3.1. Data description

Final results on the main demographic developments in the year of reference.

Data and metadata are transmitted to Eurostat in the framework of the POPSTAT data collection accordance with Regulation (EC) No 862/2007 and Regulation (EU) No 1260/2013 and their implementing regulations.

This Euro SDMX Metadata Structure is used for the purpose of quality reporting. The definition of the quality concepts and guidelines are described in the European Statistical System Handbook for Quality Reports.

3.2. Classification system

The current regional breakdown of the countries in the regional demographic tables is according to:

1. Regulation (EU) 2016/2066 amending the annexes to Regulation (EC) 1059/2003 of the European Parliament and of the Council on the establishment of a common classification of territorial units for statistics (NUTS). The NUTS classification according to this regulation is shortly named NUTS-2016 classification.

2. Agreements between Eurostat and Candidate countries as well as between Eurostat and EFTA countries, for which statistical regions have been coded in a way that resembles NUTS.

3.3. Coverage - sector

Time series of population estimates, vital and migration  statistics  are avaliable, from 1994 - 2021. The methodology of vital statistics has been harmonized with the methodology applied for the censuses of population, which ensured possible links between the data of population censuses with vital  and migration mistatistics.

3.4.2 Statistical concepts and definitions used in the statistics disseminated in the National Statistical Institute's website
Population

Usual residence’ means the place where a person normally spends the daily period of rest, regardless of temporary absences for purposes of recreation, holidays, visits to friends and relatives, business, medical treatment or religious pilgrimage.

- those who have lived in their place of usual residence for a continuous period of at least 12 months before the reference time; or

- those who arrived in their place of usual residence during the 12 months before the reference time.

Live births

A live-born child (live birth) is every child who exhibits signs of life at birth, such as breathing, beating of the heart, pulsation of the umbilical cord or definite movements of voluntary muscles.

Deaths A deceased person (death) is every live-born person in whom there is a permanent disappearance of all evidence of life.
Immigrants Immigrants are people arriving from abroad to establish usual residence in a country for a period that is of at least 12 months, having previously been usually residents having previously been usually resident in another Member State or a third country.
Emigrants

Еmigration’ means the action by which a person, having previously been usually resident in the territory of a Member State, ceases to have his or her usual residence in that Member State for a period that is, or is expected to be, of at least 12 months.

Late foetal deaths If the child dies soon after the birth, she/he is first registered as live-born and then as deceased. If a child is born, i.e. extracted from the mother’s body with no sign of life, i.e. if she/he does not breath or show any sign of life, such as heart beating or muscle movements, and was carried over 28 weeks (7 lunar months), she/he is considered a stillborn (late foetal death).
Infant deaths The death of a live-born child under 1 year of age.
Marriages Marriage is a legally regulated community of a man and a woman.

 Data are shared with joint annual questionnaires and transmitted to Eurostat via EDAMIS: DEMOBAL (DEMOgraphic BALance data collection); NOWCAST (NOWCAST demographic data collection); POPSTAT; and annual questionnaires to: UN Statistics Division - Demographic Statistics Section - Questionnaire on Vital Statistics, and WHO - data on mortality.

The State Statistical Office carries out statistical activities in accordance with the Statistical Business Process Model, which is based on the international model - Generic Statistical Business Process Model (GSBPM). The application of this model and international standards in statistical production ensures a high level of accuracy and comparability of data.

Demographic data and indicators calculated on the basis of data obtained from the statistical survey on births are of particular interest both for the domestic and the international public (e.g. institutions, universities, media and individuals) for the creation and implementation of scientific and development policies in the society. The data are used directly, but also for calculation of statistical indicators from other sectors.

Population There are no particular reasons for any unreliability of the data on population except the under-coverage in net migration. Asylum seekers are excluded from the population because their status is resolved mainly within a year, and consequently, do not meet the criterion of usual residence. As soon as they are granted asylum and their stay in the country is for at least a year, they are included in the total population. According to the International and Temporary Protection Act, the final decision on application for international protection has to be made within a period of 6 months after submission of the application.

After carrying out the Census 2021 and the publication of the data, and of course due to the long period of having no census data, it was necessary to revise the series of the total population estimates, accumulated over the period 2002-2021, and create new estimates based on the new census data from 2021, and immediately after that, to make projections of the population of the Republic of North Macedonia for a medium-term period, in this case until 2070.

18.2. Frequency of data collection

Data on births, death,marriages and divorces  are collected monthly.

Data on migration are collected monthly and (foreigner) quarterly.

18.3. Data collection
Data collection is made by self-enumeration method  form reporting units, i.e. register offices. Self-enumeration (about 98 %) is done electronically, while offices without the possibility of electronic data entry complete the paper statistical form (VIT .2) manually. Printed copy of the electronic data entry and completed questionnaires by register offices are delivered to the regional departments of statistics, no later than the 10th of the month for the previous month.

Since 2009, the State Statistical Office monitors the movement and residence of foreigners in the Republic of Macedonia by electronically obtaining data from the records of the Ministry of Interior.

18.4. Data validation

Regional offices are carried out checking contingents and logical validity of survey data.

Basic validations are carried out to check if the codes provided by codebook are possible.

Then, cross validations are carried out to check consistency and accuracy between the different variables.

In order to increase the quality of data for individual characteristics in all demographic surveys, administrative data sources are used.

Data validation is performed with logical control made by the subject-matter department. If there are some inconsistencies, the data are checked by direct contact. Comparison is made with data processed in the previous year, in order to identify possible illogical deviations, and if necessary to take some corrective actions.

18.5. Data compilation

After verification and possible corrections in consultation with the reporting units, i.e. register offices, completed questionnaires are entered in the regional offices in an application with on-line controls. Missing data are provided by imputation of data, according to the established methodological rules and guidelines for control. Data entered in regional departments are then taken by the subject-matter department in the Central Office, where additional control, processing and tabulation of data is done by using established methodological rules and defined control criteria.
