3.1. Data description

Data and metadata are transmitted to Eurostat by the Member States in the framework of the Unified Demographic Data Collection which is in accordance with Regulation (EC) No 862/2007 and Regulation (EU) No 1260/2013 and their implementing regulations.

This Euro SDMX Metadata Structure is used for the purpose of quality reporting. The definition of the quality concepts and guidelines are described in the European Statistical System Handbook for Quality Reports.

The objective of the Determination of the Usually Resident Population and its Composition statistical survey is to produce and provide for users statistical information on the number of the resident population and its structure by sex, age, citizenship, country of birth, marital status, territorial-administrative units (Capital Region, Central and Western Lithuanian Region, county, municipality (in total, towns/cities, urban/rural areas)) and other indicators. The usually resident population and its structure are determined using a cohort-component method (based on the results of the most recent population and housing census, statistical data on live births, deaths, individuals changing their usual place of residence, territorial-administrative changes).

The objective of the Fertility Statistical Survey is to produce and provide for users statistical information on the number of live births by sex, country of birth, citizenship, birth order, territorial-administrative units (Capital Region, Central and Western Lithuanian Region, county, municipality (in total, towns/cities, urban/rural areas)), also statistical information about parents (age, country of birth, citizenship, legal marital status, duration of marriage, etc.), the number of deliveries and other indicators. The survey is a total survey. For the survey, data from birth records in the Population Register and other data from the register on the baby's and its parents' place of residence, as well as data from identity documents issued in the Republic of Lithuania (document type, date of issue and expiry), are used.

The objective of the Mortality Statistical Survey is to produce and provide for users statistical information on the number of deaths by sex, age, country of birth, citizenship, legal marital status, territorial-administrative units (Capital Region, Central and Western Lithuanian Region, county, municipality (in total, towns/cities, urban/rural areas)), as well as the number of stillbirths by sex, birth order, urban/rural areas, age of mother and other indicators. The survey is a total survey carried out on the basis of the Population Register data. The survey population is formed on the basis of data from records of births and deaths from the Population Register and data from identity documents issued in the Republic of Lithuania (document type, date of issue and expiry).

The objective of the International Migration Statistical Survey is to produce and provide for users statistical information on the number of immigrants and emigrants, their composition by sex, age, citizenship, country of birth, last or next place (country) of residence, marital status, territorial-administrative units (Capital Region, Central and Western Lithuanian Region, county, municipality (in total, towns/cities, urban/rural areas)) and other indicators. The survey is a total survey. The main data source of immigration and emigration indicators is the data from the Population Register. The population of the survey is compiled based on the following data from the Population Register: declared place of residence in the Republic of Lithuania, date of arrival, country of departure, date of departure, county of destination. The main criteria for defining immigrants and emigrants are the change of a country of the usual residence and duration of stay or absence in case of intention to take up usual residence in a new place (country) for good or for a period, not less than 12 months.

The objective of the Marriage Statistical Survey is to produce and provide for users statistical information on the number of marriages and married persons by sex, age, mean age at marriage, previous marital status, citizenship, marriages by age differences of the newlyweds, territorial-administrative units (Capital Region, Central and Western Lithuanian Region, county, municipality (in total, towns/cities, urban/rural areas)) and other indicators. The survey is a total survey carried out on the basis of the Population Register data. The survey population is formed on the basis of data from records of marriage from the Population Register and data from identity documents issued in the Republic of Lithuania (document type, date of issue and expiry).

The objective of the Divorce Statistical Survey is to produce and provide for user’s statistical information on the number of divorces and divorced persons by sex, age, a number of common children, duration of the marriage, citizenship, territorial-administrative units (Capital Region, Central, and Western Lithuanian Region, county, municipality (in total, towns/cities, urban/rural areas)) and other indicators. The survey is a total survey carried out on the basis of the Population Register data. The survey population is formed on the basis of data from records of divorce from the Population Register and data from identity documents issued in the Republic of Lithuania (document type, date of issue and expiry).

The objective of the Annual Survey of health care establishments is to produce and provide for users statistical information on the resources and activities of health care institutions, including the number of abortions by ICD-10 code, age of women, urban/rural inhabitants. 

