2.1. Data description

The livestock and meat statistics are collected under Regulation (EC) No 1165/2008 since 2009. They cover slaughtering in slaughterhouses (monthly) and other slaughtering (annual), GIP (gross indigenous production) forecast (semi-annual or quarterly data), and livestock statistics (once or twice a year), including regional statistics (annual).This template lists the questions constituting the quality report required in Article 17 of EU Regulation N°1165/2008 on livestock and meat statistics. 

Survey on agriculture production - animal production is the main survey for providing data on livestock number (cattle, pigs, sheep, goats and poultry) as on 1 December and also basis for providing data on  GIP meat forecast,  slaughter out of slaughterhouses in monthly and annual periodicity, production of milk, eggs-total, eggs for consumption, wool and honey as well as data on use of milk on the holdings and production of milk products. This quality report covers the year 2019 and all the quality indicators already reported for year 2016 on the statistical processes used to meet the Regulation (EC) No 1165/2008.The deadline for submission is on 1 July 2020.

Livestock
Slaughtering

Total slaughtering of livestock is a value estimated on the basis of annual calculations with the use of the available data on balance of live animals:

1. Animal heads at the beginning of year (number and weight, Survey on agriculture production – animal production in the previous year)

2. Livestock born (number, calculated by applying coefficients for EAA purposes: 0.80 calving per cow)

3. Import (number and weight, Customs Administration)

4. Export (number and weight, Customs Administration)

5. Total slaughtering (number and weight, estimated on the basis of the balance of live animals)

6. Perished (number, Survey on agriculture production – animal production in the reference year) 

7. Animal heads at the end of year (number and weight, Survey on agriculture production – animal production in the reference year).

The difference between total slaughtering and slaughtering in slaughterhouses represents slaughtering out of slaughterhouses.

The structure of slaughtering out of slaughterhouses by categories (Annex IV, Regulation (EC) No 1165/2008) and months is provided by the Survey on agriculture production – animal production.

Chosen method of estimation of monthly slaughter out of slaughterhouses is based on three-year average of realized total slaughter by months and categories. Data on slaughter out of slaughterhouses are calculated as the difference between total slaughter and slaughter in slaughterhouses by categories for the referent month.

Data on slaughtering in slaughterhouses are provided from administrative source - records kept by Ministry of Agriculture, Forestry and Water Management (MoA), the Veterinary administration regional offices, on monthly basis.

In order to provide data on the export and import of goods, the SORS  takes over the Uniform Administrative Document ready for automatic data processing from the Republic Customs Administration by the 15th of the month for the previous month, and carries out further statistical control and processing. Monthly external trade data are available by the 30th of the month for the previous month, and the final annual data by July 15th for the previous year.

Survey on agricultural production - animal production is carried out in period 2-16 December, on the sample of 1.5-2% of agricultural holdings. Data collection for family holdings and entrepreneurs is carried out by interview method (through printed questionnaires - on the fild and by telephone - centralized) and by post - for holdings of legal entities. Controlled data entry is done by 15 January. IST program (developed in SORS) is used for data entry and data processing. Data processing, analysis and production of preliminary results is carried out until 14 February. After the announcement of the previous results (14 February), further processing of data and calculation of animal production is carried out by 1 April, when the final data on livestock number and animal production (production of milk, wool, eggs and honey) for the reference year are published for national needs.

Users of these data are MoA and other institutions, journalists, students  and other individuals.

During defining the content of the questionnaire, MoA representatives were consulted and the EU legislation was examined in order to obtain data that would meet national and international  needs. The only problem is that these data are representative and available up to the regional level (NUTS2) and some users need the data for lower territorial levels, which can only be met through structural surveys in the case of livestock number.

General Survey on user satisfaction is conducted every two years and results are available on the web site of SORS. There is no specific survey on user satisfaction related to statistics on livestock number and meat.

Since 1999 SORS does not answer for the specific data for AP Kosovo and Metohija and these data are not included in the coverage for the Republic of Serbia- total.
