3.1. Data description

Data and metadata are transmitted to Eurostat by the Member States in the framework of the Unified Demographic Data Collection which is in accordance with Regulation (EC) No 862/2007 and Regulation (EU) No 1260/2013 and their implementing regulations.

This Euro SDMX Metadata Structure is used for the purpose of quality reporting. The definition of the quality concepts and guidelines are described in the European Statistical System Handbook for Quality Reports.

3.2. Classification system

The regional breakdown of the Member States in the regional demographic tables is done under the most recent NUTS classification. There are agreements between Eurostat and Candidate countries as well as between Eurostat and EFTA countries, for which statistical regions have been coded in a way that resembles NUTS.

For Montenegro, the agreement stipulates that Montenegro, as a national level, is one region for all NUTS regions.

Population Population represent persons with usual place of residence in Montenegro.
Live births Live-born child is child who after birth, even if for short time shows signs of life (breathing, actually heart beating).
Deaths Dead is person where in any time after the birth all life signs have stopped.
Immigrants Immigrant means a person undertaking an immigration. Immigration means the action by which a person establishes their usual residence in the territory of Montenegro for the period, or are expected to be at least 12 months, which was previously usual resident of the other country.
Emigrants

Emigrant means a person undertaking an emigration. Emigration is an activity whereby a person, which was previously common resident in the territory of Montenegro, shall cease to have usual residence in Montenegro.

Legal basis for producing statistics of birth and death is Law on Official Statistics and Official Statistical System of Montenegro (Official Gazette of Montenegro 47/19), and Annual Plan of Statistical Surveys.

The data source is administrative source – Registry Office that is managed by state administration body responsible for internal affairs (Ministry of Interiors).

The data are submitted in accordance with the Agreement on Data Transmission signed by Statistical Office of Montenegro and Ministry of Interiors.

Migration flow – The data source is administrative source – Registry Office that is managed by state administration body responsible for internal affairs (Ministry of Interiors).

14.1. Timeliness

According to Art 4 (2) of the Commission Implementing Regulation (EU) No 205/2014, each year Member States shall provide the Commission (Eurostat) with data at national and regional level as described in Annex II and related standard reference metadata ( In the metadata structure definition defined for the Euro SDMX Metadata Structure) for the reference year within 12 months of the end of the reference year. According to Art 3 (2) of the Commission Regulation (EC) No 862/2007, Statistics on international migration, usually resident population and acquisition of citizenship shall be supplied to the Commission (Eurostat) within 12 months of the end of the reference year.

Population The data source for population estimates is: census, statistics of births, statistics of deaths, and migration of population. The population estimates are produced by sex, age, and at the level of municipality during a year.

Data collected on daily basis, and provided to Statistical office monthly.

This process is described in agreement between Statistical office and Ministry of Interior. Monthly, Ministry of Interior delivered to the Statistical office CD data in TXT file. Statistical office these monthly database analyses and combines with other bases for the year.

Validation of data is implemented from Statistical office. It is control of coverage, control of missing data, and logical control between data.

Having in mind that we use administrative sources, some of the phase as data capture is jumped. Process of imputation and editing data is described with logical rules.
