Sampling frame The sample frame is designed from the data of the Statistical Business register updated in September 2011, i.e. the data from the business entities: identification number, NACE section, size of the entity, activity status, number of employees and etc. Business entities with 10 and more employees from all NACE sections are included in the frame.
Sample The sample consists of 2956 enterprises, where small enterprises select 10 employees, medium 30 employees and large enterprises select 50 employees to be interviewed. The stratification was made according to the size of the enterprise (small enterprises with 10-49 employees, medium enterprises with 50-249 employees, and large enterprises with 250 and more employees) and according the regions. The sample was drowned in two stages. In the first stage units of observation are enterprises with 10 and more employees (local units are excluded) and in the second stage units of observation are systematically selected from the enterprises according to the payroll. The selection of employees is made by the following criteria: the total number of employees from the payroll in October 2010 is divided with 10, 30 or 50 according to the size of the enterprise that is interviewed. This means that if the enterprise has 40 employees than every fourth employee from the payroll is selected (40/10=4). If the enterprise has 180 employees every sixth employee from the payroll is selected (180/30=6). If the enterprise has 500 employees than every tenth employee from the payroll is selected (500/50=10) Individual information for every employee for example sex, age, occupation and earnings (monthly and annually) are collected with the questionnaire. Employees that are included in the sample in 2010 are those who actually received earnings during the reference month- October. The employees who did not receive earnings in the reference month should be excluded from the sample. The earnings of the employees that are included in the sample and have periods of unpaid absences in the reference month should be adjusted for the whole month. The employees whose income cannot be adjusted should be excluded from the sample. It is very important employees from all occupations including the managers to be The employees who have been selected in the survey are those who are employed on indefinite or definite period (have employment contract) in the enterprise which is subject of the survey and who have received earnings in the reference month, not relating to their working time (employees with full time and part time that work in the enterprises of private and other ownership). The earrings received by the employee can be in the form of salary, including bonuses, payments for shift work, allowances and other. The total number of enterprises that have responded is 2213, with 42930 employees

The data on the structure of earnings are used by policy makers, Government and state organs, social actors, the media, researchers and students and they are one of the basic statistical data indispensable to follow the changes on the labour market. Enterprises are still not so high interested for statistical data for their market research activities or for consultancy services but their interest is in increase. Major foreign user of survey data is Eurostat. |

There is no difference between the reference and the study population in number of employees and according to that in size class of the enterprise For national purposes data in activity A were collected and published. To avoid this kind of difference post stratification is used. Possible over-coverage and under-coverage may happen because of demography of the units: births, deaths, mergers and de-mergers of old units. To avoid this to the possible rate, we used the latest updated version of the sampling frame, the business register of the SSO. |

The questionnaire was made according the EU regulation. It was previously tested in May 2011. The results of this testing showed that some of the questions were too personal, so these questions like name and surname, ID number were excluded from the questionnaire. The survey was conducted in November 2011. An information letter was sent to the business entities previously. The data were collected by interviews on field, which were previously trained for this survey. Data control was done during the survey by the staff in the regional offices, and later by the staff in the subject matter department in SSO. Since this survey was conducted for the first time, most of the errors were found in the two variables gross annual earnings and gross earnings for the reference month. These mistakes were corrected during the data collection or in the post-data-collection processes data entry or editing. The staff in the subject matter department in SSO made the coding of the occupations and the level of education, so minor errors were found. |

The SES in Macedonia was conducted for the first time in November 2011. Pilot survey was conducted in May 2011 in order to test the questionnaire, which gave useful results. In October 2011 the respondent units were notified with a circular letter about being included in the sample, which was sent to them by post. The circular letter contained the general information about the survey and obligation by Law of Statistics to fill the questionnaire. The survey was conducted with interviewers on field. The period for visiting the chosen enterprises was 31.10.2011- 15.11.2011. The interviewers had a task to explain how the questionnaire should be filled in and later to check the collected data. Staff in the regional offices controlled the data and send to SSO by the end of November. In order to collect data from more medium and large enterprises the interviewers was put back on filed. Data processing in SSO was done from January till May 2012 by the following order:

Coherence between gross annual earnings per employee from SES 2010 and compensation of employees from National Accounts
There are more reasons for the difference between both surveys. These are different data sources. Compensations of employees in National Accounts are defined as total amount of compensations paid out in cash or in kind from enterprise to employees for the work done during the year. This amount includes wages and salaries, allowances added to salaries, social contributions, taxes on salaries as well as all compensations for food, transport, accommodation, vacation, etc. Gross annual earnings in SES do not include payments in kind. |