Acquisitions/loss of citizenship

Includes the list of any categories of persons, who have acquired citizenship during the reference year and who might have been excluded from the figures reported (e.g. adopted children, non-nationals married to citizens of the reporting country, only naturalizations reported, etc.). A person must swear an oath of allegiance to the Republic of Lithuania within 6 months for stateless persons, and 2 years for persons who have the citizenship of another state from the day of entry into force of the Decree of the President of the Republic, whereby a person is granted citizenship of the Republic of Lithuania. So, if the citizenship was granted during the reference year and the person took the oath to the Republic of Lithuania during the period of 6 months for stateless persons, and 2 years for persons who have the citizenship of another state, it might be that this person is excluded from the figures of the reporting year and is included into the next year’s statistics.

3.2. Classification system

The regional breakdown of the Member States in the regional demographic tables is done under the most recent NUTS classification. There are agreements between Eurostat and Candidate countries as well as between Eurostat and EFTA countries, for which statistical regions have been coded in a way that resembles NUTS.

3.4.2 Statistical concepts and definitions used in the statistics disseminated on the National Statistical Institute's website

Population

Usually resident population means all persons having their usual residence in the Republic of Lithuania at the reference time.

Usual residence means the place where a person normally spends the daily period of rest, regardless of temporary absences for purposes of recreation, holidays, visits to friends and relatives, business, medical treatment or religious pilgrimage. 

The following persons alone shall be considered to be usual residents of a specific geographical area:

— those who have lived in their place of usual residence for a continuous period of at least 12 months before the reference time; or

— those who have arrived in their place of usual residence during the 12 months’ period before the reference time with the intention of staying there for at least one year.

Live births

Live birth means the birth of a child who breathes or shows any other evidence of life, such as the beating of the heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, regardless of gestational age.

Deaths

Death means the permanent disappearance of all evidence of life at any time after live birth has taken place (post-natal cessation of vital functions without capability of resuscitation).

Immigrants

Persons who have arrived in a country with the intention to stay in a new place for permanent residence or longer than 12 months. It may also be aliens having a temporary residence permit for a year and longer.

Emigrants

Persons who have left the country with the intention to stay in a new place for permanent residence or longer than 12 months.

Acquisitions of citizenship

The acquisition of citizenship, according to national legislation (the Law on Citizenship of the Republic of Lithuania). Citizenship of the Republic of Lithuania may be granted to a person if he/she meets the following conditions:

— has passed the examination in the Lithuanian language;

— at the time of submission of the application is habitually resident in the territory of the Republic of Lithuania;

— has been residing in the territory of the Republic of Lithuania for the last ten years;

— has a legal source of support in the territory of the Republic of Lithuania;

— has passed the examination in the basic provisions of the Constitution of the Republic of Lithuania;

— is a stateless person or is a citizen of a state under the laws of which he shall lose citizenship of the said state upon acquiring citizenship of the Republic of Lithuania and notifies in writing of his decision to renounce citizenship of another state held by him after he is granted citizenship of the Republic of Lithuania.

Loss of citizenship

The loss of citizenship, according to national legislation (the Law on Citizenship of the Republic of Lithuania).

Legally induced abortions

Legally induced abortion is the artificial extraction of the product of the conception during the first 12 weeks of gestation by the wish of women or during 22 weeks of gestation due to therapeutic reasons.

Late foetal deaths

Stillbirth means foetal death, namely death prior to the complete expulsion or extraction from its mother of a product of conception, irrespective of the duration of pregnancy. Death is indicated by the fact that after such separation from its mother the foetus does not breathe or show any other evidence of life, such as the beating of the heart, pulsation of the umbilical cord, or definite movement of voluntary muscles. 

Infant deaths

The infant is a child under one year of age.

Marriages

Marriage is a voluntary agreement between a man and a woman to establish a legal family relationship registered according to the order set by law.                              

Divorces

Divorce is a marriage dissolved according to the order set by law. A marriage is considered to be dissolved from the day when the court’s decision to dissolve it comes into force, which is indicated in a marriage dissolution record.

Population

Total population. The survey covers Lithuania’s usually resident population.

Live births

Total population. The survey covers live births in the Republic of Lithuania whose parents (or at least one of the parents) are usual residents of the Republic of Lithuania, or unknown, as well live births born abroad whose mothers are usual residents of the Republic of Lithuania.

Deaths

Total population. The survey covers deaths of usual residents of the Republic of Lithuania.

