CSB of Latvia had developed a methodology to evaluate usual resident population. Reason - Latvia has Population Register, however, according to the 2011 Census results the difference between number of population in the Population Register and according to the Census results was 155 thsd. or 7 % - the level of non-registered migration is very high. New method is based on Population Register and data from other administrative data sources (all data sources include personal ID codes; codes are used to merge data). The aim of the method is to estimate the status of actual place of residence at the beginning of the year for each individual registered in the Population Register. Logistic regression model has been developed. All data sources contain individual ID codes. These ID codes are used to merge data from different administrative data sources. Mathematical methods are used to estimate the actual place of residence for each individual. After that usual resident population database on an individual level is prepared. In addition, verification of records is used - if all individuals have all necessary records (for example, gender, age, place of birth, citizenship, etc.). If necessary information is adjusted on an individual level. To prepare data on birth, data from Civil Registry Offices on birth are supplemented with information from the Population Register on those, born abroad, whose mother is usually resident of Latvia and was abroad for a period shorter than 12 months. |
