice value, however not more than 70% above;
7. For imports exempted from customs duties, when parity code is 0, statistical value shall be equal to invoice value;
8. When customs duties apply, statistical value shall be equal to the value which represents the customs base.

Price Control:

It is based on a benchmark using the average price for each tariff number in the last five years.
It ensures that the invoice value / quantity ratio remains within certain limits. For each individual tariff number, minimum and maximum prices are defined. The relation between values (customs, invoice, statistical), related purchase costs (insurance, freight) and parity (price basis) place is also checked.

High/Low Value Control:

There is an absolute maximum and minimum value within which the value must be found.

18.5. Data compilation

Original data are transmitted to Eurostat at the maximum level of product detail (10-digits HS2012).

Eurostat is responsible for making aggregates at the lower levels of detail.

18.6. Adjustment

Estimations are made when quantities are missing in certain cases.
No estimations are made for low value trade. It is recommended that this type of below threshold trade is estimated at least at an aggregate level.
No other adjustments are made to external trade statistics data.
