3.1. Data description

Statistics on eggs for hatching and farmyard poultry chicks are collected under (market) Regulation (EC) No 617/2008. They are the earliest available information to foresee production of poultry meat and eggs, as the numbers of chicks of various utilities placed in the farms of each Member State, i.e. the number of chicks placed by the hatcheries of this Member State increased by the net import of chicks.

The questionnaires used follow the type of data (type of chicks, units used and reference periods) of the regulation exactly, so no conversions are needed. The data is collected mainly via e-mail. To ensure hatcheries provide the data, there is national legislation (SJVFS 2016:13) stipulating that the hatcheries must deliver the data monthly. If the data is delivered late in spite of this, the last known value (the value of the corresponding month the previous year) is used and marked as preliminary data until the actual data can replace it.

Because of the few number of hatcheries and their specialisations, no data can be published or disseminated without enabling the competitors to ascertain the data of each other by subtracting their own values. Because no data can be published or disseminated if it can be traced back to a single individual or holding, no data is published nationally; there is no national use of the data even though there are interested parties (no dissemination is allowed) and the data is marked as classified when it is transmitted to Eurostat.

The population is monitored through a national register and media specialized in agriculture. 

Because data is collected exclusively from hatcheries, trade conducted by agricultural holdings or any other entity is not covered. The extent of trade conducted by other entities than hatcheries is deemed to be non-significant.

The data on hatchery structure, hatchery activity and trade of chicks regulated in Commission Regulation (EC) No 617/2008 of 27 June 2008 laying down detailed rules for implementing Regulation (EC) No 1234/2007 as regards marketing standards for eggs for hatching and farmyard poultry chicks is collected monthly and annually through a census survey to all hatcheries with a capacity of at least 1 000 units in their incubators.

The questionnaires used follow the type of data (type of chicks, units used and reference periods) of the regulation exactly, so no conversions are needed. The data is collected mainly via e-mail. Because some hatcheries are reluctant to provide the data, there is national legislation (SJVFS 2016:13) stipulating that the hatcheries must deliver the data. In spite of this, it is sometimes necessary to threaten with fines to actually obtain the data and this process means the data is sometimes late. The last known value (the value of the corresponding month the previous year) is then used and marked as preliminary data until the actual data can replace it.

Because of the few number of hatcheries and their specialisations, no data can be published or disseminated without enabling the competitors to ascertain the data of each other by subtracting their own values. The fear of the data ending up in the wrong hands is one of the reasons the hatcheries are reluctant to provide it. Because no data can be published or disseminated if it can be traced back to a single individual or holding, no data is published nationally, there is no national use of the data even though there are interested parties (no dissemination is allowed) and the data is marked as classified when it is transmitted to Eurostat.
