Data and metadata are transmitted to Eurostat by the Member States in the framework of the Unified Demographic Data Collection which is in accordance with Regulation (EC) No 862/2007 and Regulation (EU) No 1260/2013 and their implementing regulations.

This Euro SDMX Metadata Structure is used for the purpose of quality reporting. The definition of the quality concepts and guidelines are described in the European Statistical System Handbook for Quality Reports.

The regional breakdown of the Member States in the regional demographic tables is done under the most recent NUTS classification. There are agreements between Eurostat and Candidate countries as well as between Eurostat and EFTA countries, for which statistical regions have been coded in a way that resembles NUTS.

For Montenegro, the agreement stipulates that Montenegro, as a national level, is one region for all NUTS regions.

Population, live births, deaths and international migration data (immigrants, emigrants) are available at national level.

National level is equal to NUTS1, NUTS2, NUTS3.

Data is collected at unit (person) level.

The reference date for population data is the end of the reference period (midnight of 31 December).

The reference period for vital events data is the calendar year in which the events occurred.

The reference period for migration flow data is the calendar year in which the migration occurred.

Legal basis for producing statistics of birth and death is Law on Official Statistics and Official Statistical System of Montenegro (Official Gazette of Montenegro 47/19), and Annual Plan of Statistical Surveys.

The data source is administrative source – Registry Office that is managed by state administration body responsible for internal affairs (Ministry of Interiors).

The data are submitted in accordance with the Agreement on Data Transmission signed by Statistical Office of Montenegro and Ministry of Interiors.

Legal basis for confidentially policy is Law on Official Statistics and Official Statistical System of Montenegro (Official Gazette of Montenegro 47/19).

On the basis of Agreement on Cooperation signed between Statistical Office of Montenegro and Ministry of Interiors, the data submitted to Statistical Office of Montenegro does not contain characteristics which allow the identification of persons.

By dissemination policy, Statistical office each releases is put on the web site at 11.00 at the date from calendar of publishing. When releases are published on web site we send e mail to all media to inform them about availability of release.

Data are available as preliminary on monthl bases and as final yearly data.

As main user of data we recognize Government of Montenegro, researchers, students and others. Their entire request for population data is satisfied.

In relation to EU requirements for live births, data on the order of birth of the child are not available.

According to Art 4 (2) of the Commission Implementing Regulation (EU) No 205/2014, each year Member States shall provide the Commission (Eurostat) with data at national and regional level as described in Annex II and related standard reference metadata ( In the metadata structure definition defined for the Euro SDMX Metadata Structure) for the reference year within 12 months of the end of the reference year. According to Art 3 (2) of the Commission Regulation (EC) No 862/2007, Statistics on international migration, usually resident population and acquisition of citizenship shall be supplied to the Commission (Eurostat) within 12 months of the end of the reference year.

There is no time lag between the actual delivery of the data and the target date when it should have been delivered.

Statistics of birth and deaths are comparable in EU and in Balkan region.

We conduct statistics on international migration on the basis of residence permits with variables requested for statistics on international migration.

However, we do not conduct residence permit statistics due to the lack of all required variables for  residence permit statistics.

Data collected on daily basis, and provided to Statistical office monthly.

This process is described in agreement between Statistical office and Ministry of Interior. Monthly, Ministry of Interior delivered to the Statistical office CD data in TXT file. Statistical office these monthly database analyses and combines with other bases for the year.

Validation of data is implemented from Statistical office. It is control of coverage, control of missing data, and logical control between data.

Having in mind that we use administrative sources, some of the phase as data capture is jumped. Process of imputation and editing data is described with logical rules.