Immigrants

Total population. The survey covers the number of immigrants  estimated on the basis of their intention to change the usual residence for a period longer than 12 months. According to the selection criteria (statistical rules), the number of immigrants also includes foreigners holding a temporary residence permit in the Republic of Lithuania for a period longer than a year.

Emigrants

Total population. The survey covers the number of emigrants estimated on the basis of their intention to change the usual residence for a period longer than 12 months. According to the selection criteria (statistical rules), the number of emigrants also includes foreigners whose temporary residence permit (issued for a year or a longer period) has expired and a new permit has not been granted.

Acquisitions of citizenship

Total population. The survey covers persons who have acquired the citizenship of the Republic of Lithuania according to the Law on Citizenship on the Republic of Lithuania.

Loss of citizenship

Total population. The survey covers persons who have lost the citizenship of the Republic of Lithuania according to the Law on Citizenship of the Republic of Lithuania.

Legally induced abortions

Total population. All legally induced abortion in health care institutions in Lithuania (incl. non-residence).

Late foetal deaths

Total population. The survey covers stillbirths born in the Republic of Lithuania whose parents (or at least one of them) are usual residents of the Republic of Lithuania or their origins are unknown.

Infant deaths

Total population. The survey covers infant deaths of usual residents of the Republic of Lithuania.

Marriages

Total population. The survey covers marriages concluded both in the Republic of Lithuania and abroad when at least one of the spouses is a usual resident of the Republic of Lithuania.

Divorces

Total population. The survey covers marriages dissolved both in the Republic of Lithuania and abroad when at least one of the spouses is a usual resident of the Republic of Lithuania.

The number of immigrants and the number of emigrants by national level are comparable since 1990. The number of immigrants and emigrants by different breakdowns, i.e. age, sex, citizenship, country of birth, etc. is comparable since 2001.

The number of marriages and the number of divorces by national level are comparable since 1950, by territorial-administrative units – since 1994.

The numbers of legally induced abortions are comparable since 1975.

The number of persons who have acquired citizenship at the national level is comparable since 2005.

The number of persons who have lost citizenship at the national level is comparable since 1992.

11.1. Quality assurance

The quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice. In 2007, a quality management system, conforming with the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania.

Citizenship

The definition of citizenship stated in Article 2.1 of Regulation (EC) No 862/2007 is applied when data are completed for each of the requested datasets.

In order to assure data quality, data are checked before being published. The validation rules (internal coherence check, cross-checks and etc.) are applied.

Country of birth

The definition of country of birth stated in Article 2.1 of Regulation (EC) No 862/2007 is applied when data are completed for each of the requested datasets.

The main data source for the production of vital and international migration statistics is the Population Register. The administrative data source provides data on the country of birth based on the de facto concept (the country in which the birth took place). If the country of birth of an individual is unknown or not indicated, then the country of usual residence of the mother at the time of the birth is used.

In order to assure data quality, data are checked before being published. The validation rules (internal coherence check, cross-checks and etc.) are applied.

Country of birth of the mother

The definition of country of birth of the mother stated in Article 2 of Regulation (EC) No 205/2014 is applied when data are completed for each of the requested datasets.

The main data source for the production of vital and international migration statistics is the Population Register. The administrative data source provides data on the country of birth based on the de facto concept (the country in which the birth took place). If the country of birth of an individual is unknown or not indicated, then the country of usual residence of the mother at the time of the birth is used.

In order to assure data quality, data are checked before being published. The validation rules (internal coherence check, cross-checks and etc.) are applied.

Country of previous usual residence

The definition of country of previous usual residence stated in Article 2(a) of Regulation (EC) No 351/2010 is applied when data are completed for each of the requested datasets.

Country of next usual residence

The definition of country of next usual residence stated in Article 2(b) of Regulation (EC) No 351/2010 is applied when data are completed for each of the requested datasets.

Deaths

The definition of death stated in Article 2 of Regulation (EU) No 1260/2013 is applied when data are completed for each of the requested datasets.

After annual mortality data have been processed, their analysis is performed. Mortality data by place of usual residence produced by Statistics Lithuania are compared with causes of death data produced by the Institute of Hygiene. In case of discrepancies, primary statistical data are checked; changes of the place of usual residence in the Population Register managed by the State Enterprise Centre of Registers are taken into account.

Divorce

The definition of divorce as a final legal dissolution of a marriage, that is, a separation of the partners which confers on the parties the right to remarriage is applied when are completed for each of the requested datasets.

