3.4. Statistical concepts and definitions

Persons who were usual residents on 31 December of the reference year in the territory of the Czech Republic. The persons, who were considered to be usual residents, were those who have lived in the Czech Republic for a continuous period of at least 12 months before the reference time or those who arrived in the Czech Republic during the 12 months before the reference time with the intention of staying there for at least one year. Births to parent(s), who met the criteria of usual residence, born in the reference year were at birth considered as usual residents as well. In 2022, the population includes persons granted temporary protection in the Czech Republic fleeing Ukraine who have applied for its prolongation after March 2023. Excluded were foreign military, naval and diplomatic personnel and their families located in the country.

Sources for calculation data on stocks and flows of the usually resident population, except for the estimate of unregistered EU citizens, are based on registration in the information systems.

The count of emigrants with the Czech citizenship in 2022 was estimated. The relative error of this calculation is +/- 0.03‰ (estimated error in counted emigrants with the Czech citizenship related to the total number of usually resident population).

The estimation error of unregistered EU citizens will be possible to evaluate after the next population census.

For the purposes of qualified majority voting in the Council, Member States shall provide the Commission (Eurostat) with data on the total population at national level at the reference time, in accordance with Article 2 ( c ), within eight months of the end of the reference year.

18.3. Data collection

   
The 2021 Population and Housing Census data were collected under the Act No. 332/2020 Sb, on Population and Housing Census in 2021.

Vital Statistics is collected in compliance with the Act No. 89/1995 Sb, on State Statistical Service and the Decree on the Programme of Statistical Surveys, which is issued every year.

Under the Czech Government Resolution No. 1051 (14 December 2022) are obtained data from the Information System of Foreigners, the Department for Asylum and Migration Policy, The Ministry of Labour and Social Affairs and the Register of the Ministry of Industry and Trade.

The Directorate of Alien Police manages the Information System of Foreigners in compliance with the Act No. 326/1999 Sb, on the residence of foreigners in the Czech Republic.

The provision of the data from the Register of Public Health Insurance is based on a gentlemen agreement between the Czech Statistical Office and VZP ČR.

18.4. Data validation

The same validation principles as for the national definition of population are used.

18.5. Data compilation

Compilation at the individual level for the purpose of counting usually resident population is not applicable. Data computation is performed at the aggregated level.

18.6. Adjustment

The source of data about immigration and emigration of Czech nationals differs from the source for the national definition of migrants of the Czech citizenship. Data from the Central Population Register of the Ministry of Interior, which is source for national migration statistics of Czech nationals, are based on the permanent residence.

Asylum seekers staying in the country for 12+ months and unregistered EU citizens are not included in population figures for national demographic statistics.
