2) Starting from 2001 a common regulatory system of financing was introduced - funding for each higher education institution is granted basing on common principles. Higher education institution funding was changed to regulatory principle of financing - state determined the number of specialists needed and funding necessary to educate them.

Basing on the total number of teaching staff, the percentages comprised by part-time in full-time workers are calculated. We assume that percentage of teaching staff is equal to the percentage of teachers. Data on full-time and part-time workers in ISCED 2, 3 and 4 are calculated as follows: corresponding % are multiplied by the number of teachers in each level, including females and males.

6.1 Timeliness information regards only data collected by the Central Statistical Bureau on higher education institutions and vocational education institutions. Data on general education are collected by the Ministry of Education and Science. Finances data are received from the Treasury and Ministry of Education and Science. CSB can not fill in information on the mentioned institutions.

9.1. This is not the case in Latvia. Data sources for education statistics are information from Ministry of Education and Science (ISCED levels 1,2,3 (general) and Statistical Office getting data from vocational and higher education institutions using statistical questionnaires (ISCED levels 3 (vocational), 4,5,6). Data are published by Ministry and by Statistical Office and in this case there are no any coherence issues.
