STATISTICAL CONCEPT: Serbia compiles its external trade statistics in accordance with the United Nations recommendations contained in the International Merchandise Trade Statistics: Concepts and Definitions, published in 2010, as well as Statistics on the trading of goods-User guide (methods and nomenclatures), European Commission, Eurostat, 2006. Statistical Office of the Republic of Serbia compiles External Trade Statistics according to the General and Special trade system from January 2010 for both flows (imports and exports). Data are publishing by general trade system and sending to Eurostat by special trade system. Special trade system in the Republic of Serbia covers: - on export, goods leaving the statistical territory in accordance with one of the following customs procedures or Customs-approved treatment or use, laid down in the Customs Code i.e. exports flows come from free circulation area, premises for inward processing or industrial free zones: a) exports of domestic goods originating in the free circulation area or industrial free zones directly to the rest of the world; b) exports of domestic goods on outward processing; c) re-exports following either inward processing procedure or processing under Customs control procedure. - on import, goods entering the statistical territory in accordance with one of the following customs procedures laid down in the Customs Code i.e. imports flows come from the rest of the world or customs transit (goods redirected from customs transit to remain in the statistical territory), premises for customs warehousing or commercial free zones: a) imports of foreign goods into free circulation area; b) imports of foreign goods on inward processing; c) re-imports following outward processing procedure or processing under customs control. General trade system in the Republic of Serbia covers: - on export, goods leaving the statistical territory, with the exception of goods in transit, in accordance with one of the following customs procedures or Customs-approved treatment or use, laid down in the Customs Code i.e. exports flows come from free circulation area, premises for inward processing or industrial free zones; premises for customs warehousing or commercial free zones: (a) exports of domestic goods from any part of the statistical territory, including free zones and customs warehouses; (b) re-exports of foreign goods from any part of the statistical territory, including free zones and customs warehouses. - on import, goods entering the statistical territory, with the exception of goods in transit, in accordance with one of the following customs procedures laid down in the Customs Code i.e. imports flows come from the rest of the world or from customs transit (goods redirected from customs transit to remain in the economic territory): (a) imports of foreign goods; (b) re-imports of domestic goods. Following goods are excluded from Republic of Serbia's External Trade Statistics:(a) monetary gold (The exclusion is based on CN commodity code 71082000); (b) means of payment which are legal tender and securities, including means which are payments for services such as postage, taxes, user fees (The exclusion is based on CN 49070010, CN 49070030 codes); (c) goods for or following temporary use (e.g. hire, loan, operational leasing), provided all the following conditions are met: - no processing is or was planned or carried out, - the expected duration of the temporary use was or is not intended to be longer than 24 months, - no change of ownership took place or is intended to take place; (The exclusion is based on asked customs procedure code: 53) (d) goods used as carriers of customised information including software, (not recorded by Customs); (e) software downloaded from the Internet (not recorded by Customs); (f) goods supplied free of charge which are themselves not the subject of a commercial transaction, provided that their movement is with the sole intention of preparing or supporting an intended subsequent trade transaction by demonstrating the characteristics of goods or services such as: — advertising material — commercial samples (The exclusion is based on Customs procedure codes 2300 and 5300); (g) goods for and after repair and replacement parts that are incorporated in the framework of the repair and the replaced defective parts (The exclusion based on codes of Nature of Transaction 42, 43 52 and 53 ); (h) means of transport travelling in the course of their work, including spacecraft launchers at the time of launching (not recorded by Customs); (i) goods declared orally to Customs Authorities which are either of a commercial nature provided that their value does not exceed the statistical thresholds in terms of value and/or quantity, or of a non-commercial nature(oral declarations are not allowed by Customs Authorities ); (j) goods released for free circulation after being subject to the customs procedures of inward processing or processing under Customs control (The exclusion is based on customs procedure 4051 and 4091). |

VALUATION: Serbia values its imports on a cost, insurance and freight (CIF-type) valuation while exports are valued on a free on board (FOB-type) valuation. Valuation is consistent with the WTO Agreement on valuation, and weights are determined on a net weight basis in kilogram. As Customs provide the invoice value and the delivery terms the conversion to statistical value is made by the Statistical Office. |

Council Regulation (CE) No 322/97 of 17 February 1997 (OJ No L 52/1) and Council Regulation (EURATOM, EEC) no 1588/90 of 11 June 1990 on the transmission of the data subject to statistical confidentiality to the Statistical Office of the European Communities (OJ No L 151/ 1) stipulates the detailed rules used for receiving, processing and disseminating the confidential data. At national level: The statistical confidentiality is guaranteed by national legislation: The Official Statistics Law (Official gazette of RS, number 104/2009), in Chapter IX, Articles 44-49, stipulates the issue of data confidentiality. Current practices with regards to disclosure and confidentiality are broadly consistent with EU legislation. Confidentiality is applied to some CN codes using recommendations given in DOC MET 400. This data is included in Chapter 99. Passive confidentiality is in use at SORS for external trade statistics but there is the possibility of using active confidentiality as it is specified in Serbian law. REVISION POLICY: Corrections to errors in customs declarations detected by the Customs are regularly included in monthly data deliveries to statistics. Errors detected by the NSI and the National Bank are regularly (monthly) sent to Customs but are corrected and included at least by the time the final annual data are delivered.
