2.1. Data description

UOE is filled with data gathered on formal education in national education system.

The National Education system consists of  primary, secondary and tertiary education.

Primary education is obligatory for everyone and includes ISCED levels 1 and 2, i.e. 8 years of basic schooling.

Secondary education (ISCED 3) varies in duration depending on programme and its consequent relation to tertiary education.

Tertiary education includes levels 5, 6, 7 and 8 and can be accesed after 4 years in ISCED 3 general or other adequate programmes.

3.2. Frequency of data collection

UOE questionnaire is filled on yearly basis.

3.3. Data collection

Data used to fill in the UOE questionnaire are collected through cenzus surveys.

3.4. Data validation

Data reported in UOE questionnaire are validated for each national statistical report or first release.

Estimations were used in tables REGIO and PERS.

PERS - in the sheet PERS3-AGE  estimation was made for ISCED 1 and ISCED 2 breakdown for teachers by age, for previously all teachers were included in ISCED 2, and ISCED 1 had only totals. Share of teachers by each age category was calculated and the ratio was applied to ISECD 1 total.

Another estimation was made for ISCED 3, considering general and vocational breakdown using the same principle.

REGIO - REGIO2 - AGE breakdown was estimated as well.  The share of "jadranska Hrvatka" and share of "kontinentalna hrvatska" were calculated from each sex total from sheet REGIO1-LEVEL and then ratio was applied to the total by age in REGIO2-AGE.  To be as real as possible different ratio was applied for different age groups:

- age 3, ISCED 01 ratio

- age 4 to 6, ISCED 02 ratio

- age 7 to 10, ISCED 1 ratio

- age 10 - 14 ISCED 2 ratio

- age 15 to 18 ISCED 3 ratio

- age 19+ average tertiary education ratio

In filling the UOE data tables, CBS follows methodological guidelines from Eurostat. We are harmonised with given methodology and in constant progress meeting the reqiurements of Eurostat.