Emigrants

Quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice and ESS Quality Assurance Framework.

Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify areas which need improvement and to promptly eliminate shortcomings.

First-time marrying person

The definition of first-time marrying person as first-time marrying person means a person contracting for the first time in life, the marriage is applied when data are completed for each of the requested datasets.

First-time registering partner

Not applicable.

Foetal death

The definition of foetal death stated in Article 2 of Regulation (EU) No 328/2011 is applied when data are completed for each of the requested datasets.

Foreign-born

The definition of foreign-born stated in Article 2(e) of Regulation (EU) No 351/2010 is applied when data are completed for each of the requested datasets.

The data about the children under 1-year visits to the medical doctor from Sveidra (Compulsory Health Insurance Information system under the National Health Insurance Fund under the Ministry of Health) is used for the improvement of the estimation of the number of live births. The number of live births includsd only those children born abroad who visited the medical doctor at least once during the year after birth. The number of live births is compared with the final results (number of children) of the Population and Housing Census of the Republic of Lithuania; in case of discrepancy, the number of live births is recalculated.

The definition of live birth order stated in Article 2 of Regulation (EU) No 205/2014 is applied when data are completed for each of the requested datasets.

The definition of marriage is applied when data are completed for each of the requested datasets. Marriage is a voluntary agreement between a man and a woman to establish a legal family relationship registered according to the order set by national law.

The definition of native-born stated in Article 2(e) of Regulation (EU) No 351/2010 is applied when data are completed for each of the requested datasets.

Main users of statistical information on demographic and migration statistics are State and municipal authorities and agencies, international organizations, the media, research and business communities, students, Eurostat, whose needs are satisfied without a breach of the confidentiality principle. 

12.2. Relevance - User Satisfaction

Since 2005, user opinion surveys have been conducted on a regular basis. The Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted.

In 2007, the compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general, and specific statistical indicators in particular.

Asylum seekers usually do not stay in the Republic of Lithuania for more than 12 months and they are not considered as the usually resident population of the Republic of Lithuania.

The main data source for statistical data on live births, deaths, and migration is the Population Register. The quality of the Population Register data is good.

According to Article 4 (2) of the Commission Implementing Regulation (EU) No 205/2014, each year Member States shall provide the Commission (Eurostat) with data at the national and regional level as described in Annex II and related standard reference metadata (in the metadata structure definition defined for the Euro SDMX Metadata Structure) for the reference year within 12 months of the end of the reference year. According to Article 3 (2) of the Commission Regulation (EC) No 862/2007, statistics on international migration, usually resident population and acquisitions of citizenship and loss of citizenship shall be supplied to the Commission (Eurostat) within 12 months of the end of the reference year.

The number of immigrants estimated by the State Data Agency (Statistics Lithuania) is based on the intention to change the usual residence for a period not shorter than a year.

If a birth has occurred for a third-country national that holds a temporary residence permit in the Republic of Lithuania, a temporary residence permit is also issued for a newborn, including it in RP statistics. However, this newborn is included in birth statistics, but not in the IM.

The difference between IM (International Migration) and RP (Residence Permits) stock statistics: 

The number of immigrants estimated by the State Data Agency (Statistics Lithuania) is based on the intention to change the usual residence for a period not shorter than a year.

IM from the third-country nationals who hold temporary residence permits for 12 months or more, but have declared their departure from the Republic of Lithuania during the reference year, are not included in the total number of immigrants, but are included in RP statistics.

If a newborn of a third-country national that holds a temporary residence permit in the Republic of Lithuania emigrates during the reference year, he/she is included in the total number of emigrants.

Administrative data are obtained, updated and used in accordance with the procedure established by legal acts in accordance with the agreements and arrangements concluded between the State Data Agency (Statistics Lithuania) and administrative data managers. 

18.4. Data validation

The statistical relevance is judged by the quality of the statistical information obtained. Statistical data control requirements are set in the statistical survey on Determination of the Usual Resident Population and its Composition programming work technical specification, produced following an approved survey's methodology.

Statistical information for the reference year is compared with the previous year. Statistical data validation is performed based on the quality of the information received. Trends of the time series, significant changes in trends and reasons that have caused this are analyzed. Relationships among statistical indicators and, in the case of significant deviations, reasons for the deviation are studied. If missing values are detected, errors are corrected.
