2. Statistical presentation Top
2.1. Data description

On the basis of the Regulation on waste statistics (EC) No. 2150/2002, amended by the Commission Regulation (EU) No. 849/2010, data on the generation and treatment of waste is collectedy by the Czech Statistical Office. Data on waste generation by waste category and economic activity and data on waste treatment are based on the annual statistical survey, on the Annual Report on Waste of the Czech Statistical Office. Respondents of the survey are selected economical entities as well as municipalities. Data from statistical survey are completed by data from administrative source (Integrated Environmental Reporting System – ISPOP to cover the whole population

The legal basis for data collection is the Programme of the Statistical Surveys and Act on the State Statistical Service and waste law.

The information on waste generation has breakdown in sources (19 business activities according to the NACE classification and household activities) and in waste categories (according to the European Waste Classification for statistical purpose). The information on waste treatment is broken down to five treatment types (recovery, incineration with energy recovery, other incenaration, disposal on land and lane treatment) and in waste categories.

All values are mesured in tonnes of waste.

Economic activities

Business Register

The Business Register (BR) is maintained by the Czech Statistical Office in compliance with Article 20 of Act No 89/1995 Coll., on the State Statistical Service. It is a public list of economic entities, which are legal entities and natural persons with the status of an entrepreneur. The economic entities are recorded in the register on the basis of the data obtained by the CZSO in compliance with special regulations or the Act on the State Statistical Service.

The register is regularly updated; quarterly information on the number of registered businesses according to selected basic classification criteria is available. The BR is updated by data from the Company Register, trades licensing offices and statistical sources. The register shows identification number (“ICO“) of each economical entity. The BR provides identification data and statistical characteristics of the business (i.e. legal form, NACE activity, number of employees, etc.).

CZ-NACE

CZSO used the european clasification of economic aktivity (NACE) from 2009. The information on main economic aktivity of enterprices from BR use also administrative source ISPOP

CZ-NUTS

The NUTS classification is the basic systematic tool for statistical and analytical needs and for the needs of provision of statistical information to the EU. It is used for statistical monitoring and for the analysis of social and economic situation in the regions and for the needs of preparation, realization and evaluation of regional policy. Since 1st January, 2000 based on a constitutional act, the Czech Republic was divided
into 14th administrative regions (NUTS 3). Based on this act and the Resolution of the Government the CZSO by mutual consent with the Statistical Office of the European Communities (Eurostat) introduced “Classification of regional statistical units – CZ-NUTS” which replaced the existing Nomenclature of Regions and Districts.

Waste types

 

List of Waste

List of Waste is the Catalogue of waste which classifies waste materials and categories them according to their composition and origin. According to the List of Waste, data of waste generation and waste treatment are kept. The List of waste is stated in the Commission Decision 2000/532/EC on the list of waste and besides dividing waste into waste codes, it divides waste into hazardous and non-hazardous.

EWC-Stat

The data sets contain a breakdown into 51 waste categories according to the European Waste Classification for statistical purpose. It is mainly substance oriented classification and it distinguishes hazardous and non-hazardous waste. The classification is linked to the administrative classification List of Waste.

Recovery and treatment operations

List of recovery, disposal and other treatment operations

Complete waste treatment operations are stated in the Annex I.

Waste treatment methods are set out in the Regulation No 2150/2002/EC – Recovery (R) and Disposal (D) codes.

The Decree of the Ministry of the Environment No 383/2001 Coll., on details of waste management, introduced other treatment operations N-codes, which are adjusted to the Regulation.

Waste origin

List of waste origin

List of waste origin is a special statistical classification used for waste statistics at the CZSO. The List indicates origin of waste and is used to distinguish between own generated waste from other ways of waste origin.

The following codes are included in the List of waste origin:

–         Code A for own generated waste

–         Code B for waste taken over from another generator or authorized person

–         Code C for waste transferred from the previous year (stock balance as at 1st January of the reference year)

Treatment facilities

List of waste treatment facilities (incl. incinerators and landfills)

The List is based on obligation of the Waste Act, which stipulates to the waste operators to operate a waste treatment facility (WTF) only with a permission issued by the state administrative body. The state administrative bodies are obliged to keep a register of the treatment facilities that got the permission. It is a public List of authorized persons to manage waste. This List is regularly updated by the Regional Authorities. The List provides additional information about treatment operation for which the facility got the permission.

