2.1. Data description

 The data collection covers statistics and indicators on key aspects of the education systems in Lithuania. The data show pupils and students entrants and enrolments in education levels, learning mobility, education personnel, graduates, foreign language learning and expenditure on education.

2.4. Statistical concepts and definitions

Statistics Lithuania used the same concepts and definitions as defined in the UOE data collection manuals on education systems statistics.

2.5. Statistical unit

The statistical units collected are students enrolled, entrants, graduates, mobile students enrolled and graduated, enrolments in studies of foreign languages, education personnel and expenditure.

2.6. Statistical population

The data collection covers all types of Lithuanian's institutions which providing formal education and pre-school education. The statistics refer to education in the preschool establishments, in general school, in vocational schools and higher education institutions.

2.7. Reference area

The whole country.

2.8. Coverage - Time

Data cover mainly the period 1998 and onwards.

2.9. Base period

Data on students and data on personnel refer in general to the count on a given date at the beginning of the school/academic year. For education expenditure data, the base period is the financial year which is in general identical to the calendar year and thus running from 1st of January to 31st of December.


3. Statistical processing Top
3.1. Source data

The data collection on non financial data are compiled on the basis of national administrative data sources. The results of the data collection on financial data are compiled on the basis exhaustive survey (statistical questionnaires on the funds, income and expenditure of preschool and pre-primary education institutions, general schools, vocational schools and higher education institutions) and administrative data sources (Ministry of Finance).

3.3. Data collection

The statistical data on students enrollment, entrants, graduates, mobile students enrolled and graduated, foreign languages lerning and education personnel, class size – are produced by the National Agency for Education using the Pupils’ Register, Pedagogues’ Register and Education Information System data. The statistical data are delivered to Statistics Lithuania by email on an annual basis. 

For collection on financial data is used the statistical questionnaires on the funds, income and expenditure. Filled-in questionnaires are submitted by email, through an electronic statistical data preparation and transfer system e-Statistics.

3.4. Data validation

The quality of data obtained is ensured by comparing current statistical data with statistical data of a previous reference year, detecting of the divergent values and (if any) or significant changes in the patterns, checking of  correlation among possible interfaces.

Financial data control requirements are set in a statistical survey programming work technical specification. In order to ensure data quality, additional primary database checks are run, outliers are assessed, the completeness and reliability of data is checked, links between indicators are analysed.

4. Quality management Top
4.1. Quality assurance

Quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice and ESS Quality Assurance Framework.

In 2007, a quality management system, conforming to the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania. Main trends in activity of Statistics Lithuania aimed at quality management and continuous development in the institution are established in the Quality Policy.

Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify areas which need improvement and to promptly eliminate shortcomings.

4.2. Quality management - assessment

The calculation results are compared with the results of previous year, are estimated  based on arithmetic averages. The divergent values of indicators are explained and analysed. In case of significant variations, are contacted with data provider and are explained the reasons of  variations. Tendencies of stock of dwellings in time series are analysed. Estimates error founded and corrected statistical data.

5.1. Relevance - User Needs

The main users of statistical information are State and municipal authorities and agencies, international organisations, the media, research and business communities, students, whose needs are satisfied without a breach of the confidentiality principle.

5.2. Relevance - User Satisfaction

From 2005, user opinion surveys have been conducted on a regular basis. Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted. In 2007, the compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular.

Non financial data up to reference year 2012 are based on ISCED 1997, as from the reference year 2013 ISCED 2011 is applied. Finance data use respectively ISCED 1997 until 2011 data, and ISCED 2011 as from the reference year 2012.

Calculation method Scope of education
The UOE Finance data are compiled on a cash accounting basis rather than on the basis of accrual adjustments done in the national accounts system. The scope of UOE education are formal (regular) education activities according to the ISCED. The scope of education in nacional accounts are formal and non-formal education activities. 

In the UOE data collection, public educational institutions are not part of the government, and the part of their expenditure that is financed by private sources is not taken into account when calculating public expenditure on education. In nacional accounts, public educational institutions' expenditure on education financed from private sources is included in government expenditure on education.
