3.1. Data description

Statistics on eggs for hatching and farmyard poultry chicks are collected under (market) Regulation (EC) No 617/2008. They are the earliest available information to foresee production of poultry meat and eggs, as the numbers of chicks of various utilities placed in the farms of each Member State, i.e. the number of chicks placed by the hatcheries of this Member State increased by the net import of chicks.

In Romania, data on hatcheries are collected by National Agency for Zootechnics, under Ministry of Agriculture and Rural Development. Data are sent to NIS (National Institute of Statistics of Romania) and then NIS transmit data to Eurostat by Edamis.

The main objective of statistical survey is to provide monthly information on hatcheries (production of hatching eggs set for hatching and use of chicks) and annual information on their structure.

The classification variables in the monthly survey are:

- eggs for hatching placed in incubation;

- the number of hatched chicks by species, category and type of birds (roosters, hens, chickens, ducks, geese, turkeys), and by utilisation (for laying, meat or mixed);

The type of survey is exhaustive.

The data collection was carried out monthly by self-registration, through the statistical questionnaire AGR_AV.

The classification variables in the annual data of Hatchery Structures survey:

- size of hatcheries

- number of hatcheries

- total capacity

- number of eggs entered into incubation during in a year

 

Regarding trade of chicks, since the 1st of January 2007, Romanian international trade statistics system comprises two parallel systems:

- EXTRASTAT system, which refers to extra-EU trade (trade of goods between Romania and non-EU countries);

- INTRASTAT system, which refers to intra-EU trade (trade of goods between Romania and other EU Member States).

Transactions coverage:

EXTRASTAT: The customs data record the physical movement of goods across Romania's boundaries; they include aid in kind and goods shipped between Romania and foreign countries.

INTRASTAT: Intra-EU trade statistics records all goods which add to or subtract from the stock of material resources of a Member State by entering (arrival) or leaving (dispatch) its statistical territory from/to another EU member state.

The international trade statistics includes all tangible goods exchanged between Romania and other countries, namely: non-monetary gold, barter trade, direct imports of goods for consumption, imported goods taken out from customs warehouses or free zones for consumption, exported goods of national origin, as well as exports of imported goods, declared for domestic consumption.  They also comprised temporary imports of foreign goods for inward processing (active processing), exports of compensatory products resulting from manufacturing, temporary exports of goods for outward processing (passive processing), imports of compensatory products resulting from manufacturing outside the country, and imported or exported goods under the financial leasing system.

Geographic coverage: International trade in goods statistics cover in principal trade flows entering or leaving the Romanian’s statistical territory. For purposes of international trade in goods statistics, Romania's statistical territory coincides with its customs territory.

    (1) Each hatchery station is registered, at its request, by the National Agency for Improvement and Reproduction in Animal Husbandry "Prof. dr. G. K. Constantinescu" and receives a registration number.

    (2) The National Agency for Improvement and Reproduction in Animal Husbandry "Prof. dr. G. K. Constantinescu", named the national authority, is designated by the Ministry of Agriculture, Food and Forests for this purpose.

 (1) Each hatchery station must communicate to the national authority, monthly, the number of eggs placed in the incubator and the number of hatched chicks, intended for actual growth, by species, categories and types.

Annex 1 - Norms regarding the production and marketing of hatching eggs and farm chickens

    Art. 1

    (1) All applications for the registration of a farm from those presented in art. 1 lit. c) from the Norms regarding the production and marketing of hatching eggs and farm chicks are addressed to the national authority.

At national level, the collection, processing and dissemination of data from statistical operations for official purposes is regulated by the provisions of Law no. 226/2009 on the organization and functioning of official statistics in Romania and the Order of the Minister of Agriculture, Food and Forests no. 563/2002 for the approval of the Norms regarding the production and commercialization of eggs for hatching and of farm chickens.

 The main tool for organizing the statistical activity of NIS is the Annual National Statistical Program (ANSP). The National Annual Statistical Program 2020 was approved by Government Decision no. 586/2020.

All statistics included in the National Statistical Program are statistics for state purposes and are mandatory.

At Community level, the implementation of a common organization of agricultural markets (Council Regulation (EC) No 1234/2007) lays down certain rules for the production and marketing of eggs for hatching and of chickens.

 Regulation (EC) no. Commission Regulation (EC) No 617/2008 of 27 June 2008 implementing the Council Regulation on marketing standards for hatching eggs and chickens laying down a number of obligations regarding the information to be provided to EUROSTAT (Office European Statistics Center) on incubators.

The statistical operation is intended to meet the requirements of this Regulation.

The legal framework which guarantees the confidentiality and protection of statistical data is Regulation(EC) No 223/2009 of the European Parliament and of the Council of 11.03.2009 on European statistics and Law No 226/2009 on the organization and functioning of official statistics in Romania.

The confidential statistics information regarding individual units are protected and used only for statistical purposes.

Law No 226/2009 of the Romanian official statistics stipulates at Art. 35 - Dissemination of individual data - data can be disseminated solely for research purposes.

At art.36 - Confidentiality of official statistical data, part. (1) - statistical data are considered confidential if they refer to a single natural or legal person or if they allow the direct or indirect identification of the concerned or legal person.

The statistical data obtained after individual data processing can be disseminated after suitable aggregation.

At the Community level, the implementation of a single Common Organization of Agricultural Markets (Council Regulation (EC) No 1234/2007) lays down certain rules for the production and marketing of eggs for hatching and of farmyard poultry chicks.

Commission Regulation (EC) No 617/2008 of 27 June 2008 implementing the Council Regulation as regards marketing standards for eggs for hatching and farmyard poultry chicks lays down a number of obligations with regard to the information to be communicated to EUROSTAT (European Statistical Office) concerning hatcheries.

The statistical operation is intended to meet the requirements of these Regulations.
