3.1. Data description

Data and metadata are transmitted to Eurostat by the Member States in the framework of the Unified Demographic Data Collection which is in accordance with Regulation (EC) No 862/2007 and Regulation (EU) No 1260/2013 and their implementing regulations.

This Euro SDMX Metadata Structure is used for the purpose of quality reporting. The definition of the quality concepts and guidelines are described in the European Statistical System Handbook for Quality Reports.

3.2. Classification system

The regional breakdown of the Member States in the regional demographic tables is done under the most recent NUTS classification. There are agreements between Eurostat and Candidate countries as well as between Eurostat and EFTA countries, for which statistical regions have been coded in a way that resembles NUTS.

Article 3 of the national Official Statistics Law, No. 25(I) of 2021 defines the functions of the Statistical Service of Cyprus regarding the production and dissemination of official statistics. Moreover, Article 13, explicitly stipulates the mandate for data collection and introduces a mandatory response to statistical enquiries by stipulating the obligation of respondents to reply to surveys and provide the data required. This relates not only to national but also to European statistics which, by virtue of Article 8 of the said Law, are incorporated in the annual and multiannual programmes of work without any further procedure.

Statistical micro-data from CYSTAT’s surveys are accessible for research purposes only and under strict provisions as described below:

Under the provisions of the Official Statistics Law, CYSTAT may release microdata for the sole use of scientific research. Applicants have to submit the request form "APPLICATION FOR DATA FOR RESEARCH PURPOSES" giving thorough information on the project for which micro-data are needed.

The application is evaluated by CYSTAT’s Confidentiality Committee and if the application is approved, a charge is fixed according to the volume and time consumed for preparation of the data. Micro-data may then be released after an anonymization process which ensures no direct identification of the statistical units but, at the same time, ensures usability of the data. Population                                                      
The population enumerated at the latest Census of Population is used as the benchmark for population estimates. Annual estimates are then produced based on natural change (births - deaths) and migration estimates. Refugees from Ukraine are included in the population estimates, according to Eurostat guidelines.
Live births

Complete coverage. Data on births are provided by the Civil Registry and Migration Department (CRMD) at which all births should be registered within 3 months from occurrence. The data on births are also matched with the database kept at the Health Monitoring Unit of the Ministry of Health, in order to obtain additional information. Births of asylum seekers and refugees are included in the total number of births.

Some cases with unknown characteristics (such as mother's citizenship, biological order etc.) are cases for which the information was missing at the CRMD database.

Live births to mothers who are refugees from Ukraine are included in live births figures according to Eurostat guidelines.

Deaths

Complete coverage. Data on deaths are provided by the Civil Registry and Migration Department at which all deaths should be registered within a year from occurrence. The data on deaths are also processed and checked by the Health Monitoring Unit of the Ministry of Health and then are submitted to the Statistical Service of Cyprus for analysis. Deaths of asylum seekers and refugees are included in the total number of deaths.

Deaths of refugees from Ukraine are included in deaths statistics according to Eurostat guidelines.

Immigrants

Data on immigrants are based on estimations that result from a survey conducted at airports, cross-checked with other sources available at the Statistical Service of Cyprus. Asylum seekers and refugees are enumerated during the Census of Population, in case they have stayed in the country for at least 12 months or they came in the country with the intention of staying for at least 12 months.

Refugees from Ukraine who were granted temporary protection and who were believed to be present at the end of the year were included in the number of immigrants, according to Eurostat guidelines.

Emigrants Data on emigrants are based on estimations that result from a survey conducted at airports, cross-checked with other sources available at the Statistical Service of Cyprus.

According to Article 4 (2) of the Commission Implementing Regulation (EU) No 205/2014, each year Member States shall provide the Commission (Eurostat) with data at national and regional level as described in Annex II and related standard reference metadata (in the metadata structure definition defined for the Euro SDMX Metadata Structure) for the reference year within 12 months of the end of the reference year. 15.3. Coherence - cross domain

Concerning migration statistics, some differences may exist between figures published by CYSTAT and figures available from administrative sources, due to different definitions and methodologies used. For example, the number of residence permits statistics at the end of the year may not be equal to the number of third country nationals included in the population stock. This may be due to the fact that for the population stock, estimates are made to account for the number of third country nationals who may have left the country even though their permits are still valid, or for the number of third country nationals who are not legally registered. Additionally, EU citizens may be registered in administrative sources but may have left the country without being deleted from registers or there may even be cases when EU citizens are not officially registered, even though they have been residing in the country for more than a year. For the above reasons, additional sources such as the Passengers Survey and other surveys available by CYSTAT, are used to provide more accurate estimates of population and migration statistics. 

At the moment, plans are being made by the Statistical Service to make greater use of administrative sources and to try to link the two domains. It is expected that in the coming years there will be greater coherence between the available sources and disparities will be eliminated.

Some data validation rules are performed with the use of SPSS in order to ensure that the results are correct and consistent. These rules are mainly based on the definitions provided in the methodological manual prepared by Eurostat.

In addition, as previously mentioned, data on births and deaths are also matched with the databases kept at the Health Monitoring Unit of the Ministry of Health, in order to ensure that all additional information can be obtained.

Data on births, deaths, immigrants, emigrants and population sent to Eurostat, refer to the usually resident population of the Government controlled area of Cyprus only. The population in the Government controlled area of Cyprus does not include the military forces (and their families) residing in the two Sovereign Base Areas (Akrotiri and Dhekelia) – it does include however the rest of the resident population in the two SBAs which do not belong to the military forces.

Figures on births, deaths, immigrants, emigrants and population refer to the Government controlled areas of Cyprus.
