With the Structure of Earnings Survey we wish to provide insight into the structure of earnings, i.e. to present different wage categories (earnings, bonuses, holiday bonus, paid hours, paid overtime, days of holiday leave, etc.) by different characteristic of business entities or their units (size class, activity etc.) and by characteristic of employees (sex, education, occupation, etc.).

Structure of Earnings Survey (SES) was introduced in statistical system of the Republic of Croatia for the first time in 2011 as a component in “IPA 2008 – Technical assistance in development of selected areas of statistics” (programme financed by European Union).

 Target population are all enterprises located in Croatia which employ at least 10 employees and were active in October 2014. NACE Rev.2 activity sections A-S were covered.

Average annual / monthly / hourly earnings per person in paid employment by different wage categories, by different characteristics of business entities and by characteristics of employees;

Statistical unit is enterprise.

The Structure of Earnings Survey covers all persons in paid employment having employment contract with the enterprises selected in the SES sample. The survey did not cover persons working based on work agreements or author's contracts, contracts with juveniles’ and students’ employment services, pupils and students in training.

Sampling frame

Target population are all enterprises located on the teritory of the Republic of Croatia employing at least 10 employees and active in October 2014. NACE Rev.2 activity sections A-S were covered. The sampling frame was selected from the Statistical Business Register (SBR); the most appropriate source for sampling frame available in the CBS.

Sampling frame for SES 2014 consists of 14 565 enterprises that fulfil above mentioned criteria.

Sample

Two stage stratified sampling was used in the process of selecting sample.

At first stage enterprises based on the following 3 criteria: NACE Rev. 2 activity section, size of an enterprise and NUTS2 region were selected from the sampling frame. This has been done by CBS’s Sampling Department. Stratification of the targeted population according to 3 stratification criteria is presented in the attached document (SES2014_stratification of sample.xlsx).The final size oa a sample is 4 025 enterprises.

Second stage of sample selection was done on the field, by respond units selected in the sample – enterprises were asked to select employees for which they were then asked to deliver requested data. Clear explanations on how to select employees were provided in the questionnaire. The procedure was explained through 4 steps.

Data on SES are collected every four years, in accordance to Commission Regulation (EC) No 1738/2005.

Data collection for SES 2014 was entirely conducted under jurisdiction of CBS’s Labour Market Statistics Department. For the purposes of data collection e-questionnaire was created. Also, respondents could choose to deliver data in paper form (paper questionnaire was also available).

All the data collected were validated throught set of logic controls.

Standard quality report accompanies every SES survey in accordance to Commission Regulation (EC) No 698/2006.

Each question in the questionnaire has a clear explanation of what should be included an also what should be excluded from data presented. All the data entered in application prepared for data entry are tested with logic control. Logic control contains a set of treshold values which the values of variables should not exceed.

The total unit response rate was 50,86%.

Response units selected to participate in SES data collection were notified about participation by a mailed circular letter. This letter contained general information about survey, guidelines on data delivery and contact information in case of any technical or methodological questions.

Paper questionnaire was attached to circular letter, because this survey was introduced for the first time in the statistical system of the Republic of Croatia and taking into account the fact extensiveness of questionnaire.

Initially, it was possible to fill in data using on-line questionnaire from December 20^th 2015 until the February 5^th 2016, but due to technical problems this deadline was extended for one week. Also, deadline for data delivery in paper questionnaire was February 5^th 2016.

Starting from March 2016, until the end of August 2016, data from paper questionnaires were entered in prepared application. Parallel to this, data corrections were made. Finally, database was prepared and transmitted to Eurostat.

After acknowledged from Eurostat data had to be validated five times. Finally, clear database was retransmitted to Eurostat in the beginning of July 2017.

In comparision with SES 2010 all methods remained the same.

The only possible data source to which data from SES could be compared is regular Monthly survey on persons employed and wages (RAD-1). See attached cross domain comparison.

For this purposes data on monthly gross earnings per employee for October 2014 from both surveys was compared.

The differences in data come out from coverage. Data from SES 2014 are sample based and those from RAD-1 relate to 70% of persons employed in each activity NACE section.