The domain consist of three data sets: Generation of waste, treatment of waste and waste treatment facilities. The data set on the generation of waste is broken down into waste categories and the source of waste generation; the data set on treatment of waste is broken down into type of treatment and waste category. The data sets on waste treatment facilities is broken down into the measurement variable (number of facilities, capacity), the waste operation and NUTS2 regions.

2.3. Coverage - sector

The database on waste generation includes all economic activities and in addition waste generated by households.

The database on waste treatment does no include pre-treatment activities (like sorting, drying), but only the final treatment.

 

Description of methods for determining waste generation:

 Waste generation is calculated from administrative source ISPOP, which is obligatory to all subjects producing or treating at least 100 tonnes of waste per year or at least 0,6 tonnes of hazardous waste per year. Subjets below this threshold or citizens (not obliged to fill in the ISPOP) are also included into the waste generation because they are included in ISPOP as partners of the subjects which are obliged to fill in ISPOP.

2.4. Statistical concepts and definitions

Waste: any substance or object which the holder discards or intends or intends or is required to discard.

The sludges (including the dredging spoils) are measured in dry matter.

Concepts and definitions are in line with the ESS/international standards.

2.5. Statistical unit

Statistical units are:

SET 1: waste generation = KAU and municipalities

SET 2: waste treatment = KAU and municipalities

SET 3: treatment facilites = there are not statistical units, only authorized persons

2.6. Statistical population

In the table on waste generation: all national waste generated

In the table on waste treatment: all waste treated within the boarders of country (consequently excluding exports and including imports of waste).

Data on waste generation by waste categories and economic activities and data on waste treatment are based on the administrative source (ISPOP).

The legal basis for data collection is the Programme of the Statistical Surveys and Act on the State Statistical Service and waste law.

Data on waste treatment facilities are from the facility register.

 Data are collected and checked by state authorities.

3.4. Data validation

The higher value of EWC W127 in the year 2016 was mostly caused by the accident of landslide of massive amounts of soils on the highway. Another reason was higher waste generation in construction sector, which was particularly affected by construction contracts that arose during  the large infrastructure investments. Waste treatment for this EWC category has the same explanation. For total disposal is the right trend, more waste is recovered. Lower waste treatment amount of EWC W072 is caused by reclassification to secondary raw materials.

 

Most of the value for backfilling with W02A,W032,W033 and W08A wastes was reported in N01 code (and W032 waste), which refers dorectly to "Use of wastes for ground shaping" by several respondents.

 

Most of the value for landfilling with W08A was reported in 160122 LoW code, which stands for "Components not otherwise specified".

Every report is checked by local authorities responsible for the waste management. Reporting unit is obliged to send report after corrections. Electronic format for data report is used, Guidance for fullfilling the report is publicly available, email and telefon number of responsible person is available.

Data on generation, recovery and disposal of wastes are used by the Ministry of Industry and Trade of the Czech Republic, which mainly uses data on consumption of wastes as secondary raw materials, which are also outputs from the statistical survey on waste.

The Scientific institutes and universities need statistics, analyses, and access to specific data.

International organisations

8.1. Comparability - geographical

In the Czech Republic national data on waste 2018 were also generated by the Czech Environmental Information agency (CENIA) established by the Ministry of the Environment. Data on waste were obtained from the waste records provided by the individual kind of aktivity units of enterprises (KAU) and municipalities. The announcers to the authorities are generators of waste, which generate more than 100 kg of hazardous waste or 100 tonnes of non-hazardous waste per year, and authorized persons, which generate or treat waste (with no limit). Units of waste data collection ensured by the Ministry of the Environment are in tonnes. Methodology of administrative source was adjusted to the methodology according to the 2150/2002 definitions

Coherence with trade statistics

Data on export and import of waste as goods are in the CZSO obtained through statistical surveys of Intrastat. Within the Intrastat waste movement within the EU is observed. Comparison of data from the Intrastat and statistical surveys on wastes as well as from administrative source is possible only in those reporting units, which exceed the threshold value. Moreover, the Intrastat uses Combined Nomenclature (1031/2008/EC) for reporting of waste, which is different from the Waste Catalogue i.e. the comparison of outputs is possible after assigning the waste code according to the Waste Catalogue to the appropriate code from Combined Nomenclature used by the Intrastat.

12. Comment Top

Data for 2018 – break in time serie. According to the agreement among CZSO, Ministry of Environmental and Bureau of Government from January 2016, the problem of double reporting of waste would have been gradually solved. The first step was wider use of administrative data for statistical purpose.- This is in line with tho overal policy of CZSO
