3.1. Data description | |||
The objective of the statistical data on aircraft, passengers and freight at the airport is to provide the information on the flows of aircraft, passengers and freight and mail at the airports. Statistical information on passenger arrivals and departures by type of carriage, by country; freight and mail carried by type of carriage, by country, aircraft movements is prepared on country level. |

Airports are classified according to ICAO (International Civil Aviation Organization) airport coded as listed in ICAO document 7910. Aircrafts are classified according to aggregated aircraft categories based on the ICAO aircraft codes as listed in ICAO document 8643. Airlines are classified according to the ICAO airline codes as listed in the ICAO document 8585. When providing the data to Eurostat, the region where they are licensed is coded accordingly either as European Union (EU) or outside the European Union (non-EU). |

3.4. Statistical concepts and definitions | |||
The main concepts used in this domain are the following: Arriving passengers are those passengers whose air journey terminates at the reporting airport, or those passengers who will continue their air journey (direct transit passengers excluded). Departing passengers are those passengers whose air journey begins at the reporting airport and ends at a local or foreign airport, or those passengers to whom the reporting airport is a transit one and they continue their air journey (direct transit passengers are excluded). Direct transit passengers are passengers who continue their journey on a flight having the same number as the flight on which they arrived. Passengers in direct transit are counted only once. Freight and mail loaded and unloaded means all the freight and mail loaded and unloaded from the aircraft including express and diplomatic postal items, but excluding passenger baggage and direct transit freight and mail. Flight means the operation of an aircraft for one or several flight stages when the flight number does not change. |

Statistical information is prepared and disseminated under the principle of impartiality and objectivity, i.e. in a systematic, reliable and unbiased manner, following professional and ethical standards (the European Statistics Code of Practice), and the policies and practices followed are transparent to users and survey respondents. All users have equal access to statistical information. All statistical information is published at the same time – at 9 a.m. on the day of publication of statistical information as indicated in the calendar on the Official Statistics Portal. Relevant statistical information is sent automatically to news subscribers. The President and Prime Minister of the Republic of Lithuania, their advisers, the Ministers of Finance, Economy and Innovation, as well as Social Security and Labour of the Republic of Lithuania or their authorized persons, as well as, in exceptional cases, external experts and researchers have the right to receive early statistical information. The specified persons are entitled to receive statistical reports on GDP, inflation, employment and unemployment and other particularly relevant statistical reports one day prior to the publication of this statistical information on the Official Statistics Portal. Before exercising the right of early receipt of statistical information, a person shall sign an undertaking not to disseminate the statistical information received before it has been officially published. Statistical information is published on the Official Statistics Portal according to an Official Statistics Calendar, following the Official Statistics Dissemination Policy Guidelines and Statistical Information Dissemination and Communication Rules of Statistics Lithuania approved by Order No DĮ-176 of 2 July 2021 of the Director General of Statistics Lithuania. |

11.1. Quality assurance | |||
Quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice and ESS Quality Assurance Framework. In 2007, a quality management system, conforming to the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania. Main trends in activity of Statistics Lithuania aimed at quality management and continuous development in the institution are established in the Quality Policy. Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify areas which need improvement and to promptly eliminate shortcomings. 11.2. Quality management - assessment | |||
Quality of statistical results meets the requirements of accuracy, timeliness and punctuality, comparability and consistency. According to the annually updated measurement plan of performance quality indicators of Statistics Lithuania, results of quality indicators of air transport statistical surveys monitored are presented in fields 14–17 of this metadata description. In 2017, a self-assessment of the head of the Air Transport Statistical Survey was carried out. It showed that the research results meet the requirements for the quality of statistical information. In 2017, the revision of the statistical form TOU-01 of aircraft, passenger and cargo flows at airports was carried out, the received recommendations were implemented. When evaluating statistical indicators, quality of the obtained information is analyzed. Results of the calculation are compared with the results of the previous period and the previous year. Outstanding values of indicators are identified and analyzed. In the event of significant deviations, a data provider shall be contacted and the reasons for the deviation explained. |

12.1. Relevance - User Needs | |||
The main users of statistical information are State and municipal authorities and agencies, international organisations, the media, research and business communities, students, whose needs are satisfied without a breach of the confidentiality principle. Statistical information is used in forecasting and analyzing economic development. |

12.2. Relevance - User Satisfaction | |||
Since 2005, user opinion surveys have been conducted on a regular basis. The Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted. In 2007, the compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular. All air transport indicators are published at the national level. The content and detail of the indicators meet EU requirements. |

Monthly statistical information is published on the 21st day after the end of the reference month, quarterly – on the 52nd calendar day after the end of the reference quarter, annual – in the 5th month after the end of reference year. All the statistics required are transmitted to Eurostat 3 months after the reference quarter. |

Statistical information is published in accordance with an Official Statistics Calendar. In case of delay, users are notified in advance by indicating the reason and a new date of publication. Statistical information released on time - 100 per cent. |

Airports submit monthly statistical data on aircraft, passenger and cargo flows in *.dbf format to Statistics Lithuania in accordance with the Statistical Report on Aircraft, Passenger and Cargo Flows at the Airport (TOU-01), approved by order No. DĮ-305 of 30 November 2021 of the Director General of Statistics Lithuania. The form of the statistical report is regularly reviewed and, if necessary, improved (last tested in 2017). 18.4. Data validation | |||
Requirements for statistical data control are presented in the technical task of the research programming work. Control of statistical data is performed during their loading into the statistical database. The format of the received statistical data whether all codes are correct is checked, and a search for missing values is performed. Non-correctable errors or missing values are discussed with respondents. In order to ensure quality of statistical data, an additional check of the primary database is performed. Completeness and reliability of the statistical data entered are checked, and relationships between the indicators are analyzed. |

The summation method is used to calculate statistical indicators. Monthly, quarterly and annual summary information is produced. More detailed description of the survey is described in air transport methodology (only in Lithuanian). |
